Circular No 23, current series, from these Head
quarters, are hereby announced for tbo Infor

laborers will be appointed under tho Orders
heretofore Issued from these headquarters, la

make complaint that his wages or share of the
crop Is wrongfully withheld from him,
2d At the instance of the landlordor merchant
complaining under .oath that the planter hs
fraudulently assigned to the laborer aa undue

In the first of these cases, any Justice of tho
Peace ha Ing Jurisdiction la tho place, or Agent

I arbitrator, and the merchant, landlord and
planter, or as many of them ai are parties to
the controversy bering notified aad permitted to

others may choose aa arbitrator, aad should all
the defend ante refuse, the officer ordering the
Board shall appoint for them.
When the laborers fail to agree la tha choice
of aa arbitrator, the nearest bureau agent or post
commander may select a suitable represeatatl a

The board thus constituted wltl afford all par
ties a fair hearing, and la the Investigation will
be guided by the following directions i

crop, such share wilt be set aside and awarded

If the laborer works for wages, aad the contract
specifies that his food, medicine, and clothing
are to bo furnished by the employer, then his
wsges ara not subject to any lien ordedaetioD
except as Is stipulated la the coat-act. Where
he has furnished his own supplies, the laws for
the collection of debts due by him for such sup
plies will not be interfered with. So far as the
exemption laws of this State may be applicable
In the consideration of cases under this order,
they will be regarded as equally applicable to
white and black persons. . t
The Uoasjl will have cognizance only of the
claims of the laborer, and the Hen of the supply
man upon the share of the laborer, and will
award tne laborers allowance accorumgiy, in
this decision Its action will be final but li will
not assume any jurisdiction over the conflicting
elalma of merchant, landlord or planter, against
the remainder of the crop, as these parties are to
be left to their ordinary remedlea at law.
The Board wiU report the action to tho officer
who ordered the arbitration, and a record will
be kept of Its proceedings, showing upon whose
complaint the Board was Ordered and how ap
pointed The officer ordering the Board will furnish the
sheriff with a certified copy of tho award, who
will put the laborer In possession ol the share
awarded him lo accordance with the foregoing
directions, and the remainder of the crop will be
subject to due process of law. Provided, how
ever, If It should bo made to appear to the ah e riff
that the award waa not In accordance with this
order be will suapend the execution or the
award, and report the facts to these headquar
