STEAM SCHOONERS COLLIDE IN FOG Sea Foam and St. Helens Crash Near Point Reyes and Both Suffer^ Portuguese Warship Visited by Throngs, Who Come From - AH Around Bay TEAM schooners Sea Foam and St. Helens crashed to gether at 3 o'clock yesterday morning in a dense foj while off Point Reyes. Xo one was injured. The port quarter of the Sea Foam was badly smashed up. The damage to the St. Helens is not known. The Sea Foam, in command of Cap tain Henrickson, was on its way_ down the coast from Mendocino, with a cargo of 210.000 feet of lumber bound to this port. The St. Helens \u25a0was on its way to the Columbia river and passed out through the Golden Kate shortly after midnight Sunday morning. When the St. Helens crossed the bar the weather was clear, but it had no sooner got into the. open ocean than a densf fog- settled down. Captain Jamieson kept on his course. At the s^&me time that the fog enveloped the 2>t. Hek-ns it also slid down upon the £ra roam. Captain Henrickson at once came to the bridge and slowed his vessel down. The fog was so thick that lie could not see. 50 feet ahead. the .St. Kelens loomed dead ahead and the vessels crashed. The s^t. Helens struck the Sea Foam a glancing blow on its port quarter. The M. Helens; proceeded north and the t*ca I oam continued on its way to this port. When the provincial assemblies 'were inaugurated In 22 provinces last Oc tober, the first step was taken. " ' In 1906 a committee' toured the worm investigating liberal reforms of gov ernment. Upon Us, return it reported in favor of a constitution and parlia mentary representation at the earliest possible date. - Duke Tsai Tse gave the movement his unqualified indorse ment, says the Newark News. • The empress dowager declared' for reform in September, 1906. The dec laration was followed by a formal edict In February, 1907, promising a con stitution. In September of the same year, an assembly of ministers in Pe king was decreed to prepare the foun dations for constitutional government. A month later the\ empress. doWager announced that -provincial assembles should be organized, the members to be selected by the viceroys and govern ors, and the imperial assembly would be selected from the provincial bodies.
