It says tbe South is to be for some time to come what the West has been, and it is now the finest field in the world for amassing fortunes. The few years needful for restoring tbe buildings, railroads, and other im provements destroyed by tbe war, and for re-peopling the country, are no more than are required for clearing up new land. In place of stump-felling, there is rebuilding to be done ; instead of an entirely new soil is one that bas been only scratched on the surface by the hoe. J aojlson, M iss ., Aufj. 21.— The following constitutional amendment has just passed tho Convention by a vote of 86 to 11 : The institution of slavery having been destroyed in the State of Mississippi neither slavery nor involuntary servitude otherwise than as the punishment of crime, whereof the party shall have been duly convicted, shall hereafter exist in the State, and the Legislature, at its next ses sion, and thereafter as the public welfare may require, shall provide by law for the protection and security of tho person and property of the freedraen of the Stat«, and guard thera and the State against any evils which may arise from their sudden emancipation. LATER. J ackson , Aug. 21. —The Convention has passed an ordinance for a general election on the first Monday of October for mem bers of Congress, Legislature and State officers. Special election at the same time for county, district, judicial and minis terial officers. N egro E quaity in B oston The question of negro equality may be considered as settled in Boston. A few evenings siuce two negroes ap plied for admission to a place of amusement in that city, but the agent refused to sell them tickets. The next day the negroes sued the agent, and won their case on the strength of a law passed by the Massachusetts Legislature last winter, that no person was to be excluded from any place of amuse ment on account of color. Tbe court, however, remitted tha penal ty prescribed by the law upon the plea of the defendant that he was ignorant of the existence of the statute referred to, but supposed that he had a perfect light to admit or exclude whom he pleased from a hali of amusement which lie hired and paid for.
