The people, protection of the people, economy, reduction of taxes, reform and all such phrases flow as glibly from the smooth and oily tongue of a Democrat as Falernian wine into the stomach of a toper. They wish to gain favor with the people, to convince their dear friends that they are ia earnest, and to this end they flew with amazing alacrity, albeit against the wishes and interests of the people, to a silly oppo sition to the Centcnnlaljbill. Now, if that opened a little leak at the spiggot of the Treasury, we propose to show them where there is a mighty flow at tho bang-hole, and then to ask them what they propose to ilo about it. .When they see a magnificent chance to win their immortality by really protecting the pockets of the people they will surelj embrace it. What will Congress do to obviate this loss" The whole matter rests with the representatives or the people, who, when they constructed the statutes under which the roads wero built, expressly reserved the right to alter and amend them as the interests or the people might demand. The railroads referred to now absorb ?D,800,O(5u per annum of the people's money to sup port them, and this enormous sum is given to a concern that is dividing ?40,00 a day, or $14,000,000 per annum, among its bond and stockholders. Now, it is stated in section 22 of the act of July, 18G4, in aid of the construction of a railroad and tele graph, line from the Missouri river to the Pacific ocean, "that Congress may at any time alter, amend, or repeal this act," and in the original act of July 1, 1S32, section 18, tho authority to alter, emend, or repeal u distinctly reserved. In the report of the Government directors Messrs James F. Wilson, John C. S. Harrison, J. B. Brewer, J. II. Mil lard and John A. JAY GOULD'S SENSE OF H0S0B. Tlic New York Tribune has evidently forgotten the history of the cases of Jay Gould and Jim Fisk as managers of "Enc" in the courts of Xew York and New Jersey. Speaking of Jlr. David Dudley Tield s connection with the ring six million suit as counsel for Tweed it says "There never was a criminal so vile that he could not find a lawyer to defend him, and under certain restrictions it is entirely proper for counsel to undertake the defense of men whom they know to be rascals. But until now we ne cr knew of a prominent member of the profession, with a character to lose, who would condescend to take money from an acknowledged thief m pa ment for services in preventine the recovery of stolen goods. Stated in plain English. Mr. Field's transac tion with Tweed amounts to tbe following: 'You have stolen fix millions,' sajs the counsel, 'everybody knows that; it isn't worth while to deny it. Well, cite me, 6ay one million and I will surrender all the rest of my business and dcotc myself, by the tricks of the law, to keepin; for you the remainder ' Tweed agrees, tserves out a term in the penitentiaiy , gets into an easier jail, runs away, and 'caves Mr. Field to carry out his agreement. This is an essentially im moral and disgraceful action, .ludire Wcst lirool calmed Mr. Field's agitation the other day by assuring him that the Court found nothing unprofessional in his conduct, and he was quite right, for the Court can only take notice of what comes ollicially before it, and Mr. Field's behavior in court was naturally regular and decent. But society looks fur ther and judges otherwise, and no sophistry can convince respectable men that it is pro fessional to aid a thier in concealing his plunder." Just how much he paid his lawyers for assisting him in arriving at this accommodation has mever been satisfactorily Stated, but if Tweed, really gave Picll a Billion there canTailitilc doubt that Gould jiaid his counsel at least three times that pum. Indeed, it is fair to presume that the charge made here by Gould's organ against Keld is based upon Gould's knowledge gained from experience as to the cost and 'Sine of such professional services. The Causing part of this business, however, is cSSYlrtnons indignation indulged in by the tSfoivne over tho immorality and disgrace 3fWerl in Uie-iransaction, coupled with "-'5rofotind Ignorance of all precedent in Cli matters. Wc hare no word to say in palliation of the conduct or crimes of Messrs. Gould and Tweed, nor any opinion to ex press regarding the professional conduct of Mr. Field until we have better authority than Jav Gould's organ for tho charge against the latter. Our object is simply to call attention to the Tact that Jay Gould, the plunderer of one corporation, after having profited by the efforts of ablo coun sel, is utterly devoid of sympathy or charity for his brother plunderer, Tweed, and his brilliant legal adviser. His pathetic reard for Mr. Field's reputation with "society" and with "respectable men" is announced with as much apparent confidence as though he was acquainted by experience with the vision of the former and by intimate asso ciation and breeding with the convictions and judgment of the latter. CEHIBAL PACIFIC MONOPOLY. We are glad to observe from the proceed ings of the Senate on the 9th instant that Mr. Sargent, one of tho ablest and most conscientious men who have ever repre sented California in the United States Sen ate, takes the same