A close analysis of all the Influences nt
work during tho lato meeting of tho Ito
publicau Nutiouiil Committee, nud a wrc
fnl study of tho practical developments
thereof, slioiv, ns wc have often said, that
tho GltANT movement bojins everything
before it, carrying all tlio political leaders
and so-called manipulators into the cur
rent and leveling them to a proper subjec
tion to the tido of public opinion. .Strictly
speaking, there wcio no GltANT managers
present nt that meeting. By this wo mean
there were no pronounced advocates of Ills
nomination, nor vicarious representatives
of his interests, such ns Mr. William E.
CiiANDM:nnnd the Hon. Willi am P. Frye
were for Seuator Blaine, or as Mr. Coorcn,
of Ohio, was supposed and nllegcd to be for
Secretary Sherman. Yet, whilo tho great
mnjoiity of the committco was pioveu to bo
in favor of Mr. Blaine's nomination, the
reorganization was signalized by the eleva
tion of pronounced Grant men in the per
sons of Messrs. Cameron nud Knooir to
tho important positions of chairman und
secretary. In fact, tho twenty-two votes
cast for Mr. Cameron wcro composed of
Grant men, Sherman men and Blaine
men, whilo tho nineteen votes cast for Gen
eral Averili. were composed of Blaine
men mainly, but more particul.uly of nnti
Suerman men, or thoso who wcro opposed
to Mr. Cameron because they believed that
after Grant and for his second choice he
may prefer Secretary Sherman. This lat
ter element, it should be explained, num
bered only a few 'Western delegates who
ore opposed to Mr. Sherman on the scoro
of his financial views. But tho Grant
boom prevailed, nnd thnt, too, without the
aid of especial interference or direct manipu
lation. DnMOCItATIO 1'I.ANI AND I'UIWOSi:-.
To the Republican leaden now engaged In
devising scheme) to steal tho elccloiul vote of
Nerr Yoik and other States next year: Ito
member that It Is a Dcmocratlo Congress that
counts this vote I'oit.
The Democrats shudder at the prospect
of having some of their own methods
turned against them. With a brazen ef
frontery that would havo shamed a foot
pad, they have just uohblcd up tho Slate of
Maine by a wanton violation of overy prin
ciple of right and justice. Through ballot
box stnOliug und false counting they havo
captured the South nnd made it solidly
Democratic through schemes, plaus and
methods that are nt war with the princi
ples and lans of civilization. Thus in
trenched in vrrong nnd crime, they send
forth n dismal howl wheu they dine-over
that the great Stato of New York can be as
easily captured by their opponents as Lou
isiana and Maine have been by themselves,
and that, too, without any infrac
tion of law and right. When this
abstract fact is revealed to them
as plainly as tho noonday sun in a cloudlets
sky, and they seo no possible escape from
tho consequences should the legislature
resort to a change of the process for electing
Presidential Hectors us tho Constitution
confers the power to do, then tho Democrats
rend tho air with tho cry, " Tho Uepuhllcau
" leaders aro now engaged in devising
" Bchcmcs to steal the electoral vote of New
"York." This is the antiquated ilodgo of
the thief who joins in tlio cry of "stop
"thief I" more lustily than the minister of
the Jaw who is in purbult of justice against
the offender. For the Democrats to rtsort
to this stale expedient now partakes of n
ibrazennera in crime that outshines the
'bronzo statues that a (lorn our public parks.
Then, the Democratic trumpeter udmou
Ishcs tho couutry to " Itomcmher that it isn
"Dcmocratlo Congress that counts this
'vote.'' Tills, 6f rouisc, refers to tho count--ing
of tho Electoral vote, but the Constitu
tion of the United States docs not so pro
tido. It says :
Tlio President of the Scnnte ahnll in the
pretence of tho Senate uml the IIouso of Hop
retontutivea open all tho certificate!, and the
votes shall then bo counted.
In this performance, under the Constitu
tion, Cougiess is to witness the net of open
lug and counting tho voto, hut it dots not
provide lu nny degree that " It is u Demo
"crntlo Congress that counts this vole."
"This vote " will be counted ns tlio Consti
tution provides and in no other way, Tho
tamo gnmo was attempted lu 167(1, and the
Electoral Commission was resorted to us mi
expedient to biidgo over it difllculty that nt
that time scorned imminent nud somewhat
formidable. That expedient iu nil piolu
billty will not be repeated. The Kleclnral
vote will bo opened and counted by tho
President of the Henato ns tho Constitution
provides, und nny iutcrl'eienco with tho ex
crclso of the powers relating thcielo
cither by Congress or other pm ties must be
held us revolutionary nnd will bo so re
garded and ticated by the Govcriimont,
This foreshadowing of what may culminate
in difllculty will cnablo the Kxccutivo to
iprovide -for nny emergency that may
arise under an attempt io overrido
tbo Constitution through tho methods
already adopted and practiced by tho
Dcmocratlo pnity iu nn attempt to
subjugato tho Nation to its own nefarious
purposes under tlio iniquitous methods of
recent introduction into American politics.
No one can, in view of this condition of
affairs, bo insensible to tho danger that im
pends over tho fuluio of tho country. Fore
warned is foicarrard. The Democrats have
declared their intentions eo positively nnd
nuthortatively that there can bo no doubt
ou that point. Thoy aim to Btcal tho Gov
ernment nnd convert it into a great Babel
whero thcro is no recognition of tho princi
ples of equality, right and Justice, and
where the Constitution and tho laws nro to
be as ruthlessly trodden under foot iu
Pennsylvania nnd Ohio as they are iu Maine
and Louisiana.
The changing currents of tho Democratic
winds, as tyniflciljiy tho Central Demo
cratic organ, rtre mora indications of its own
political flcklcucssAiid dishonesty. It will be
recollected thntjust boforc the lato Stnto elec
tion in Now York, when in its utter Iguoruuce
of political Fcntlmcnt it called attention to
the fact that under tho Constitution of tho
United States tho legislatures of tho sov
cral States hud full power to provido for tho
election of Presidential Electors ns in its
wisdom might seem best. It was then
basking In the sunshine of n confidence
based upon Its own stupidity nnd dishon
esty, that widely misled Us judgment. It
now discovers how illy it judged of futuro
events iu tho pivotal Stato of the Nation,
and finding a powerftil Republican legisla
ture whero it confidently anticipated a stiong
Democratic body, in its disappointment and
vexation it now alleges that tho IJcpubllcan
leaders aro engaged in devising schemes to
do just what it contemplated us tho nctiou
of its own party had it the power to steal
tho Electoral voto of New York nnd other
States. Whether tho Bepuhlicans of New
York shall decide todo just what tho Demo
crats aio doing wherover they have tho
power, nnd what they threatened to do If
they should carry tho legislature of that
State, wo will not predict ; but tho Pott
howls like n wounded canine now lest tho
liepubllcaua shall resort to tho adopted
methods of its party. Its conduct is aliko
disagreeable and pitiful.
What tlio Hepubllcaus may do under
emergency nud provocation wo will not pre
tend to anticipate, but we have full confi
dence that they will do now ns they did
during the rebellion whatevcrseems neces
sary to bave the Nation from Democratic
rule and desolation.
