facts, derived from aworn statements, ai fal.

On the 20th day of April ultimo several
interviews and consultations were held by
and between interested persons and others,
tho object or which was to arrango for the
transfer or funds to tbe Merchants' National
Bank, and by the bank to Bayne A Co., for
the avowed purpose of saving Bayne A Co.
from suspension, and thus saving the bank.
It is said to have been fully explained ' and
well understood by the persons present at
these interviews that unless Bayne & Co.
could receive from $150,000 to S250,000 with,
out delay they must fall, and that their fail
ure wjnfd Involve the failure of the bank.
Tho persons known to have been present
at one or moro of these interviews and con
sultations, and cognizant of tho condition cf
the bank, were Mr. I tttiyck and Mr C. A.
Sherman, president and cashier of said bank;
Mr. 0. W. Bolder. Jr., Mr. Oscar King,
directors; Mr. L. P. Bayne, of Bayne & Co.,
Baltimore; Mr. Huntingdon, cashier ot the
First National Bank; Mr. Frisscl, assistant
cashier of tho National Bank of tbe Metrop
olis, and Lieutenant Colonel E. E. Paulding,
paymaster U. H. A. Aflcr stating these
facta, to show how fartbo frno condition of
the bank-was shown on the 20tli day of Apr,!,
it remains for me to clvc a list of ihe de real
tors of tho Government and disbursing offi
cers' and agents' funds from that date until
the final suspension of the bank, on Thurs
