LEAGUE TO WAR ON CHILD LABOR Speakers Declare Issuance of School Certificates Is Not Properly Guarded OAKLAND, Oct. 10.— At tbe request of Miss A- "W. Whitney and because of the existing conditions pointed out by Mrs. J. N. Porter, recording secre tary of the Child's Welfare league, a committee has been appointed to investigate the issuing knd legiti mate use of age and school certificates to children who -without the special privileges should be registered as stu dents. The certificates are provided .for by the state child labor law. That the misuse of the certificates by boys and girls between the ages of 14 and 16 threatened the civic welfare of the bay region and that such minors formed the rough element and needed protection were the statements made by Miss Whitney. The school depart ments of San Francisco and other cities •will co-operate in the effort to maintain a better rate of attendance and a lim ited issuance of the privilege. Within the coming few weeks a can vass of the city will be made by the women of the league to secure definite data upon which to base their work. Miss Whitney will have the assistance tof Mrs. Porter and "a committee of rep resentative members. Mrs. Porter charged that there were PO children between the ages of 10 and 11 years working 10 hours a day less 20 minutes in the cotton mills. She quoted the statements of a prominent clergyman, whose name she refused to *i\:e. These little folks to keep within the Jaw were obliged to attend night .■c-hool. said the speaker. Each of them contributed largely to the support of the families from which they came. The Brewer brothers have spent two months completing, the ship, which weighs about 500 pounds with the en gine. This machine, which was secured in San Francisco Saturday, was thor oughly tested and found to be admirably suited for the purpose on account of the great horsepower devel oped with little weight of the engine. When the flight is attempted Roy Brewer will be at the. wheel to guide tbe machine. He has had considerable experience and was a. mechanic for Colonel Johnson 'when he made . his flights. ifP<«P The Berkeley airship, -which was en tirely built except for the engine by the young brothers in their yard, will follow the Farnum model, but the con trolling, apparatus has been made from original drawings. Of i these, two replied and accepted the ■work. The shortage of laborers is consid ered ■■ surprising, as the requirements are merely that the applicant must be able to read and write and lift 150 pounds, while the remuneration is ?70 a month. Within a short time Stratton will announce the appointees for the new custom house. Only two employes will be transferred from the present build ing. THESANFR^yCISGO .O^L;^TIIESDAY;;S OCTOBER: 11, 1910/ FOUR JAILED FOR DEATH OF WOMAN Grand Jury May Investigate Killing of Mrs. Fry Under Train OAKLAND, Oct. 10.— Grand jury in vestigation may follow the killing last evening of Mrs. Sadie. H. Fry, of 1947 Prince street, Berkeley, who was pitched under a Key Route train at" Fortieth street and San Pablo avenue by Fred Oho, a saloon keeper of Em eryville, and Gustav, Harry and L. W. Cohn, three San Francisco youths. De tective James Drew of the. Oakland po lice saw the death of the woman and arrested Ohe and two of the Conns,' but Marshal Eddie Carey of Emeryville re leased them at once. He thought bet ter of his act later, however, and again arrested Ohe and had" the Cohns cap tured in San Francisco. The four men are in the county jail in detinue for manslaughter. If any attempt is made to have Ohe released before the case is thrashed out, the sheriff and district attorney will charge the men formally with manslaughter. Still another pathetic situation has resulted from the four men's street brawl, for Miss Nina Fry.' daughter of Mrs. Fry, is herself in danger from nervous collapse. She was returning last night from a , vacation, and her mother with her father,, a Berkeley grocer,' and a woman friend, had been to meet her at the train!' The train being late, the family party was wait ing for a car to return to Berkeley when Mrs. Fry met her death. The daughter arrived to learn of this, and the shock may be fatal to her. The sheriff and district attorney were stirred to action by Marshal Carey's ap parent indifference in the case when Mrs. Fry lay injured and dying before him. Rather than jail Ohe. a political friend, it is alleged, Carey freed all the men Implicated. He did not arrest Ohe until this morning. TREASURER TILES REPORT— Oakland.
