Mr. Morr of Maine, thought It was rather
remarkable that such a motion as this was
made, when nut ft single appropriation bill
had been dUposcd of, and tfw Indian appro

were days and days of discussion In these two
bin, and tho Senate knew It.
The motion of Mr Chandler was not agreed
to, and the Indian appropriation b'" was then
proceeded with.
Mr. romcroT offered, as an amendment, the
bill providing for tho salo of the Great and
Little Osage reservation In the Slate and tlie
removal of the Indians to tho Indian Terri
tory, Mr. Morrill, of Mo., opposed tho amend
ment as operating most unjitstly and unfairly
against tlie Indlaus, and as expelling them
from their homes.
Mr. romcroy said these lands were now
held In trust by tho Untied States, and the In
dians were not living upon them. Purchasers
could not be found for tho lands at the prices
now asked, and the purpose now was to put
them In the market at such prices as would
Induce purchasers.
The discussion on this amendment con
tinued at considerable length
Mr. Morrill, of Maine, offered an amend

Mr. Dawes, of Mas, supported tho MIL
urging tho necessity 01 somo legislation to
change tho existing motto of procedure.
Money had Iwcn paid to contestants lavishly,
for time spent aud expenses Incurred, and he
cited a number of coses to show that more
money had been paid than strict economy and
Justice would warrant. Cases had Increased,
so that an cfllclcnl committee on contested
elections hod been obliged to dhldfj Itself tnto

tinct courts sitting upon contested cUotion
cases.
The bUl under consideration, said to con
testants that whora they had reasonable
grounds for contesting Congress would pay
their necessary expenses, but U could not af

to remedy too evils W the existing practice,
which were apparent to Loth sides of the
