Advanced theories of government, pledged by the republican platform in the last campaign, have been read into the California statutes. It is the boast of Governor Hiram W. Johnson that every plank of the platform of the progressives was carefully considered by the legislature and every promise kept. Direct legislation, election reforms, centralized state rnment. conservation, revision of the criminal proce dure, social reforms, the inauguration of a new system of taxation and radical changes in the fish and game laws features of the session which ended March 27. is additional reforms were not enacted because of titutional limitations. To pave the way for such legis lation, however, constitutional amendments were adopted by the legislature and will be submitted at a special election to be hold October 10. 1911. 'he total of 1.290 bills introduced in the senate and 1.587 in the assembly, 956 were passed by the legislature and transmitted to the governor, who caused 7??> of them to be added to the California statutes, the number of new iaws being 24 greater than was enacted two years ago. Indicative of the enlarged scope of legislation was the fact that 24 constitutional amendments were adopted by the legislature this year, as against only six two years a Among the measures killed by the pocket, veto of the governor were Boynton's teachers' pension bill, Ilami; net container bill. Provision Is made for grading and paroling the prisoner*, for transferring them between tbe reformatory and tb* prisons and for I for a graduated tax on automobiles and motor vehicles, which would increase the state's revenue from this source approximately $300,000 a year; Senator Hewitt's bill out lawing bucketshops, Caminetti's post graduate school bill, Weinstock's industrial education bill and the Mendocino county government bill. Nearly every county had a new county government bill before the legislature, and Mendo cino's was the only one to be killed. It contined an objec tionable feature, which was in effect under the old consti tution, to place a premium on prosecution by giving the district attorney fees for trials and preliminary examinations. The general appropriation bill to maintain the state for the next two years was approved by the governor for $10,870,4'>0, making it the largest in the history of the state and exceeding the record breaker of two fears ago by $1,184,915. The governor reduced the bill as it reached him from the legislature by only $23,600. In the state board of health> budget he struck out the items of $4,800 for an engineer inspector and $800 for his equipment and supplies, and $3,000 for a sanitary chemist, because no such offices exist. An item of $10,000 was also stricken from the board of healths budget for sanitary work in oriental ports because it was indefinite and doubtful whether the Mini could be legally expended, and for the further reason that the method of expenditure was not set forth. An item of $?,000 was stricken from the allowance for state prisons parole work, because the work is amply provided for and the prison directors feared that the item mighi -trued a- a limitation upon their right of expenditure for such work. Short Ballot, Abolition of the Party Circle and Direct Statewide Advisory Vote on United States Senator. Conservation of State's Resources by Newly Created State Board. Separation of State and Local Taxes Under the Curtin Constitu tional Amendment. Reform of the Grand Jury and the' Trial Jury Systems. Local Option, with the Supervisorial District as the Unit. Labor Reforms, with Eight Hour Day for Women and Better Protection for Minors. $14,518,644.66, as against $13,406,281.17 for the preceding two years. To shorten the state ballot, the office of superintendent of state printing will be filled hereafter by appointment by the governor for a term of four years, subject to confirma tion by the senate. Constitutional amendments will go before the people to remove the clerk of the supreme court from the list of elective officers and have him appointed by the court, and to change the railroad commission from an elective board of three to an appointive board of five, Avith control over all public utilities. Proposed constitu tional amendments to make several other state officials appointive instead of elective were defeated in the legis lature. Hereafter the state superintendent of banks, the labor commissioner and the members of the state harbor board of San Francisco will hold at the pleasure of the governor, instead of for four years. The building and loan com mission will now consist of one commissioner instead of two. The board of examiners will give way to the board of control, and the office of superintendent of capitol build ing arhd grounds has been created b\l taking away much of the patronage that was formerly enjoyed by the secre tary of state. In behalf of labor, an eight hour day was granted women and better protection was given minors. New pro visions were made for employers' liabilities, legislation was enacted to abate the pay check evil, and the mechanic's lien law was changed to give the mechanic a direct lien. Rail road men secured the full crew and the 16 hour measures. The election laws were revised to abolish the party circle and insure the selection of nonpartisan judicial and school officers. Another amendment proposed is to grant charters to counties, thus paying the way for homo rule. In the new laws on educational matters, the system of apportioning school funds is revolutionized, the tenure of trustees is changed, the vaccination requirements are les3 stringent, military training in the high schools is provided for and there are to be fewer holidays. A new normal school is to be established at Fresno, Technicalities will hereafter be given much less con sideration in appeals and in questioning grand jury pro cedure. A constitutional amendment will be submitted to allow a verdict by five-sixths of a jury in criminal cases. The prisons may now make goods for the state or any county or city government. A reformatory for first offenders is also to be established. California now leads all other states with laws for the conservation of natural resources. Municipalities are to be given greater power in handling public utilities. Irri gation districts will be benefited by the law for a commis sion to approve bonds. The insurance commissioner will now have supervision of fraternal companies. The fish and game laws have been greatly changed by dividing the state into districts and changing the seasons and bag limits. Local option, the prohibition of oral betting and the abolition of slot machines were among the reforms of the session.
