United States j Senator Le Roy Percy of Mississippi, when the latter's term expires next j March, was born in Jackson county, Texas, July 26, 1861. At an early age he removed with his parents to Miss ' Issippl and his ducatiaon was receiv ed in the public schools of that State. He was admitted to the bar in 1882 and began the practice of law in the j town of Winona, whre he subsequently i engaged in the publication of a news paper. Later he established newspa- pers in Greenwood and Jackson. From 1 1890 to 1896 Mr. Vardman was a mem ;ber of the lower branch of the Miss issippi legislature and during a part of that time he served as speaker. In 1904 he was elected governor, after having twice been an unsuccessful can didate for the nomination. After hav ing been an unsuccessful candidate for the United States senate in 1907 he was elected to the senate last year for the term beginning next March. Those who have had the work of "organizing" the Progressive . party have found that they have no difficult task. The votes are with the Pro gressive party. In some townships and counties in this district the Re publican party is entirely obliterated and the Democratic party doubly decimated. The work of organizing under these conditions is not worthy of the name when compared to the fine Italian work which will be nec essary to muster a corporal's guard for "Taft-Shank? and Watson?" or what ever amalgamation of lame ducks can be pulled together under the semblance of the Good Old Reactionary party. The reason given by the men of the erstwhile Republican and Demo cratic parties is simply enough put. They want: A NEW PARTY AND A NEW DEAL. They take as their motto the words of Theodore Roosevelt: "The new party will fight on live issues and not dead ones. It will em body a protest against the corruption In both of the old party machines. It will be a party into which ex-Democrats and ex-Republicans, without re gard to their political past, are to come in on an exact equality. When we get this started it will be a party not 'only representing the people at election time, but will represent them in party management. We are go ing to see to it that it is organized so that it will be impossible for any fifty-three men, chosen four years before by politicians, to stand superior to all the voters of a great state like California, and so that if that state has not shaped its laws according to a given call of fifty-three private men the state shall not be disfranchised." So much for the new party. What about the new deal? What Is it that the people want so badly? Where is it that the other parties have failed to supply the necessary vitality? It may be summed up briefly. The people want the machinery with which to govern themselves. Twelve states already have the right to gov ern themselves after a fashion some with complete power others with only a semblance. (It is interesting to note that these are the states in which the Re publican party is the Progressive party and where it is only a matter of changing the name without even organizing a third Progressive party.) The people demand the right to make their own laws by proposing them themselves and then adopting them by vote. They demand the right to make their own constitution by amending it. They demand the right to nominate every officer who is their servant. They demand the right to elect their senators directly. They demand the right, if they shall think it necessary to discharge any officer for whatever cause as readily as they put him into power. Moreover they demand that there shall be no secrets about this mat ter of government, no clumsy means whereby the issue can be confused. This done all platforms and parties of the old sort are dismantled and made instruments for the people. Any law depends not on the legislator's promise but on the will of the people. And finally in the words of Theodore Roosevelt: "And in this party we intend to build a government without and with in the party on the lines of genuine popular rule and of social and indus trial justice for farmer, wage worker, business man and professional man alike, to be achieved, not through the boss, not through the indirect con trol of the party organization by special privilege, but to be achieved through genuine and not merely nominal rule of the people themselves." Therefore my soul shall not be crush ed by failure nor ruined by disaster. Circumstance shall not be my lord. I believe, therefore I affirm That out of sore defeat I may be able to wring a victory. I may rise on stepping stones of my dead self to higher things. Because God gives no yesterdays. God al ways gives the best; therefore he gives todays and tomorrows. Today, therefore, I shall face a new world of opportunity with hope and courage. Today, though clouds may lower, 1 shall be sure that in his wonted place the sun will be rejoicing to run his race. Today I will do the best that is in me and be therewith content. Today I will not dissipate my soul with fears. Today I will not boast of yesterday nor regret it Today I will not be sure, but hopeful, of tomorrow. And today and tomorrow and to morrowI will go my way and be a man. Because I am an immortal soul and there is nothing In all God's created universe that can hurt me. JULIUS ARRESTED AGAIN FOR DRUNK Julius Youngblood, a highly educat ed aged German, but who has descend ed the social ladder until he is on a lower rung, was arrested again last evening on Elm place by Officer Vogel song. This is his third offense. He will probably be given the limit when he appears in court tomorrow. SIX STATES ADOPT PLAN FOR CAPTURE Of -Republican Organization by National Progress ive Party. (National