Dr. James B Morgan was chosen president, and Mr Joieph L Pearson secretary Dr. Morgan said he presumed the gentlemen understood the object of the muting The con dition of Maryland arcane we well known to all A railroad which wonld be a disgrace to any village extended along Maryland avenue, from one end to the other That road could Dot be tolerated In any civilised community) and yet oor Board of Common Council had passed a bill extending their privileges for a period of twenty years It was impossible for a person with a vehicle to cross the avenue, unless he went to one of the cross streets lie was satisfied the bill wan passed by the Board without reading It carefully; for noone who bad the Interest of the city at heart coold have voted for such an act Dr. Allen moved that a committee of five be appointed todrart resolutions expressive of the sense of the meeting; adopted) and the Chair ap- Jolnted s inch committee, Dr Charles F Allen, ohu K Elvans, Jonas U Ellis, John Knight, Dr K C Groggtn, Wm.J Martigh.andJ.il Bird Mhsm Elvans and Ellis were excused, and Mr Robert Graham waa appointed In place of jur bins The committee having retired, afterwards re Inroad and ranortad tha fullowlnir! Whereas the.Board of Common Council did, al a trwclftl meetlnir held for that Dnrnoee on Wednes day evening, pass an act granting the right of way with steam power through our streets on the ran nay now iaia inera j lieAulved, That as eUlsens of Washington we solemnly protest against the aforesaid act which consents to the running of steam engines through the centre of the city at all hoars of the day and night, as being dangerous to the lives and limbs of our cltltens, and being greatly Injurious to the property on or near said roate. Reaolveit, That the present railroad track was laid down by the Government In the hurry of military operations , temporary expedient, without reference to the convenience or Interests of the city, and was submitted to by us as a mil itary necessity to end with the war, and that the war being at an end, the road should be restored to Its proper condition The track now laid being above tho grade of the street, with excavations tendering It Impossible for vehicles to pass from one side of the street to the other, and which Is to remain, according to the provision of the first hoctlon ot said act, is an unmitigated nuisance, which would not be tolerated by any respectable village In our country. The bill had been adroitly drawnand framed, and be had no doubt that many members voted for the till without having read It over carefully The engines were running all day and all utgU rumbling, screaming and whlntllng One conld Imagine how exceedingly annoying It Man Tho bill also contemplates that the road shall be run out Blxth street to the northern part of the city, so It may be near the new depot of the Baltimore and Ohio Railroad Company The rrtud did not benefit the city No city was ever 1 eneflted by a railroad rnnnlng through It Tha Couoclls tell us we will get the sixty thousand dollar due the corporation of Washington by this railroad company He thought if the Corporation had endorsed those bonds the road was good for It and the money could be made He understood the road was oue of the best paying roads In the country If they are allowed these privileges, soon they will bring a train or cars from lSevr Orleans and carrv it througb to Mew ork, and this city will not be benefited anr br the road The locomo tlves would cau'O Innumerable accidents, as they bad aires ly done He thought these con il J e ra tions wfre sufficient to oppose the passage of the bill Ho would not say It was the excursion ticket to Richmond given to the members of the Council which tnducod them to vote for the bill, hut certainly something unknown to the cltltens unut hate Induced them to pass It Alderman Thomas E Lloyd did not think It v. proper for him to say anything on the sub ject When it came before the Board of Alder nin he would act with a view to the Interest and welfare of the citizens of his ward A number f serious questions were connected with this It was a question la bis mind If we, aa a corpo ration, had a right to pass such a law. Adopted, and the resolutions were passed as amended, Alderman Lloyd said he had been Informed by Mr. Moore, President of the lower Board, thathe drew the bill as passed by the Board after con sultation with Mr Davldge, the attorney for the Corporation In the suits against the said railroad company. Dr. Morgan said he had do Ideathat the Coun cils were unfaithful. He thought the Seventh ward was well represented Dr M said a few days ago a minister called opon a gentleman on Maryland avenue While he was la the house the locomotive passed; the horse became fright ened, ran off, and broke the boggy to pieces et some of onr newspapers had said It was well for the railroad to pass through the city, Mr Elvans moved that a committee consisting of the two Aldermen and three Cooncllmen be appointed to wait upon the Commissioner of Public Buildings to get Maryland avenue paved Mr Lloyd said a resolution should be Intro duced asking Congress to pave Maryland ave nue. He thought his friend might modify his resolution so as to authorlte the appointing of a committee of ten cltltens to wait upou the Commissioner.
