Democratic State Convention.

The Convention assembled this morn
ing at an hour near Vi% o'clock, the delay
at, assembling canned by reason of await
iusr tbo action of the Committee on Reso
lution», who were to draw up a platform.
Calling to order, tho roll of the parishes
was called with the object to ascertain the
number of parishes absent.
On motion, the Secretary reported as
absent the parishes of Bienville, Bossier,
Caldwell, Catahoula, Claiborne, DeSoto,
East Foliciaria, Franklin, Jackson, Liv
ingston, Morehouse,Ouachita,Rapides, 8a
liine, St. Helena, Tensas, Terrebonne,
Union, Vermilion, Washington and Winn.
Uelegatos trom these parishes were not
represented in the Convention.
The Couventiou, on motion of Mr.
Mohan, here took « recess of half an hour,
to await the assembling of the Committee
ou Resolutions,

Mr. Ogden, rising, stated that tho com
mittee had »greed upon their report. In
relation to the résolutions previously re
ferred, he would state that the resolution
of Mr. Bertuudez, to the effect that a plat
form bo selected upon which tho candi
dates should stand, had been adopted.
Tho resolutions of Mr. Bacon, declaring
null the constitution ol 1864, was embodied
in the platform.
The following platform whs then read»

party of the State of Louisiana, in general
Convention assembled, fully recognizing
the fact that the issue, which for the last
four years has tried tho strength of the
United Statos Government, was made
openly, manfully and honorably, and
that the decision having gone against
them, and,
W hebeas , We have now come forward
in the same spirit of frankness and honor
to support the Föderal Government, under
the Constitution. Therefore,
Hesolvud, That wo give our unqualified
adhesion to tho National Democracy of the
fjnited States, and that we recognize that
party as the only agent by which Radical
ism can be successfully met, and this Gov
ernment restored to its pristine purity
und vigor.
/ieeolted, That we emphatically approve
of the views of President Johnson with
regard to the reorganization of the State
Government* of the South, whereby the
rights of the respective States are kept un
impaired, and in consequence of which
these States are to regulate their institu
tions us freely and with the same guaran
tees and privileges as are enjoyed by any
other Stale in iha Union.
Eesolved, That we hold it to be a cardi
nal rule ol action both under the General
and State Constitutions, to exclude from
the field of politics all religious questions
and controversies, recognizing in each and
overy orte the right to a lull and free exer
cise of his religion» opinions and tenets.
Jiemhed, That we hold this to be a Gov
ernment of white people, made and to be
perpetuated for the exclusive political
benefit of the white race, and in accord
ance with the constant adjudication of tho
United States Supreme Court, that people
of African descent connot be considered »»
citizens of the Uniled State», and that,
there can, in no event, nor under any cir
cumstance*, be any equality bctwoen the
white *n<l other ra<'es.

phatically our opinion that the Constitu
tion of 1S84 is the création of fraud, vio
lence and corruption, and is not in any
sense the expression of the sovereign will
of the poople of Louisiana,and while wo
'believe that it should Ii» repudiated and
abolished as speedily as it can be done le
gally, yet, as the government organized
under it is a d* facte) Government, and the
only dt facto Government in the Stat* of
"Louisiana; as the election about to be held
is called under that Constitution, by an
officer holding hi» position under that
Constitution; as the recognition of Gov
ernor J. Madison Wells by the President
Andrew Johnsou is to that extent a re
cognition of that Constitution and of the
Government organized nuder it, and as
this Convention has no right to make or
alter constitutions or forms of government,
we, therefore, recognize it as the existing
Government, but recommend the calling
of a Convention of the people of tho State
at tho earliest practicable period, for the
purpose of adopting a Constitution ex
pressing the will of tho entire people of
the Stale.
JtnoUml, That the institution of slavery
having been effectually abolished in tho
Southern States, we consider it our right to
petition Congress for compensation for
ail losses su stahied by the emancipation
policy.

m our power to favor a return to the eco
nomical administration of the finances of
the (iovernmont and the full and entire
payment of its just liabilities.

a large number among tho people in gen
eral, we most earnestly and strongly ap
peal for an early general amnesty and
prompt restitution of property; assured
that thereby impending total ruin will be
averted and tho domestic tranquillity ol
tho Southern States successfully insured.
Jituolved, That wo invite all law-abiding
citizens who agree with us upon the meas
ures and principle» above enumerated,
without distinction ofnationalitieB, to join
us in our opposition to the Radical Repub
lican party, whose tendency and aim are
to centralize and consolidate a Govern
ment on the ruins ol our State institutions.

Much discussion oil the part of several
members, resulted in the resolution of Mr.
Bacon, of Algiers, being adopted, that the
mom bor« of each parish vote, if represented
by one delegate to have one vote, etc. The
members ol the parishes voted as the name
of the parish was called.

There were for this office the nomination
of J. 11. Halscy, of Pointe Coupee; J. II.
llardy, of St. Landry; J. II. Hawkins, of
St.. Mary; G. P. Childress, of Orleans.
There were two balloting*. At the second
ballot .1. II. Hardy received 7.8 vote», J. 11.
Halscy 60, J. H. Hawkins So. Mr. Chil
dress receiving 25 votes on the first ballot,
Iiis name was withdrawn. Mr. Hardy was
declared the unanimous choice of the Con
vention for Secretary of State.

On motion, Mr. llypolito Peralta was
declared the unanimous choice of tho Con
vention for Auditor of the State. There
was not a single dissenting voice.

At the second ballot Mr. Adam Gitfen
being selected, was doclared the unani
mous choice of the Convention. The
name of S. f>. Oliver, put in nomination,
was withdrawn.

offering as a candidate Judge Voorhies
He now nominated him for Lieutenant
Governor.

On motion, a committee of seven mem
bers were appointed by tho Chair to wait
on the nominees for Governor and Lieu
tenant Governor, and inform them of the
nomination. The committee, of whom 'I
Landry was chairman, and W. W. Pugh
l>r. Kittercdgo, (Jo). Claiborne, Mr. Du
rable. Capt. Fenner and H.D. Ogden were
members, announced their report, would be
ready at, 6 o'clock in the evening.
The Convention adjourned until that
hour.

Oil the re-hssembling of the Convention,
R. C. Wickliffe was announced as the unan
imous choice of the delegation from the
Third Congressional District as Represen
tative to Congres» from that district. The
announcement was received with exulta
tion. Mr. Wickliffe responded. Heaccep
ted the nomination freoly, as it was ten
dered, unsought for as it had been on hi
part. Were it, his fortune to obtain a sea
in that body, he would endeavor to repr»
sent to the best of his abilities the inter
est» of the State of Louisiana. [Loud
cheering.] He came among them friend
and poor, and they had honored him, he
knew, far beyond his deserts.
Second Congressional District.—The
chairman of the delegation from the Sei
