U a clear, compact logical resume of the

ity of the constitution of Georgia, and
the validity of Iho lawt, based upon
those common and well recognized prin

VTe are glad to see the Senator stand
on his own ground, and to argue this
question from bis own stand-point, with
out attempung to follow In tho grooves

there is no necessity for this with tho
Senator, lie Is fully competent to com
prehend all subjects which come before
this high forum of American thought-
no matter, whether in politics or mor
alsreaching the highest domain of
statesmanship. The speech nndcr con

efforts of this kind shows this, and but

The UIfrerei.ee) ntwen an Indian
and a TV bile ttan.
There are members of Congress who
hare voted away 184,000,000 acres of
the nation a land as a bonus to wnite
men to build railroads, and in order that
they might raise tho necessary money
to do It have endorsed bonds to the ex
tent of about 3100,000,000. We do not
here question the policy or justice of
this. We merely wish to show tho con
trast between the whito man and the
Indian as exhibited by tho action of the
Government.
The Cheroltees, a highly civilized na
tion, desire to build a railroad through
tbelr country. They do not ask for an
appropriation of lands or a subsidy of
money to help tbem. ibey know it is
useless. To get money they agree to
sell to the United Slates nearly three-
fourths of their territory that they may
develop and improve the remainder
and make ft worthier their advanced
condition. The Government needs the
land to settle other Indians on. It agrees
to buy it and pay for it, and contracts
by treaty not to settle any Indians onit
until it is paid for. As usual in Its con
tracts with Indians, the Government dis
regards Its pledges. It puts Indians on
the land without paying for it, not only
friendly Indiana as bound by treaty, tut
unfriendly tribes.
The President Is authorized by treaty
to fix the price to be paid for the pur
chased territory, and Axes it at 63,300,.
OOO.the pitiful amount of seventeen cents
per acre not one tenth its value Yet
the attempt Is making to cheat the
Cherokees out of this. A bill is intro
duced to pay them 83,000,000 instead of
the price agreed upon, and this under
such restrictions as to prevent it being
of any service in building railroads or
developing their country. An ex-cecre
tary of the Interior Is the author and
sponsor of this bill, and is urging it
tiirouorh the Senate.
"White u en want to build railroads
through the Indian territory. That is
reason enough for some people to pre
vent the Indians from doing it. Must
the people of the nation be taxed still
further to nay white men to build roads
when the civilized Indians are anxious
to build them at their own expense,
without asking for an aero of land or a
cent of subsidy.
