Brown, president of the Pal mer, who Is now abroad. ♦ * * The March circular of the Fourth National bank of New York comments on. the Pittsburgr suit testing the powers of the Clearing House association of that city in a way that interested bankers: "A great deal of interest attaches to the outcome of the suit brought at Pittsburg to test the rij?ht of the Pittsburg: Clearing: House asso ciation to enforce rules relative to the collection of checks, notes, drafts, bills of exchange and other matters. This suit is based/ among: other things, on the claims that the action of the clear ing- house would interfere with private business; that it violates the anti trust law. and that it is in other re upects contrary to the purposes- for which a clearing house association is formed. V "This litigation is of the utmost im portance to bankers throughout; the United States since it brings before the courts the validity of the clearing house organization, the right of such associations to. employ independent ex aminers and the legality of the Well formulated • system of supervision as practiced by the associated banks 'in the large cities of this country. * "In answer to the allegations of the complaint it is urged that it has never been the aim of the associated banks of Pittsburg to adopt oppressive meas ures at all or to take action which would disturb individual control or which would interfere with the business of any single institution. It is urged also that the movement proposed is decidedly in the interest of sound bank ing management and* with the idea'of reducing operating expenses and that it represents a protective measure which applies to all banks alike." N ' The Harriman National bank of New York has received from the comptroller of the currency authority to conduct its business with a capital increased from $200,000 to $500,000. As surplus has likewise been increased, the bank now has an aggregate, in -tliose two items of more than $2,000,000. Deposits are about $8,000,000. • 't " '- r ' "--I Money still is piling up in the inland, cities. At Chicago the state banks show, great increases in deposits, 21 of the 37' In the city alone reporting a gain of nearly $17,000,000 over December. The savings banks of that city also show marked gains and the purchases of bonds by these institutions have been increased. In Pittsburg 28 national l.anks. in response to'the comptroller's call, show a gain of $5,000,000 over.the last date of call. ITutton & Co.'s wire says: "The stock market suffered a little re action the last hour, but the tone continued strong and many who had been doubters were converted to*th*» faith and proclaimed their belief that the bull market of 1912 •had begun. American Smelting; and Refining and indeed the whole metal group, were helped by the statement of Dow. .Tones & Co. that in the year ending Decem ber 31 last the smelting company earned 12 per cent on its common * stock.
