The first lot of concrete was dumped into the bed of South Yuba river just below Lake Spaulding last Saturday and already the construction has reached such a height that the company is prepared for the winter rains. The company is rushing work day and nignt in order to accomplish as much as possible before being checked by the rains. The dam is up to the level of the concrete flume which has been built to divert the water. There will be no cessation of the work on the mile turyiel which is necessary to reach the plant at Drum station. The tunnel is one-third com pleted. Rains will not interfere with this work. Good progress is also being ; made in the construction of the power station. It is expected that this plant will be ready for operation January 1, 1914. IMO> PROVIDENT SUSPENDED Much interest was manifested locally yesterday in the suspension of the Union Provident stock from trading by the Los Angeles Stock exchange. The order was made pending the adjust ment of the complications regarding tbe priority of issues as discussed in The Call yesterday. No local trading in General Petroleum, which has nego tiated the purchase of the Union, was reported yesterday, the quotations being $32.50 bid and $35 asked. LODI SHIPPERS WIN The interstate .commerce commission lias just decided-in favor of the Lodi shippers in the case of Mason Brothers against the Southern Pacific. The complainant contended that the refrigeration charges from Lodi to eastern points of destination during the seasons of 1908 and 1909 were un reasonable to the extent that they ex ceeded the refrigeration charges then in effect from Acampo, Cal., and Wood bridge. The commission found that ] ....j; was <>n a parity with Acampo and Woodbridge and that the refrig eration charges from Lodi during the period in question were discriminatory to the extent that they exceeded the charges from Acampo and Woodbridge. * * * The hoard of supervisors of Los An geles county applied yesterday to the railroad commission for permission to install a grade crossing over the tracks of the Southern Pacific in Smith ave nue between Fulton Wells and Los Nietos. * * * The Fresno City Water company ap plied to the railroad commission yes terday for permis&ion to issue $50,000 in bonds. It is proposed to devote $25,000 toward the payment of obliga tions, and the remaining $25,000 to im provements in the company's plant. The Fresno City Water company sells water to "the people of Fresno. ** * * The Midland Counties Gas and Elec tro company, operating in San Luis Obispo and Santa Barbara counties, applied to the railroad commission .yes terday for permission to purchase the capital stock of the Russeil-Robison Water and Electric company, for ap proximately $35,000. The Russeil-Robi son Water and Klectric company oper ates in the town of Arroyo Grande, San Luis Obispo county. The Midland Counties Gas and Electric company sells electricity in the city of San Luis (9bispo and in the city of Santa Maria, Santa Barbara county. * * * The Coalinga Water and Electric company applied to the railroad com mission yesterday for permission to use the balance from the proceeds of a former bond sale in the sum of $4,250, in part payment of construction work on its extension to San Miguel and Paso Robles in San Luis Obispo county. * # * The board of supervisors of Placer county has applied to the railroad com mission for permission to construct an undergrade highway crossing with the Southern Pacific, tracks between Magra and Gold Run. The present road cresses the tracks of the Southern Pa cific at grade, but on account of the increased automobile travel it is pro posed that the Southern Pacific con struct a culvert, the county highway to run below it. * * * The Arizona Eastern has asked the Arizona corporation commission for permission to issue $600,000 additional bonds. The Southern Pacific owns $3,- G7X.000 of the outstanding $7,000.00Q, first and refunding mortgage bonds. Wilson* Views on the Markets Advices received from New York over J. C Wtlsca A Co.'s private wire yesterday said that, while the stock market was largely a profes sional affair, with traders more or less bearish In their views, there was a considerable short interest In It. and chances for a rally were con sidered promising in some quarters. While late activity In a few specialties was at the expense of values, the standard Issues displayed steadi ness, despite the continued dullness. Foreign exchange wa«i pointing downward, and this was believed to foreshadow Importations of gold In the near future. There was some liquidation on the cotton ex change, the selling- being induced by the re vision committee meeting and tbe ginning report which was to be made public today. The mar ket resisted pressure and all of the cotton offered while the selling was <ti was well absorbed by influential buying. That the strength of the actual cotton was the underlying firm factor in the situation was shown by the smart rally that occurred toward the close of the seeslon. A noteworthy feature was the firmness In the December option, which was closer to the May contract than it was some time ago. American and foreign spinners were buying more or less and shorts displayed considerable uneasiness over the rapid decrease in local stocks. In the Boston market the coppers acted well as a rule, the only really weak feature being a little short selling of Granby. This stock rallied toward the close and was practically un changed on the day. Old Colony and Mayflower were the most active Issues, both scoring frac tional gain* In the Chicago grain pit wheat started weak, rallied a little, broke badfcr on renewed •liquida tion and then turned upward again, closing at the day's high prices. The early weakness was brought about by bearish foreign news and lower Liverpool cables, while the late rally was due to reports of heavy buying of American and Canadian for export. Corn and oats were influenced by the action of wheat, though the former showed stubborn strength most of the day. May corn was con sidered a good purchase. There was no export business In oats, and exporters claimed that there was none po««thle. Provisions scored substantial advances on buying by local speculators and stockyards pro -1 fesslonals. There was also some scattered in THE SAN FRANCISCO CALL. THURSDAY, NOVEMBER 21, 1912. Market Opens Reactionary Pressure Relaxed at Close NEW YORK. Nov. 20.