News Association' OYSTER BAY, N. Y., July ?5. Six stanch Republican states have adopted a plan. Col. Roosevelt said tonight, for the bodily capture of the Republican organization by the national Progres sive party. The states he named are Kansas, Minnesota, South Dakota, Ida ho, California and Washington. In each of these states, according to Roosevelt leaders who have talked with the former President or his aids, the Republican organization is in con trol of the supporters of the new par ty to an extent sufficient to enable them to transfer the organization vir tually intact to Col. Roosevelt's sup port. In each it is the intention to re tain the name Republican and place candidates for Congress and state of fices op the regular Republican ticket. In states where law requires the name of Taft and Sherman be placed on the ballot as the Republican nomi nees, the candidates for election will go m a separate column. Where the law does not exact this, the Roosevelt candidates probably will be placed un der the regular Republican emblem, on the theory that Col Roosevelt is the legitimate nominee for the party. This claim goeB back to the meeting held in Chicago the night the Republi can national convention adjourned. The Roosevelt delegates, together with Roosevelt candidates for seats in the national convention who were exclud ed assembled in Orchestra hall and tendered the presidential nomination to Col. Roosevelt, declaring that they constituted a majority of .the honestly chosen delegates to the convention. No Delay In Work. It was Col. Roosevelt's expectation that no decision would be reached as to the procedure in these states until the general situation was discussed at the Chicago convention of the new par ty next month. It has been represent ed to him, however, that the move ment had advanced more rapidly than was expected, and that there is no rea son for delaying the work longer. In South Dakota, Col. Roosevelt said, the plan already had been put into effert, and in the other states it had been de cided to take like measures. The Minnesota situation was cleared at a conference which Col. Roosevelt had with Lieutenant Governor Samuel Gordon and C. J. Knapp from that state. The impression was obtained from Mr. Gordon that no independent ticket would be run in Minnesota. Col. The other Republican candidates are to be supported by the followers of Col. Roosevelt working through the Republican organization. A mass convention will be held in St. Paul July 30, at which delegates to the Chicago convention will be named and candidates for electors suggested. Col. Roosevelt said that Gordon would make a campaign for the gubernator ial nomination on a Roosevelt plat form. The Colonel Smiles. Col. Roosevelt smiled when he was told of reports that William J. Bryan would follow his trail through the campaign. "Bryan?" he asked. The colonel's jaw shot forward aggressively and his teeth came together with a sharp click. "I don't see that there Is any thing for me to say at this time," he added. It was pointed out that Roosevelt and Bryan have crossed swords In two national campaigns, and that the for mer President is thoroughly familiar with the characteristics of the Nebras kan, while thus far he has bad no opportunity to become acquainted with the fighting qualities of the Demo cratic nominee of 1912. Col. Roosevelt was irritated by the opinion given by Jacob A. Livingston, New York state election commissioner, to the effect that under the law no can didates for presidential electors could be named by petition by the national Progressive party in this state. "That seems to be a development of the national committee's idea that It is supreme," he said. Mr. Livingston will find that he is very much mis taken. He will find that the people are supreme and that he and the politi- j clans are the servants of the people and not their masters." INSTRUCTS FOR T. R. BALTIMORE. July 26. The Mary land progressive Republicans in mass convention today selected sixteen del egates with a half vote each, and a like number of alternates, to the na tional Progressive convention at Chi cago. Resolutions were adopted em powering a committee of seven to se lect seven presidential electors. Inde pendent of thoao named on the regular Taft ticket, and declaring that no elec tor now on the Tatt ticket shall be placed on the Progressive ticket un lets he first resigns. The resolution denounced the action of the Republican national committee for its decisions In cases of contesting delegations; vigorously attacked both of the old parties on the ground that they are "boss ridden" and can not give relief to the people, and declared that the great majority of Republicans t nthls state -knowing that the laws of Maryland will not permit Theodore Roosevelt's name to be placed upon the ballot under a party designation containing the word Republican, are. nevertheless, willing to support him aa their candidate for the presidency without regard to the rarty name upon which he may run." The delegates to the Chicago con vention are instructed to vote on e. ery ballot for Theodore Roosevelt for presidential nomination. The purpose of this meeting is to elect dele gates to a state convention to be held in Indianap olis, August 1st, at which time a platform will be promulgated, a state ticket and electors will be nominated who will HONESTLY represent the wishes of the people. This is a movement of and in behalf of the whole people. There are no bosses in the Pro gressive party. Therefore it rests with those who believe in our free institutions to turn out and do their share toward making the movement a success. This meeting is open to all voters.
