One was'the ex treme thinness of the market in the periods when there were any stirrings of animation. This was strikingly manifested in the wide fluctuations at which orders were executed In the little flurry which succeeded the assembling: of the supreme court. There had been some selling by bear traders in the first hour on the chance that a decision adverse to the American tobacco company would be handed. down today. But tlie point of interest was that in tlie filling: of buying orders there was a fluctuation from 1856, to 156% on the purchase of a 600 share block of Union Pacific. Th*> ques>4on was, suggested whether the Interstices disclosed in the market might be due in part to the going into force today of- the new reform rules of the stock exchange directors .against manipulative practices. A favorite device of the manipu lators was to put in an order for a large amount of stock for "all or none," which was effective often in moving the price without any actual transaction being neces sary. It was inferred that the new rule, in discouraging such orders, might be responsible for the open spaces bare of orders that were encountered when the prices moved today with any de cision. The relapse of the market into stagnation after it became known that no American tobacco decision would come today gave force to this supposition of other causes for the neglect of the market than the suspense of awaiting: this im portant judicial decision. Statistics of the Journal of Com merce on the recent output of new securities threw light on the causes of the present symptoms of glut in the market. For the last quarter the total reaches the prodigious figure of $664,733,765 par value, of which $380,068,765 was issued in March. Last year there was but $362,376,880 issued for the whole of the first quarter and but $75,225,400 for March. That the money market Is unaf fected by the gold export move ment and by the low surplus re serve shown by the Saturday bank statement is due to the languid demand for stock market pur poses. Bonds were heavy. Total sales, par value, $1,964,000. United States bonds were un changed on call. Distillers sb. 73>A]C S Steel 2d 55.. 104% Lrie jirior lien 4s. KJViIVa Car Cbotn 55..