view of tho trans con tinental railroad question as to the necessity of competition as those advocated in these columns. The hill for the extension or tho tim for the Northern Facific railroad being under discussion, Mr. Sargent said: "I am dis ' posed to look with some favor upon legis " lation that will give us a competing line " to the Pacific, realiztng as I do, and as " do the citizens of try State, the burdens ' that are imposed upon us by a monop "oly." The Senator, of course, alludes to the exactions of the Union and Central Pacific companies, the latter of which par ticularly makes the'most unjust discrimi nations again Bt certain localities. In fact, the entire trans continental traffic is now subject to the most onerous exactions, from which there is no possible escape.except in the construction of an independent com peting line. To suppose that this very mnnnnn, ,.,...1. :n .rood faith to construct ' u Eimplv absurd. Even if a new road should be built.under the auspices of the men who now control the Central Pacific we cannot see how tho country would be benefited, as it is against all human probability that tho two lints would compete with each other. We are, there fore, clearly of the opinion that the best interests of the whole country demand early and favorable action on the Texas and Pacific bill, now before the committees of tho two Houses, and that its passage promises tho only satisfactory solution of this great question. Its postponement to another session would so strengthen tho in fluence of the monopoly, now so danger ously powerful, that relief through Con gressional legislation might prove practi cally impossible. There is a small mutual admiration so ciety down in South Carolina. Governor Chamberlain, Treasurer Cardoza and ono Thompson, the editor of a so-called "leading Republican newspaper," compose it They say All manner of pleasant things about each other, and just now are laughing in their sleeves at tho supposed success which has thus far attended their efforts to turn the honest yeomanry of the State over to the tender mercies of the Ku-idux Klan. This trio have not always been on such pleasant terms with each other, as the following extract from a letter written by Cardoza, on February 19, 1874, to a committee of the tax-payers' con vention, will show . Thompson, esq., of Beaufort, is a violent personal enemy of mine, who for the last two jcars has Induced la every conceivable form of personal abuse and misrepresentation of me, individually and officially, in his paper, the Beaufort Republi can, now the Port Koyal Commercial. ThI-, gentleman was a well-known broker and street ha ker in State paper during the administration of mj predecessor in oflicc, IIou Nilesli. Parker, with whom he was on intimate and confidential terms. This gentleman was also ver intimate with Sir. Gary, tho Bolters' candidate in opposition to mvself for the treasurership of the State, and lie did not hesitate to resort to ecrv base and mean cllort to secure the accomplishment of his end the election of his friend. It was er natural for liim to do so, for that friend, as "auditor of the State, had pit en him very larce contracts for printins tax duplicate, for which there was no appropriation, and which, therefore, 1 have declined to pay until the State docs make an appropriation therefor. My own self-respect would prevent me from communicating with such a person except in writing, in order that I may not be misrepre sented by one who has show n such a proclivity for so doinjr, and who, under the raise or patriotism, 1 believe to be seeking the ac complishment of personal ends. erv respectfully, 1 . Such was Treasurer Cardoza's opinion or the man whose word is nowlawaming the Chamberlainites, and who is leaving no stone unturned to produce a conflict be-; tween the races in South Carolina. We shall have more to say about this man and Irs antecedents in a few days. EDITORIAL GOSSIP. There will be one hundred Centennial build ings, covering about seventy-tivc acres of ground. It is now rumored that Wendell Phillips Is going to marry the Modoc heroine, Wi-me-na. Ah, women ah. Mark Twain is going to Europe, and a frlind reminds him of the urgent necessity of deport ing himself as it becomes an author and a gentleman ; otherwise he may get punched by a passenjarc. Upon receiving the news of Senator Chris tiancy's marriage In Michigan all the old spin sters in the State ope'd their mouths with one accord and pronounced the Michigander a " goose. ' The man who can't scratch up a relative in Philadelphia within the next few months will never be happy. Think of it. A cousin, uncle, or even a mother-in-law with a good, comfortable house and a spare room in the Quaker City, and the Centennial coming on apace. It's a delightful sensation is the thought of such a thing. In reply to an inquiry respecting a state ment made in these columns a few days since that Virginia was rivaling Mississippi in mob lsv demonstrations, we announce tha; the data was taken from an exchange which had laid the violence at tbe door of Virginia in stead of West Virginia, where the lynching and mob force violence actually occurred. Pendleton has returned. The gentleman George has ruthlessly tom himself away from the gorgeous banquets, the wildly-glaring torchlight procession, the thrilling 6trainsVf martial music, the flatteries and blanllsh ments and serenades of Georgia, and Is onco more ensconsced In the quietude which sur rounds his home fireside. Hendricks breathes freer. The New Haven Union says: "The New Haven Democrats owe It to themselves to send a solid delegation to the State convention pledged to oppose all attempts to foist a hard money platform on the party." There Is going to he a great deal of fiddling In the Bourbon camp on this subject, and the music will be paid for by that party in the coming campaign. According to Jeff. Davis, Jthe Southerner "will be magnanimous enough to live on equal and peaceful terms with the people if the 'orth, provided the latter behave them selves respectfully." It will come quite natu ral for the Northern people to accommodate the South In this respect, but there Is really no necessity for Jeff. Davis to dictate their course. If his insurance Is not worth any more than his assurance in this matter the policy ousht to sell for ten cents on tho dollar. Von Bulow recently said : "Another thing about American women which delijuts me Is the size and character of the ear. That Is one of tho first things I look at. A handsome ear Is a wonderful feature about a woman. When it is well rounded and finely chiseled It Is a magnet to any man of taste." There never was anything remarkably delicate about Von Bulow's appetite that we are aware of, but if ho could only catch a West End girl's ear, our word for it his hunger for that article would be appeased. Beautiful, indeed, they would wake an angel's envy up. The gallant exploit of the able Senator from Michigan, Mr. Christlancy, has sent a search ing thrill of hope and ambition through the femalo circles of the country. They now look upon a Treasury position as the chief end or woman, and fairly yearn for a place In the Bu reau of Engraving and Printing. But If they stop to reflect a moment the truth will flash upon their minds that most of the Senators who come to Washington are married men, who bring with them the most robust, beauti ful and accomplbhed wives in the country. We never like to blast hopes, but we cannot resist the temptation to put a damper on ia this case. Here is a simple problem In addition, which furnishes a remarkable result. An ex-Con federate at the Capitol has charge of raising and lowering the flag at the opening and closing of the daily sessions. His patriotism, however, forbids him doing the act himseir. Ho therefore hires a nogro, paying him for his service's ten cents per day. Now, as there will probably be one hundred and eighty days in the present session, his patriot'sm Is going to cost him just eighteen dollars. When he was appointed to the position he said "he liked the pay, but not the work, and that he would rather hoist the 6tars and bars than the stripes and stars." The result or the problem is this: The Democratic House has elevated this man to a position which is mani festly distasteful to him, and they will add materially to their meagre reputation by sub tracting him from it, or at least by reducing hie disloyalty, so that It will not appear quite so repulsive to those who believe In the flag of the nation. If they Insist on keening this man we shall Insist that tho eighteen dollars be made up to him, even though it becomes necessary to reduce the salaries of our army chaplains. While General Banks, in his Centennial speech, was saying, "Let the earth hide the past," the firm of West, Johnson & Co., of Richmond, were publishing the old ordinance of secession passed by the Virginia Convention In 16C0-C1. The Richmond .Eiijuirer has this to sav about It : "West, Johnson & Co., of this city, send us a copy of a valuable publi cation made under their supervision. It Is a ae-iimife of tho ordinance of secession passed by tho Virginia Convention of lSCO-Ol, with all tho signatures. This document, and Its publication In this form at a reasonable price, not only ensures Its preservation, but places a copy within the reach of everybody ." Just why It is necessary for the happiness of the Southern people that this document should be preserved is not clear. It ought to be to them as repulsive as the bloody knife is to the sight of a conscience-stricken murderer. Why do they want to preserve this infamous docu ment! Why do they seek to make a sacred memento of an enactment which has laid wasto the best interests or the State and filled Its broad fields with the bones of her best men! Do they desire to preserve it as a model after which to mold another in the fu ture ? or Is it simply a wish to perpetuate it as a household treasure a sort of heirloom for their children and children's children ! If the good people of Virginia really desire to let the earth hide the past they w ill cease this folly of hallowing tho official documents of treason. lTrrEii: that some evil genius has been overhauling the official reports of Treasurer Cardozo, of South Carolina, from which the annexed itemized statement 13 made, shon Ing that Democratic newspapers in that State hungered after the spoils as ravenously as the greediest Radical sheet in the land.
