On Friday last, Ssnator Itamlln called up
tbe bill to eneonraee ana promote tbe Inter'

cltliene propose ihall be bald In this city
next year. Tbe tenor of tbe debate Is
doubtless familiar to oar readers, and we
bate In It an additional erldenco of what
tome people think of onr energy and enter

Terbape It ! a mil fort a oe that a portion
of the cltlseni of tbe United States should

rltorlal limit, orer which Conrress should
bare eapreme control, was an argument In
faror of accapUog tbe original ten miles

bia, as the permanent seat of gorernment.
It has been said that tbe rery object to be
attained was an exemption from tbe tur
moil and troubles which a commercial city
would Inflict upon tbe goardlans of tbe na
tional honor. No one wishes to deny that
for orer half a ceatary Washington city did
not latrode its schemes upon the national
legislature. It bad none to offer, saro those
which were tastly more Important to tbe
comfort of the transient rasldent than for
those whose permanent abiding place bad
been fixed, by lot or choice, within our terri
torial limits.
It Is a fact that trarelers Judge cities by

will cut athwart a multitude of ancient
nretuaices. wnicn nave frown bitter with
age and agitation, aud which have found
exponents In the Navv Department and In
both Houses of Congress In times past. But
It Is difficult to see bow tho reform Infringes
any absolute rights, or will t$nd In any way
to the lolurroithe service. On the con

contention once removed, a new era will at
ooca begin, an era of healthy subordination,
discipline, harmony and gradually growing
good-will, to the lasting benefit of the whole
navy, ue earnestly nope tnaiine bin w
pass Congress, and that It will finally dl
pose of a most relations question.
Tbe question Is also attracting attention
on tbe other side of the Atlantic, and In this
connection we clip the following from tbe
London Army anil Xavy Oaitttt:
The United Bmtes are tho last ctttVawtr
to reconstruct their nary as respects the
branches or departments. Until the civil
war commodores commanded their squad
rons, but since that event tbe Government
nas aeemea tne timo-nonorea tme or ad
miral. In Its three grades, as more befitting
their naral service. Thtu tbe American and
the European navies are now commanded by
officers holding similar rank and titles. Tbe
next step In harmonising tbe navies of the
world consists In the equalization of all
Drenches or classes of officers In tha United
States nary, with separate charge In each
branch, as Is going forward la European
navies. 60 far as rczards rank and Drift.
leges, all classes are equal, save In the high
est degrees, and In matters of charge of de
partments rapid advance Is proceeding to
wards tne completion 01 ims aesiaeratum,
Whuu we eee equalization, accompanied by
responsible charge,fully estabUsbed,we shaft
consider tbo naval service perfect In Us or
ganlcatlon. The subject of discipline has In
nowise suffered by the changes that hare
occurred In European navies, and we cannot
see that there could be diminution of power
on tbe part of the commanding officer un
der anj circumstances. Command it tntirily
itparaurom rank ana tnargt ofa4partmtnt$t
thL this truth was lonu la belner recoenlxod.
We shall expect to see the early settlement
of this matter In the United States, for onr
trans-Atlantic brethern are proverbial for
tbelr energy when once tbey set about effect
ing a cnanse. At me present ume wo "une"
and "staff1' officers (equivalent to our com
batant and non-combatant classes) are ar
guing lbs question of tbe equalization of
mo Tariouk orancnes ino comoataai, tne
and tbe commissariat. We feel confident of
the result, aud we anticipate Increase ofeffi
clency In the United States nary by the
adoption of the European system.
We closo this matter to-dsy by quoting tbe
following petition adopted by Oliver Wen
dell Holmes, Henry J. Blirelow. Charles K
Buckingham, Edward II. Clarke, and other
gontlemen composing tbe Medical Faculty
of Harvard University, and which has been
forwarded to Hon. Charles Bumncr, in be

commands such widespread and diversified
attention cannot be other than a worthy