—A further disposition to await the outcome of events at home and abroad was manifested by today's stock market. Trading- for the greater part of the session was of the familiar profes sional character and movements were narrow. The tendency was mildly reactionary in the early hours, with persist ent heaviness in United States Steel. Reading and a few other speculative favorites. In the final hour pressure relaxed slightly and recoveries to or slightly above yesterday's closing were recorded, "despite a sudden ad vance in call money to 6 per cent. Jipme important financing was announced. The New York, New Haven and Hartford sold $40,000,000 one year notes to a banking syndicate, a considerable part of which, it is understood, will be used for refunding purposes. Directors* of the Vanderbilt lines authorized the issuance of $24,000,000 equipment notes, a large share to be applied to payment of construction material and rolling stock. The one important railway re turn for October was that of the Baltimore and Ohio road, showing a net gain of $415,000. Bonds followed the course of stocks, shading a trifle in some of the more important issues. Total sales, par value, $1,600,000. United States government bonds were unchanged on call. NEW YORK, Nov. 20.—X. F. Hutton & Co.'s wire says "There was little or no feature to the stock market again today. Prices in the early session w%re subjected to considerable pressure in spots, and especially Steel common, which had its effect on the general list. Support was ren dered, however, after the noon hour, with a consequent rally, or just enough to run the shorts in. "The Balkan situation was devoid of any special feature, though news from that quarter seemed to be for an early settlement of the war. For eign markets were sluggish, nevertheless. There was no news here dur ing the session that would be an influence on security values. "Discussion of the forthcoming changes in the tariff was about the only factor that acted as a real menace against the market, and we be lieve this is creating some liquidation from timid holders of securities. We find no reason to change our position on the belief that we will wit ness lower prices. Belmont anrf Goldfield consolidated, the two big leaders of the southern camps, were both subjected to strong selling pressure, while the north end Oorostoeks were so heavy that the market fell of its own weight. A heavy liquidating movement in Belmont sent the price for the lesder of the Tonopah camp down to $8.50 in the early dealings, after which It rallied about 10 points, only to sell down again later. The last trade recorded was at $8.47%, and the stock was offered at a few points below that figure at the close, against a closing price of $8.75 on Tuesday. The weak ness of the leader extended to the lesser Issues of the group, and most of them, including Jiorth Star and the Merger, sold off a few points. The closing bids indicated that there was no imme diate prospect of the bulls coining to the support of the market. Goldfield consolidated sold down to $2.35. the lowest price reached for a long time, and. al though the stock showed some recuperative power later, the price failed to reach Tuesday's high level. Merger Mines, Jumbo and Florence had little change, trade in all three stocks being small. The Comstoeks were for sale at weak prices all day. and at no time did any of them show Boston Stocks BOSTON. Nov. 20. —E. F. " , 6% _ i CHICAGO, Nov. 20— E. F. Hutton i, r 0».1 wire says: "Wheat—Started out weak, rallied to a trifle above yesterday's closing-, broke badly on renewed liquidation and short selling and again rallied very sharply from tbe low points. Apparently the support to the market most o* the time came from shorts. The market had a liberal floating supply much of the time earty In the day, but this was well absorbed as the day advanced. The weak start was because of considerable weakness at Liverpool, where values' were affected by favorable weather tn Argentina*! beneficial rains In Australia and large offers from t Russia. There had also been a great desl of hard winter wheat bought In America. Details of the latter were hard to secure, bot sales of easily 500,000 Buffalo export are believed to have been worked, exclusive of the export busi ness done at the decline In Canadian. Export clearances for the day were 871,000 bushels. Cash demand on milling account was poor In all directions and cash wheat slow, draggy and weak at many points. Shipping sales were 25,000 bushels. Kansas City reports No. 2 hard winter wheat there l%@3c over December. At current prices, southwest hard winter wheat is on a com peting basis with Canadian spring for export. Winnipeg reports 1.000.000 bushels wheat sold for export on the recent decline yesterday and today. "Corn—Has shown stubborn strength, good part of the day. although it was easier early, and also at brief periods later when wheat was weak est. Weather fine over corn belt, cables lower. Country has sold little corn at stations, accord ing to reports of receivers, the recent declines tending to discourage sales. Shipping sales re ported were 110.000 bushels. "Oats —Were weak early, but have bad fair rally since. There has been a great, deal of covering of short oats by local professional spec ulstors; also some buying of December by local shippers who were short. Exporters claim that there is no business doing or possible. Shipping sales were 140,000 bushels. "Provisions —Have scored further advances un der active buying by local and stock yards pro fessional speculators and a few scattered in vestors. Hog receipts continue to run short of those of last year and were 102.700 at western centers today, against a total of 114.270 last year. There lias been a great deal of profit taking by longs at various times and it has Jfc ( caused occasional backsets."
