A correspondent Informs us, on tho authority of a person who has bad the means of obtain ing correct Information, having been employed until within a few days in tho rebel Navy De partment at Richmond, that on a day of last week a corps of engineers was sent down from tho rebel eapltal to examine tho condition of the stone blockade in tho James river, near Fort Darling, to ascertain whether there was room to get out tho rebel fleet.
