City Council 1'roccedliiff»« T hursday , December 14th, 1865. Mr. Hart's resolution to amend the City Churtor so as to make tho Mayor and Board of Selectmen elective every two years, was carried. Also, a resolution to further amend tho Charter so as to provide for the election by the Board of all tho police officers, as well as Assessor, Collector and Treasurer. Also, Amendatory Résolutions : 1st. Restricting the privilege of voting at municipal elections and of holding office to all, otherwise qualified, who shall have paid a poll tax and shall have enregistered in the manner to be prescribed frem time to time by appropriate ordinances. 2d. To raise a tax on real estate not to exceed of one percont. for city improve ments and the general good of the in habitants and prescribing certain legal provisions to enforce the payment of said tax in delinquent cases. 3d. To empower the Board to levy a poll tax, in addition to other specified powers. 4th. To empower the Mayor and Board to work vagrants and disorderly persons on the streets and public works of the city in default of non-payment of fines, costs and jail foos chargeable against them for violation of city ordinances. A petition from Messrs. Stafford & Bnekner, Attornies on behalf of Messrs. Gariiç and Randolph and praying for a modification of the ponalties imposed by the Mayor on the latter parties for a viola tion of city ordinance, was submitted to the Board; whereupon a Resolution was offered by Mr. Willis and adopted, pro viding for a modification of Baid penalties but sustaining the Mayor in his prior ac tion in the premises. triT' Rev.
