Riley, are capable of handling the situ ation in a forceful manner, the ad vantages "offered by present improve ments, and those which the future holds, for the benefit of any who may have specie lying idle awaiting the opportunity for investment. That there are planety of opportuni ties for renumerative investment simp ly awaiting investors to take advantage of them, there is not the slightest doubt to any who have visited these growing cities within the past few years. Many outsiders have been interested to the ex tent of purchasing lots, locating fac tories, and erecting buildings on specu lation. The last named are what the city is looking for. Men who will bring industries to the city, and men who will build homes for them. Incidently in this later connection, it is well to point out the rapidly grow ing demand for flats. Houses are also desired, but it is flats which are even more needed in East- Chicago than houses. No man who. has the money to invest can make a mistake in erect ing flats in East Chicago, where rentals are good, the cost of building no higher than elsewhere, and in fact not so high as in Chicago, and where there are so many homeless" huddled into a room or two, who desire to go to housekeep ing, and would snap up the flats the moment they are completed. EAST CHICAGO CITY C0UHG1L HOLDS 1MPDRTAHT IflEETING (Special to Thb Times.) East Chicago, Ind., Sept. 23. The city council met in regular session last Monday night and transacted consid erable business. The tax levy for the year as proposed by the finance com mittee' and showing an increase of 78 cents over that of last year, was read. The levy this year provides a rate of $2.53 - which together with the state and countyax of $2,215, brings the total taxation up to $4,745 for the East Chicago taxpayers. Other business transacted includes the following: Street lights were or dered placed at the intersections of One Hundred and -Thirty-ninth and Elm strets, One Hundred and Thirty ninth and Deodar; One' