It must be confessed (hat enterprise In the
gathering and publication of the latest news by
thejournateof the country Is to be commended.
But It not unfrequently happens, especially In
times like these, that what Is given to the public
as news Is no news at all and often the publica
tion of unfounded rumors hare no other effect
than to keep alive undue excitement In the com
munltr. which tends only to mischievous ends.
It has been declared about the hotels and pub-
He place of resort In the city that eight Senators
belonging to the dominant party will vote AgAlnst
Impeachment, and this statement has been tele
graphed to the Northern papers, and will doubt
leas, for a time, mislead many people. Now, we
do not say that this Is not so; but we do say that
whether there be eight Senators or eighteen Sena
tors who wlucast their Totes against the articles
of Impeachment After the testimony and argu
ments for and Against Impeachment shall hare
been fully presented before the high court of the
nation nobody knows, and we emphatically af
firm nobody can know anything about how n
single member of that body will rote. To be
sure, we can guess, we can conjecture, we can
speculate. We can talk of this and that Sena
tor's political antecedents, and Infer what we
please from such premises, but has any Senator
made public what his vote will be on this grave
question t We think not.
When the Senate of the United States shall
hare, In conformity with the Constitution, re
solved Itself Into the high tribunal, with the
Chief Justice presiding, which the Constitution
recogoltesl t to be, when called upon to sit lnjudg
ment upon the conduct of the Chief Magistrate of
this great nation, It then ceases to be a legislative
body It Is no longer a forum for politic a1 dis
cussion, but a gravctdlgnttled, and solemn court,
whose duty It Is to weigh testimony, to consider
constitutional, and legal arguments, and to
give Its decisions, not like a town meeting, or a
political caucus. The Court will have before It
the ten articles of the llouse, or grand Jury 1m
peachlnr Andrew Johnson, President of the
United States, nod after a patient hearing and In
vestigation of all the testimony, And All the Argu
ments bearing upon the question before them,
from both side, the final duty of the Court will
be to decide whether these articles are sustained,
and If sustained, whether the said Andrew John
son la guilty of the commission of high crimes
and misdemeanors within the meaning of the
law and the Constitution.
Far be It from us at this time to predict what
will le the verdict of this lUgh Court. Neither
do we Intend to give an opinion as to what ought
to be the decision of the court. We bold that
this question of impeachment Is now taken from
the arena of party politics, and It should not
therefore be determined In the Interests nor In
accordance with the wishes of mere partisans on
either aide.

national capital to suffer these things, while vast
sums of money are squandered uponobjects, ami
for purposes that are comparatively of trilling
account.
The Rule of Impeachment.
The discussion on adopting the rules forth
government of the Impeachment trial will be re
newed to-day in the Senate. Mr. Howard will
ask that the henate continue In session until all
the rules are Anally disposed of
The Conservative members of the Senate, It Is
understood, will make a determined opposition
to the 20th and 21st rules, which are asfoilowst
XX. All preliminary or Interlocutory ques
tions and all motions hall be argued by one per
son only on each side, and for not exceeding one
hour oneach s'lde, unless the court shall, by or
der, extend the time

Saturday. Twelve of these rules, after consld

Arrest of a Murderer.
WoncLiTER, Mass, March 1 Oh as T. James,
one of the murderers of Jos Clarke, of this city,
on Friday evening, was captured at Providence
and Drought here yesterday. A watch and dia
mond pin, the property of Clarke, was found In
his possession. He says this affair was planned
by his accomplice, the notorious James, before
coming to this city. The plan was to murder and
rob Clarke and then to destroy all evidence by
burning the building.
It was well known that Clarke usually carried
large amount of money with him, and wore
valuable diamonds. Clarke had a previous ac
quaintance with James, and paid his bills during
the few days they were waiting here to murder
him. Friday evening was the first time he found
Clarke alone. The deed was done with a small
broad ax James attracted Clarke's attention
while Charles slipped behind And struck the
mortal blow. Clarke's mistress entered the room
soon after the murderers left, and gave the
alarm
Fire at Fortress Monroe.
Fobtaxs Monroe, March 1 A fire here this
morning destroyed two large frame buildings on
the wharf. It originated In the office of the
Baltimore Steam Packet Company. Mr. R.
Swan, the agent, was badly burned. The saloon
In the same building was entirely destroyed.
The Jeweller saved part of his stock. The loss
la estimated atlft,000, with A8.000 Insurance In
the London Olobe, and $2,000 In Washington
Company, Baltimore.
TheDepartmentemployeesaadfoureompaulea
of the garrison hurried out with the engine and
prevented the spread of the flames and great
loss or public property. The buildings were
consumed in less than one hour. No public prop
erty was dest royetl
The Cnarleston Convention.
Chakliitok, March 1. The convention yes
terday was occupied in discussing the Judicial
portion of the constitution. Ten or twelve sec
tions were adopted. Judges are to be elected by
the Legislature, and the attorney general by the
people.
