At the close of the oration ia Al bany, 011 the Fourth, Major Geuer, al Sickles came forward in reply to repeated calls, aud delivered the following address : " The best soldier makes the best citizen, and the best citizen the best soldier. Our nation has shown, in the war now closed, that it has the will to maintain its liberties and nationality. Now the people have a high and solemn duty to discharge, that of contributing to the pacification and re-establish ment of the Union. We will not listen to the advice of nations that desire our dismemberment. We will not imitate England in her per secution of Ireland ; we will not follow Austria in her treatment of Hungary ; nor will we do as Rus sia has done with Poland. No; our people will prove, not only that, they can put down the rebellion, but 1 bat they can restore concord where tumult has existed, can restore peace in evey place where treason ■ has planted its flag. We will do this, how ? By justice in our Gov ernment, by generosity in our sen timents, and by charity in out hearts. These sentiments will give that wisdom to our councils which will conquer all the difficulties and embarrassments of the situation.— Our patriotic President has already invoked this spirit among the peo pie, and be has given to them, in Iiis wise ineas.ures of administra tion, an example of the means by which genuine amity can be estab lished. And, if anything be want ing, let us invoke the inspiration of the lamented Lincoln. Let us build a heaven-high monument to him, by currying out what we all know to be the promptings of his generous and noble heart, lie told us of his hope and aspiration for the future, in the concluding words of his last inaugural address: "Thetime.will come," he says "when the mystic chords of memory, stretching from ■evéry battle-field and patriot grave to every living heart and hearth Htoue, shall again swell the chorus of the TJninn, wh<»n touched, as as suredly they will be touched, by the better angels of our nature.' Those of us who were in the army who have inet our enemies in the field, can respect them, because we kiiow tbem to be brave. [Applause and cheers. "That's so," and cries of "good."J False to their Hag? Yes. Disloyal to their country? Yes.-— Betrayed into those dark crimes liy base politicians ? Yes. But brave and generous foes we bave ever found them. We have confronted them in the field. Then let us imi tate this bright example and accord merây to those who have been so lately our adversaries, following the example of the lamented Lin coln, and the example stili more recently of our General-in-Chief Grant—[applause]—-who, in his conquest of Virginia and in his de feat of Lee , added yet a brighter chaplet to his crown of honor, by proving himself to be a knight of the old days and of the best school in generosity, proffering to the con quered terms which could be promp tly met by a gentleman and Chris tian. If those who have served their country in the field can sin cerely look with these sentiments upon those with whom they have been so lately engaged in battle, then I tbiuk that the civilians throughout the land—especially the politicians, who have done so much to get us into this war—can do so. j applause.] If they will lay aside Homething of their radicalism, some thing of their extravagant preten sions, and after four years and a half of discord and a nation's conflict, permit the return of our erring brethern once more, upon terms ot concord and affectionate amity, rip more political differences need keep j us asuuder.
