CUisen. - ■ - — - A JW-IM» W OMAN KKHTORRD.— An interesting young woman, twen ty-two years of age, born stone blind—partly educated in tlie family of a clergyman f all this time by lin gur alphabet*--, as we see blinrl uicii tracing the letters in «me or two places in town—blind for twenty two years, was restored to perfect vision in four «lays by a surgical operation, and to partial vision in two minutes. This young woman in an instant, having been twenty two years and from lier birth stone blind of congenital cataract, began to see, as those «leaf mutes in Paris begin to hear for the first time. The effect in the young woman was most curious, and something of litis kind : »She saw everything, but Iber« was no idea whatever ot perspectiv». The Indian Cotton Traih:.— Anticipating the possible effect of the close of the American war upon the production of cotton in the East Indies, some of the English journals are figuring upon the results of the last four years, and making an analysis of the conditions essential to continued success. They state that the,re was imported by Great Britain in the last year more than S00,000,000 lbs. of five labor cotton, of which about. 500,000,000 was from India, and 300,000,000 from Egypt, Turkey and other countries. The increase of supply from the British possessions in the east i# truly remarkable, the receipts from the three Indian presidencies of Bombay, Madras ami Bengal having amounted to 500,000,000 in the year !8<>4, against only about 58,000,000 in the year 1845, and 200,000,000 lbs. in 1860. Progress has been stea«ly, therefore, before the war and sfnCé 1 , under every variety of condi ttdtt) ' though the great impetus im parted was within the last four years, bringing out labor anil capital in abniidan<;e, n«>t only lor the culture of the plant, but for the construction of railways for the purposes of trans portation. The English manufac turers are prompted to believe that while it is not probable the high j prices for cotton 'realized for some] time past will continue, prices will j still range higher than the average j preceding the year ISM), and that, j with the improved facilities now en- j joyed, cotton from the East can be | grown and brought to market at « ' handsome profit, in defiance of com petition. While this may be true, ■ the grand fact still remains and can- ! not be controverted, that the choice j grades of American cotton have no j rival in the world. President Lincoln once re- J marked that he read with great regu larity the letters of an old friend who lived on the Pacific coast until be received a letter of seventy pages of letter piper, when he broke down and never read another. The following important circular baa been issued by the Treasury Department T reasury D epartment, Offirrofth, C MTitY D epartment , j Comptroller of Currency, !• Washington, D. C. | The following suggestions are offered relative to the redemption of mutilated circulating notes of national banks, and their return to this office : First—The notes are to be redeemed by the banks by which they are respectively issued, and should not bo returned to this office in sums less than five hundred dol lars, or in even multiples of that amount. Second—Mutilated notes which have been torn or defaced will be received, when presented by the bank that issued them, provided all the fragments are returned and the engraving or signatures are not so far obliterated that it cannot be deter mined by what bank the notes were issued. Third—Fragments should be redeemed by banks in full when accompanied by an affidavit stating the case and manner of mutilation, and tbut the missing part of the noto is totally destroyed. The good character of the affiant should also be fully vouched for by the officcr before whom the affidavit is taken. These affidavits must be forwarded to this office, with tho fragments to which they relate, in order that the banks pre senting such parts of notes may obtain credit for the same. T.xceptianal oases may occur in which un iiffidavit can be obtained, and where no reasonable doubts can exist in regard to the entire destruction or irreparable dam age to missing portions of notes—-as by fire, acids, etc.—where evidence of identity is ample by the signature of one or both officers, or title or locality of the bank, and the dénomination of the note—where the integrity of the bill-holder is unexcep tionable, and where no question could arise in regard to a fraudulent or improper use of missing parts : in such instances judicious discrimination must necessarily be exercised by the officers of the bank*. It is, however, advised that such notes be received at their full face value, a per fect note given therefor, a record being preserved of the fact, to be sent to this of fice with the mutilated note when returned for redemption by the bank, in which cane full credit will be allowed in this depart ment. Fourth—When no satisfaction can be obtained in regard to the missing parts, and a possibility exists that any improper use can be made of the same, it is recom mended that a proportionate value only be allowed, estimating this by comparison of tho proportion returned to the missing parts. A record should be kept of the amount allowed iu all such instances, and a voucher of the game rendered to this of fice, when the mutilated note or notes shall be returned for redemption, F.
