In the call -for bids it was announced that the. trustees Would buy bonds to the extent pf $L'0n.911.65, the amount in the sinking fund. The lowest bid was par and interest, and from that bids ranged up to 110 and interest, the • maximum limit fixed by the trustees. * * * AI-AMEDA AND UNION SI GAR At the annual meetings in the Alaska Commercial building yesterday of the Alameda Sugar company and the Union Sugar company favorable reports were read by the president, and in turn the stock holders thanked the officers and directors for their showing. Directors were elected as follows: Alameda Sugar company—John L. Howard, president; Joseph Hyman, first vice president; Charles Sutro, second vice president; J. W. Atkinson, Joseph Ij. Til i:\SIRV ORDER MODIFIED As a result of the protests that arose in various parts of the country because of the issuance of an order by Frank lyn MacVeagh, secretary of the treas ury, changing the method of handling government funds in the depositary banks, various modifications have been made, according to a letter received by the Mercantile National bank of this city from Secretary MacVeagh. Explanation is made that an active depositary bank will pay all govern ment checks and warrants in the same manner that it pays a check drawn on ajiother bank. Shrould the treasury department re ject a check or warrant the depositary bank would have recourse on the in dorsers. For further protection of the depositaries they are to be given fac simile signatures of clerks .authorized to sign pension checks, and all dis bursing officers have been requested to furnish their signatures to depositaries. • * * MUNICIPAL BABY BONDS The movement for issuance of cor poration bonds in the denomination of $100 has grown considerably, but as yet in only a few instances have mu nicipal bonds been issued in denomina tions of less than $500, New York city beinj? a notable exception, having for years issued bonds in any denomina tion from $10 upward. When a citizen of a municipality can more readily invest In the bonds issued by his home town or city, the sales of this class of security directly to the public will be greatly increased; and when bonds are thus sold by munici pal officials directly to their "own citi zens, the expense of the middleman is eliminated, and a higher yield to the investor is thereby possible. The number of people is legion who have a few hundred to a few thousand dollars in the savings bank netting them a comparatively small interest returns and they might with equal safety be earning more on an invest ment in the securities of their own city. It has the effect too of promot ing a healthy civic pride and deeper interest among such citizen investors In 1910 the city of Philadelphia rtjp cessfully demonstrated the possibility of this method of selling its securities ■when $5,000,000 of improvement 4s were sold in two weeks. Feb. 21. —There were a few weak spots in the stock market, but the general movement was narrow and trading dull. Specu lative sentiment remained bearish, but the bears were more wary, and, finding that the market offered effective resistance, made little effort. There was no Inducement for.operating on the long side, and the result was tha*t trading fell to nominal proportions at times and price movements were hardly worth recording. Southern Pacific broke below par for the first time since 1908. Large amounts of the stock changed hawds around par, but eventually the price yielded and sold as low as 99. Publication of the annual report, showing smaller turnings, furnished reason for selling. Liquidation of inactive stocks continued, although the effect upon the general list was negligible. Weakness of low priced railroad stocks was , a feature of the dealings , . Erie sold at 28 U. the bottom price since 1911. Southern. Wabash, Wheeling and Lake Erie, and Lake Erie & Western also were heavy. The petroleum stocks declined abruptly. The week's liquidation of stocks was reflected in the way of a loan contraction in the bank statement which appeared today. Loans were scaled down over $29,000,000, and, although there was an actual cash loss of $4,300,000, the surplus reserve was increased by $4,226,000. The downward tendency in» the bond market continued. Total sales (par value) amounted to $2.00.",000. United States 2s declined \k and 4s coupon *i on call. NEW YORK. Feb. 21. — 3. C. Wilson & Co.'s wire says. "Dullness was the great feature of the stock market today. South ern Pacific developed weakness on the rather unfavorable annual state ment. At least It is considered so because earnings fell a little short of 8 per cent, but considerable short selling is going on in this stock on the theory that the stock holders will not take more than 50 per cent of the Union Pacific holdings and that the syndicate will have a large amount left on their hands to sell. We should think the stock very cheap under par. The bank statement was much better then expected and should bring about easier money next week." Feb. 21.—The condition of the United States treasury at the beginninsr of busi ness today was: Working balance, $76,435,326; in banks and Philippine treasury, $44,498,517. Total of general fund, $140,753,065; receipts yes terday, $2,491,187; disbursements. $3,252,321; the surplus this fiscal year Is $7,440,005, nn against a deficit of $25,247,737 last year. Tho figures for receipts, disbursement, etc., exclude Panama canal and public debt transactions. Jim Butler to 74e and it;p Merger to 80c. Tonopah of Nevada sold at $6.10 and West End at $1.37 V>- The lower priced issues of the group received but little attention from board room traders. There were no sales of Goldfleld consolidated recorded, but the Ktook was firmly held here and in the east. The firmness was brought about by the encouraging reports being sent out from the mine. These reports indicate that there is a probability of the net realization for this monlh exceeding that of January. Tlie opera tion* last niontu netted the company a substan tial sum in excess of the realization for the month of December. Jumbo Extension was a firm featurp of the GoldQeld group, with an early advance to 35c easily maintained in the late dealings. Atlanta and Merger Mines had small trades at about previous prices. The north end Comstocks opened easy, with prk-es inclined to sag. but they developed a little better ton* late in the day. Ophir, Con solidated Virginia and Sierra Nevada made small gains in the final hour of trading. An assessment of 5c * share on the stock of the Utah Mining company of the Comstoek group was delinquent jn the board room yesterday. Certificate of increase of capital stock from $22,000,000 to $23,116,000 was filed yesterday with the county clerk by the Homestake Mining company. The increase Iβ pursuant to a meeting of the corporation directors held February 20. Tho directors are Biehard A. Clark, president; Fred Clark, secretary; F. G. Drum and Ihoiuas 1 SAN FRANCISCO STOCK AND BOND EXCHANGE J Associated Oil stock held the attention on the San Francisco Stock and Bond exchange yesterday with the total sales for the day aggregating , 6-a , shares with the price firm from $43.50 to $43.75. The only other listed stocks moving in any considerable quantity were Spring Valley, which sold at »63.a0 for J 3O shares, and Pacific Telephone and Telegraph common, which sold at $37 for 100 shares. Fifty shares of Oro Electric preferred were traded at a market which, shaded off from $73 to $7T The total business in listed stocks was 990 shares. Giant Powder was ex dividend 50 cents. The bond business was brisker yesterday, with $67,000 business in 'i^ securities. California Gas and Electric general mortgage 5s and United Railroads 4s were the leaders, with sales amounting to $15,000 for each. The price on United Railroads 4s broke from $63.62 Vs in the forenoon to $63.50 in the afternoon. In the unlisted department Western Pacific stock continued weak. Twenty five shares sold at $8.25 and later 250 shares were traded at $8. The other sales of unlisted stocks were 125 Pacific Gas and Electric common at $60.25 and 65 shares Of Wells Fargo Nevada National bank at $172.50.
