town, where mountains of bagged ce
ment are stacked, for there must be
housing for 40.000 men before the
ooid weather reaches. Here another
army is toiling at breakneck speed
about this gigantic task.
And all of this is but preliminary to
the real work df the great project.

Then there follows a wonderful de
scription or the workings of the great
tidal "basins, Allan's improvement on
the designs of Schlich and Lippman,
the famous German engineers, .to
whom we owe the harnessing of the
incalculable power of the tides.
Through his ingenious arrangement
of reservoirs thousands of tonß of
water were dumped on gigantic tur
binea every hour of the 24 and the lltt
and fall of the tides aate htm all this
power for simply the cost of orig!i>;ii
work—less than Sa.OOO.sTV).
The scene. Indeed, recalled tiie tower
of Babel—a project so vast that Its
very conception seemed impious.
And this was only one of five such
scenes. I :i Bermuda, Fayai, at Fln-
Isterre and on a great plain beyond
London similar nightly panoramas of
daring were being unrolled. And
Allan, the genius who had provoked
these upheavals, was the restive
spirit of each. He was tireless and
unresting. Rives and Mrs. Allan
heard frcrni him in one camp or an
other, and before they had finished
his short dispatches—so lt seemed to
them—another from some other tun
nel city was laid In their hands or
he himself dropped off a construction
train from Toms river, clear eyed,
smooth shaven and fresh and ener
getic as ever.
Rlvm had built a beautiful little
house for the chief engineer and his
wife on the sea side of the tunnel
city, and Allan encouraged Mrs. Allan
to spend much of her time there,
even when he was in this country.
Rives was the one warm personal
frtend he had made in his lonely life,
and Itnowins; how much pleasure Mrs.
Allan found In his society, he was
glad to have her an nearly contented
as possible while he darted back and
forth across half 'the northern hemis
phere. They had one child —a little
Kir!, Edith—end she grew to be al
most a stranger to her father.
Even when Allan was in New York
he saw btit little of his wife and child.'
His business affairs usually took him
a great deal to the house of the great
Lloyd, where he held long conferences
with the old financier or his daughter,
who had the details of the tunnel at
her finger ends.
Thus Mrs. Allan, a lonely and neg
lected woman, was thrown constantly
with Rives, an impressionable and
high strung man, who already held
for her at least a deep admiration.
"Mao Is in New York—l got a wire
from him late this afternoon," re
marked Rives one evening as they
were taking a horseback ride along
one of the wide level roads that led
northward from Tunnel City.
'Yes. he called me up," said the
woman, with a faintly weary note In
her voice. "He said that he would be
busy about the real estate deal for
the next day or so and would have to
go to France within a few days. He
called up from the Lloyds." she added
without conscious meaning.
Rives was silent for a few moments
es the horses pounded along the
gravel road, side by side.
"Did he say anything about run
ning down here or— f he stopped off
short. He had tried to make the
tone nonchalant, but she understood
and bit her lip.
"I know what you are thinking
about. Jack." she said soberly, and
her -mire trembled slightly. "And I
wish you wouldn't—pity me."
Rives swore at himself in an under
tone and tried to stammer out some
thing light and reassuring.
"You're too old a friend," she cut
in. quietly. "It would be just like
you to go and talk to Mac, and that
would be worse than anything els*.
He Is doing the best he can and I
know I ought to be happy."
"Aren't you?" asked Rives.
"No, I'm not, and you know It per
fectly well, my friend. I am as
prottd of Mac as a woman could bo
of a man, but I want to be married
to a man. not to a—a —an institu
tion."
Rives looked at the lightly poised
body and the delicate brown head
and soft eyes that shone like amber
1n the moonlight And he laughed
uncertainly to check the something
that rushed to his lips.
"Oh, well," he said lightly and
kindly, "It won't be so bad In a little
while. Mac Is trying to do eight
men's work and everything la Just
starting now, but when —"
"I know," she interrupted grimly.
"Everything his been Just starting
for months and months. I went over
ail this with him a few weeks ago
and he told me just what you are
trying to tell me: "I only know that
I have been under the same roof with
my husband for 24 consecutive hours
In six months."
"But, little girl, don't you ace "
"Oh, yes: I know I am unreason
able. I have cut out about a bale of
newspaper clippings about Mac and
pictures of me, and I ought to be as
vain and pleased aa—as —as a woman.
I am proud of him. I even admit that
H gratifies the woman In me to be
pointed out in the department stores
and at the theater as the wife of Mac
Allan; but that Isn't all that a normal
woman wants the man she loves to
give her."
Rives wisely held his tongue and
there was another little silence. At
last he asked:
"Did you ever—have you ever let
Mac know exactly how you feel about
—about this?"
The woman did not reply at once.
"I went down to his office about a
month ago," she said at last In a low
voice. "I couldn't help It, Jack. I
was so lonely and miserable. He sent
out word that he was very busy.
She paused, and Rives made no
commenL He was looking straight
over his horse's head up the moonlit
road, and his face was in the shade
of his broad rimmed haL She looked
WHAT HAS GONE BEFORE
The story opens with Rives, who Is In charge of the technical work,
lag* of the great tunnel from America to Germany, on one of the tunnel
train*, with Baermann, an engineer, In charge of main station Ma. 4.
They are traveling at the rate of 118 mlien na hour. Riven Is In lore
with Maade Allan, wife of MacKendrlek Allen, whose mind flrst con
ceived the great tunnel arheme. After going it bout 50 miles under the
Atlantic ocean Rives gets out of the train. Suddenly the tunnel seems
to burst. There is a frightful explosion. Men are flting to death and
Rives le bndly wounded. He hear* some one calling him name as he
staggers through the blinding smoke, realising that about 3,000 men
have probably perished. He and other survivors get to station Xo. 4.
Rives finds Baermann holding at bay n wild mob of frantic men who
want to climb on a work train. Somebody shoots Baermann and the
train slides out. The scene is then changed to tbe roof of the Hotel
Atlantic. The greatest financiers of the country are gnthered there et
a summons from C. H. Lloyd, "The Money Kins." John Rives nddresse*
tbrm and introduces Allan. He tells them that lie can build a tunnel
under the Atlantic from tbe New Jersey shore vln the Bermudas end
Azores to Knglanri. Tbe financiers discus* undertaking tbe project and
their decision Is clinched by a speech made by Helen Lloyd, daughter
of tbe "Money King." Allan selects Rives as his chief lieutenant and
work Is started on tbe tunnel, the approach to be a hole IS miles deep.
Now Go On With the Story

"Tou don't blame me. do you. Jack?"
She felt the muscles stiffen under
her hand.
"So," he replied, almost gruffly. "I
don't."
She sighed. "He told me he would
have more time In a few months, lt
would be different, and I said I didn't
want to wait any longer. I told him
I was going to take up nursing and
go to work In the hospital here—and
that's why I've done lt. If I couldn't
have my husband I had to have some
thing else to occupy my mind. I can't
bear to be useless, Jack."
'What did he say -when you told
him that?" asked Rives, Quietly.
"He laughed—and told me to go
ahead."
Again they rode on in silence for a
brief time.
"I suppose I am foolish," she said
at last. In a wistful tone; "but some
times I wish that Mac had never suc
ceeded In getting this tunnel plan
through. He doeen't belong to me
any more; he belongs to the world. I
have to live in the light of his halo—
and I'd rather live in the light of a
fireside."
Rives abruptly pulled up his horse
and turned.
"Let's go home," he said.
A MILLION DOLLARS A DAY
"I'm glad you could get up here, old
man. The storm is about to break.
Listen!"
Up to them from the street, where
hundreds of real estate brokers were
gathered, came a steady roar. Allan
and Rives listened and smiled.
"You certainly did some smooth
work In a publicity line," said the
latter.
"It wasn't smooth," disclaimed Al- I
lan, a little resentfully, "and I didn't
|do lt. It Just did Itself. You know
but maybe you haven't had time to
see their stunts—but the vltograph
people have been among my best little
advertisers, and they have paid for
the privilege. They have been show
ing pictures with miles and miles of
beautiful houses and department
stores and all the trimmings of a
great city along with their regular
films showing the progress of the
work—all labeled "The Tunnel City of
the Future' and 'Tunnel City Ten
Years From Today.' "
"But the posters were yours. How
did they work?"
"Great! I grabbed every billboard
**I know what you are thinking about, Jack."
I could And Idle In the United States
and plastered them with blrdseye
views of the coming l city, end all the
rest of the stuff. Of course, that
crowd down there has done every
thing- possible to scare the public oft
so they can get the land at the best
price possible and resell. They have
Just learned what the best price Is—
and listen to them."
The roar from the street swelled
louder and louder. In front of the
building where Allan had his city of-

See was a large placard announcing
the prices of real estate In the Tun
nel City—by the front foot on the
scores of streets that were laid out
<>n paper and by the acre tn the out
skirts. They were enough to stagger
the hardest real estate man in the
world, and the tumult attested the in
dignation of the professional traders.
"Have you heard from any of them
directly?" inquired Rives with a grin.
"Only a few." smiled his friend.
"They didn't seem pleased. Judging
from their remarks over the phone.
The consensus of opinion seemed to
be that I ought to be In the Insane
asylum, and If not I would certainly
wind up In the penitentiary."
Rives laughed and rose to go.
THE MAIN MOOVL
"Don't leave yet, old man," urged
Allan. "The works can get along
for another hour without you. Mutrie
will be here presently, and It would
be Just as well for you to be around."
"Yes? Who Is Mutrie?" Inquired
Rives.
"He's the main mogul of the Real
Estate exchange. He called up just
before you came In and said he'd be
down within an hour If I could see
him. I told him to toddle right along
and—Hello!" A voice issued out of
a square box at his elbow.
"Mr. Mutrie to see you. sir."
"Tell him to come In." said Allan,
pressing a button In the Bide of the
little box, which transformed lt Into
an active telephone.
Mr. Mutrie proved to be a white
haired man of about 46, with a thick,
close cropped white mustaohe and
light blue eyes. He seemed to regard

introduced Rivea as his "friend and
colleague, who is in actual charge at
Tunnel City."
"You have certainly torn up a lot
of ground, Mr. Rives," remarked the
real estate king, pleasantly. "I have
been down to look you over several
times recently."
"Yes, I think we ape making con
siderable headway," said Rives. "We
expect to begin the actual bofing
next week."
"Indeed!" murmured Mr. Mutrie,
and smiled slightly. Neither Rives
nor Allan understood the tone or the
smile at the moment, but lt Irritated
both. Allan stirred a little Impatient
ly and Mr. Mutrie turned to him.

A NUMBER of years ago the pic
tures of the Land That Never
Was were only of women and
girls, showing plainly that no men or
boy ever ventured within Its portals.
The women in this Land That Never
Waa were always tall and graceful,
and they walked in gardens that con
tained statuary and marble urns, and
were accompanied either by a very
tall dog with corduroy sides, or by a
stately peacock.
They never looked like the women
any one ever knew, but all the
women looked at the pictures admir
ingly, and tried to make their dresnes
look like those that trailed so grace
fully along the walks of the Land
That Never Was.
For the pictures of the Land That
Never Was appeared exclusively In
he fashion books, and every woman
'uhscrlbed, and looked, and read, and
opied, and sighed both for the tall
nd Blender shape, and the garden
v-ith Its peacock and marble fauns.
Men did not appear In these pic
uros some years ago. They bought
lothesr that wore, and some Inherited
he clothes of their fathers, and no
ue dreamed in those days that it
could ever be easier to sell a purple
ock to a man by picturing him
-.tending, with purple socks on his
>et. feeding swans In a pond, with a
>retty girl standing beside him.
"Times have indeed Improved for
the men," <sald Lysander John Apple
ton, taking the advent of men Into
the pictures of the Land That Never
Was as a suggestion for hla conduct
as well as for his dress. And he
iaughed merrily, as married men
.sometimes do when away from home.
The next day he bought a pair of
Always-Wear shoes, and that night,
to try their virtues, he took a girl for
a walk, lifting up each yellow shod
foot proudly and easily as he walked,
just as in the pictures of yellow shoe
styles In the Land That Never Was.
A few days later he bought a new
overcoat, and that night took a pretty
girl to the private dining room Of a
hotel.
"See." he said, "if It fits well
around the neck," and she put her
arms around his neck, just as In tbe
pictures, and reported that lt did.
He arrived home the next night
wearing a new tie. and though he
looked carefully through the style
hook, he found no picture of a man
wearing a new tie before the admir
<ng gaie of & very fat and wobbly

elt out of fashion. But the feeling
•as only momentary, for he heard the
voice of a pretty girl In the parlor.
