While , however , wo feel the immonso im -
p ortance of the policy herein indicated , we
would by no mean » counsel its enforce -
ment by law . Our state Legislature
might enooitrnge it by proper legislation ,
but our main reliance for its » uocoss must
be on the progressive enlightenment of the
public mind . If demagogue » will only re -
frain from agitation , and if some of the
presses of the country will coano to inflamo
the now smoldering resentment * excited by
the late war , wo may then look for an ag -
ricultural prosperity without parallel in
