During the present, week, bsvlng spent a few days with a much esteemed friend who now holds a high position In the municipality of Baltimore,'!, availed myself of his official In troduction tn order to view and examine tho new Jail, of which I had heard a favorable ac count from, gentlemen whose acquaintance with prison architecture and the requisite appoint ments of such buildings entitle their opinions to great respect. I was the more anxious to pay a visit to tho pew Jail of Baltimore because, as an old citizen of Washington, well acquaint ed withr tb'e deficiencies and miseries' of onr county prison, and Us being presented as a nui sance for many years past by successive grand Juries, I wished to call the attention of Con gress to the subject and to, point out any Im provements which I might deem worthy of spe cial or veneral notice. But I must content mv- sclf for the present with a brief statement of what I saw yesterday through the kind atten tion of the obliging and ' Intelligent ward en, Mr. Thomas V. James, who accompanied me through the different departments of the prison. The Jail, tt appears, contalasSOOceUs. and each prisoner occupies one cell. All tho occupied and unoccupied cells which I entered and minutely examined were In excellent order, clean, wholesome, and free from any disagree able odor. And I mar truly ear that In no part of the building could I perceive any of tnose siCKening ana onensivc oaoni wuicn- are so generally found In old and badly constructed prisons, and which are probably unavoidable In such Jails as that of Washington city. I was conducted through what the warden cauca me "privilege witness rooms," wmcu are provided with irood beds and suitable furni ture. These rooms are occupied by persons Who cannot find ball for their appearance at court ajurUfuuctlncrlmlnal cases. To theso persons every privilege, and liberty aro grauted during weir stay in me prison. There Is a library for the use of the convicts. In which are found good religious books, ant! some wonts oi uisiory ana iravcis, ucsiaes sev eral volumes of Harper Magazine, aud other celebrated periodicals. The ventilation of tho prison Is excellent. The cells are all warm and comfortable at this time of the year. In summer they are very cool aid refreshing. The warden, whose management Is very cred itable and praiseworthy, Informed mo that thero are now confined In this Jfttl 280 persons, In which number there are 315 whlta and colored men, besides 45 white women aud 35 colored f Am ales. The warden also Informed me that the Jail physclan, Dr. J. F. Powel, has very few prison ers to attend at this time. I learn from the worthy and efficient mayor of Baltimore,' that the total coat of this new Jail amounts to about 1 350,000., It Is exclusively a city prison. T, Naval. Assistant Paymaster 8.
