Mr. Forney, of the Philadelphia Press, says there is soou to be an overhauling of military matters. Officers—he says—have made false returns, quartermasters have sold Government stores and pocketed the proceeds. Commissaries who have been ordered to sell stores to the famished population of the con quered States have defrauded the Government by taking money for supplies never furnished and sup plying goods that never were issued. Surgeons have sokl their stores and made themselves rich from their cor ruptions. Weapons have been re tained or given away as trophies, which should have been credited to the United States Government. Horses and mules have been ''gob bled" by the hundred. But now the grand day of reckoning is at hand, and many a suddenly enriched officer will have to " walk up to the captain's office and settle." -»-♦-*—-— uruef fob thc jews .—Sir Mo ses Montefiore, the indefatigable ben efactor of his Jewish co religionists, now past eighty and suffering from the infirmities of old age, has but re cently returned from his charitable exploration of the East. He has again contributed £100 for the relief of the poor Jews at Jerusalem, whose condition continues as deplorable as ever, chiefly owing to the difficulty of finding work for them or their in ability to make a living as mechanics and agriculturists. The son of Sir Moses, who is the chairman of the London committee for their relief, has addressed an eloquent appeal to the English public on their behalf. The Jewish Messenger says that Mr. Hyman Moses, of Cincinnati, has collected, by personal applica tion, the sum of 84000 to send to Jerusalem, to be expended in erect ing "pilgrim dwellings" for poor Hebrews who are led from religious motives to repair to the Holy City, that they may die and be buried on its consecrated grounds. «ST The production of sugar in the Sandwich Islands has reached from eight to nine millions of lhs yearly, and is increasing with such rapidity that an intelligent sugar engineer (Mr. McGregor) frum the islands, es timates the production of 1865 at 16, 000,000 lbs, and in 1876 at 18,000, 000 lbs. Thirty thousand dollars were to. be devoted to the purchase of these lands, but the emigrants arrived on our shore? 1 poor in purse and sick at heart. Many of these emigrants are between the ages of < fieveuty and eighty. A circular, written in s£rç»ii& and nervous ringing prose is an Hp peal on behalf of these Poles. There is no need to picture the state of a people who have just tailed in an unsuccessful insurrection. * The Pol ish exiles, "proscribed, hunted by the savage agents of the ruthless aristocracy of Russia, and the not less truculent and more treacherous despotisms of Austria and Prussia," are arriving in our land by hundreds. But they find our country, that ex tended a warm welcome to exiled Hungary, but just recovered from terrors somewhat similar to those which the Poles have passed through. It is hoped this forsaken people will be afforded in the wealthy and now prosperous North an assistance in their Texas emigration scheme which it is useless to hope from the im poverished South. There is room enough in Texas ; broad lands widen in unmeasured miles before the eye, streams and rivers with a water power greater in extent than the combined small rivers of Virginia and Kentucky, flow to war dp the Gulf—never dry.
