12 THERE i* a German tailor who makes suits for Mrs. Fred Kohl, Mrs. Vincent Whitney and other well known young matrons in town, whose long experience with the vagaries of patrons has bred .in him a sort of philosophy. He. receives suggestions, upbraidings and commendation ■vrith the same cheerful indifference. To his way of thinking, subtleties of feminine temperament may not be solved, but they should be met tolerantly. Women are strange creatures. If the cut of a coat pleases them today, it is not at all certain to do so at the next fitting. The reason is not to be nought in the coat. It is the way of women. No amount of deferential argument will prevail, and the wise tailor uses none. The coat is cut over • f ■ . . ■ - S..V- 1-'1 -' ■-,■>.-:■■ again. _ If hi? point of view were investigated, it might reveal interesting ideas evolved in the following of his trade. One of his patrons glimpsed it recently, to her kern amusement. She had ordered a suit, to be finished on a certain date because she was to leave on the following day for the east. Every one knows that to have a gown finished on time or a hat delivered it is frequently necessary to announce imminent departures to dress makers and milliners. Such announcements are among the lesser lies essential to society and per fectly justifiable. But it happened that in this instance there was a real intention of going away. At the last moment, however, plans were changed. A day or two after that given as the date of departure the new suit was re turned to the tailor for certain alterations. When its owner appeared for a fitting she said blithely. "You see. Blank, I didn't go cast Thursday, after all." "Oh."' ?aid Blank, serenely pinning a seam, "all vimins is liars." There was no hint of impertinence "in his tone. He simply stated an ascertained fact without bitterness, instead, with a patient air of acquiescence to things as they are that bespoke the true philosopher. ,■ -T : '' : The young matron, who is very well known and who tells the story on herself, says that of course it is impossible to believe that one's tailor may call one a liar, unrebuked, until the Buddhistic calm of Blank is encountered, when it will be seen that a trivial personal resentment would only be futile Another army wed ding has just been added to " the list of autumn events that vril. occupy society and the service set later In the season. CORESPONDENT TO ATTACK DIVORCE William Alexander ' Sues to Have Combs Decree De* . clared Void Indignant at being named as core spondent without warning and notice in the divorce secured by J. W. Combs from Mrs. Sallie Combs. William Alex ander filed a motion yesterday asking to have it set aside. According to the law the corespond ent must be served with .a notice of the complaint and made a defendant with the party being sued. Alexan der's claim is that he was not served with notice of the suit and on that ground asks to have the decree de clared void. On the ground that Esther Jacobs was of unsound mind Alexander Jacobs had his marriage to her arinulled yes terday. He stated that he married her in December of 190S, but shortly after ward found her to be Insane. The following divorces were granted: Girtha from* Gerald Edwards, infidel ity; Henry C. from Bertrin E. Pfah lert, desertion. Divorce complaints were filed .by Kate against Jack Goodman, cruelty- Charles against Ida Rabinovich, deser tion; May against Frederick Wickins desertion. -■>..' , Cruelty- and desertion were charged by Mrs. lone A. CITY INSPECTORS SCORED FOR LAXITY Engineer Tells Merchants', As= socialion That Contractors Are Allowed to Cheat That the city's inspectors on public buildings are stlHinclined'togive con tractors plentj' of opportunity to cheat the; municipality by substitution of poor work and material is" insinuated In the latest report made to the mer-, chants' association by Engineer Henry A.' Campbell. The severe arraignment of the city architect's force 'contained in last month's report has apparently, had some effect, It is claimed, but has failed to remedy the situation entirely, according to the document., "City inspection has improved some what since the Issuance of the last re port," said Campbell, "but there is still room for great improvement. President Casey of the board of public works and acting Architect Fisher are now per sonally "making inspections of many buildings.'' ;■-'; ■-' . ' On the Denman- grammar school, said the report, the contractors continued to use an excess of ; sand In the con crete fireprooflng. despite, all protests. At the same school during the half hour of the bureau inspector's visit, August 13, neither, of the city inspec tors was to be seen; Both were later reprimanded. Numerous other inci dents are recited at ; ,which the contrac tors were found mixing poor quality concrete while the, city inspector was loafing on the job. The fireproofing of the Denman school is reported to be "the poorest job yet done on any public building." The bureau has also "found defective work in the Franklin school, the Sheri dan primary school,' the Longfellow primary, the hall of* justice and the Hancock grammar school. Campbell in his present report, which covers the work of August, answers the statements of contractors that they are being so rigidly watched that they can't make any profit on their work. He recites"' the ' history, of the sewer contracts in Louisville, Ky., where con tractors bid low, hoping to substitute poor material and make a profit. When the city inaugurated a faultless sys tem of espionage some of the contrac tprs failed and others were compelled to abandon the jobs to,, the surety com panies which had gone on their bonds. Six big surety companies in the east are now engaged in 'completing the Louisville sewer system because of the failure of the contractors.
