To OTerp cltlion of tblat cimntry who li needlessly paying fictitious prices for tbe necofiitlei of life, u well as .very one whole patriotism deiired that tbo promise to pnp recorded on the face of onr currency, sboald no longer represent a "national falsehood," the defeat of tbe Loan Hill In the lower House, a fow djs since, was cause of lin oero regret. Wo saw with satisfaction that the recon sideration of tbe rote adrerso to the bill was carried at tbe succeeding legislative dajr. and the matter recommitted to the very in telligent Cotumlttee of Ware and ileum, which will practically report back the same bill. Tbe earliest possible return to a hard xnonej basis is tbo great controlling over shadowing want and necessity of tbo present time. That Is something which ooncerns every person in America. It is ot more im mediate consequence than constitutional amendments, reconstruction schemes. Trench expositions, or suffrage Utopias. The cloth ing we wear on our backs, the food we put Into our mouths, tho tool with which the me cbanio earns his dally stipend, tho Imple ment! with whloh the farmer tills tbe soil, the unnumbered articles for which we are called npon to pay In tho eiperlenco of very-day life, clamor for tbo "good time coming" when a greenback shall procuro as much as a gold dollar. For months wo have boen wailing to have Congress assist tbe financial Chief of the country in his humane and desirable purpose. The loan bill proposed to make Mr. JIc. Cl'LLOCH absolute master of tbo inanoi.il situation, by giving him authority to borrow money where be pleased, and retire either currrency or notes, interest-bearlng, at his option. The authority to go into L'uropesn markets for the purpose of funding has been stricken from the bill, and to this wo do not object. We prefer to bare European capital come after our scourities rather than for us to go in search of their money. From what w learn of tbo temper of the House, it will restrict the Secretary of tbo Treasury in the matter of withdrawal, com. Veiling him to call in tbe Interest-bearing notes before contracting the currency. Ab tho Secretary would in all likelihood do this, oven If he had discretionary power, it will not In reality affect his policy, although we should have preferred him to command tbe entire position Tee final action of Congress will bo mainly with the Secretary In his Intention to make our currency worth a hundred cents on tbe dollar, and that Is what the people desire. The reasons urged in the discussion of this bill, In opposition to resumption of the specie sianuaru, are worm a moment's notice It was argued by many that ruin and bank, rnptcy would ensue from such a course. This oomes principally from 'he holders of goods bought at inflated prices, which thoy must sell at high rates or lose, and from tbe banks holding tho paper of the speculators, and merchant who hate Invested inincrchandlso with gold above 30 per cent., and must suffer severely as gold goes down. That it would temporarily affect such persons anl In stitutions cannot bo denied, but It is an event that must come sooner or later, and wa think tho sooner tbe better. And from another "discontented paper," In the same number of Th Right iVay'vre clip this: "Another danger threatens How easy It Is for Mr. Johnson, through bis wily Secre tary of State, to glre secret aid and comfort to the Fenians, exacting from their leaders a pledge that they will help htm in hU efforts to restore the Union. What more would the Fenians desire than to bavo Mr. Seward so disregard neutrality obligations, that Eng land, in honor bound, would feel obliged to declare war against tbe United State7 And Mr. Seward more than any other official knows that a foreign war would place the North at tbe mercy cf the South. Has Mr. Seward the will to do tbls? lie wilt need watching more now than ever. "Months may olnpse before the storm bursts; but If It does, tbo North will be not merely between two fires, but surrounded by tiros, a Confederate army tn the South, a Fenian army of 50,000 to 100,000 on the North, with an English war confronting it, and the secret enmity of the French usurper seeking to destroy our nationality." Is that kind of lunacy calculated to "re construct" tbe South, and will Gen. How ard cbnttnue to distribute such diatribes ngalnst not only the President, but the Cab inet, through tbe agency of his Bureau? Will notGen Grant's censorship of journals that attempt to inflame discord between the North and South apply to such a caio ? We think, on a careful perusal of " The Right iry," Gen. Howard will oonoludo that it is his duty to either withdraw his agency Id disseminating it through the South, or resign his com mlmon. Freed m eufa Affair lit North Carollim Tho Assistant Commissioner of freedmen's affairs for the State of North Carolina re ports to Major General O. O. Howard, date of Ilalelgh, March 16, that a very slow Im provement In tbe affairs of the freedmen of that State Is manifest. But few cases of violent outrages are reported, but instances of petty annoyance and Interference with the Industry and enterprise of freedmen, who are trying to do well, aro numerous; their horses nnd mules are stolen; their fences torn down; their pigs killed, and their arms taken away. Tbe Assistant Commis sioner says that tho perpetrators of such mean acta can rarely be detected, and when dotocted, It Is not an easy matter to bring them to jUEtitm. The freedmen of tbe State are not yet free from apprehension that their liberty will proebut a dream. They seo so muoh Ill feeling exhibited towards them, nnd hear eo often that they aro on inferior race, and must always expect to be that, that tbey are afraid to trust tbe white people. The As slitant Commluioner thinks that oould the freedmen be sure of full protection every where, they would exert themselves more earnestly to acquire property and improve their condltlou; and notwithstanding all the dUcoumgements under which tbey labor, the Assistant Commlssionerstates tho re are many cnoering signs ot progress. His lia bilities and, risks were the same that pertain to overy one who loves his country and Is loyal to her.
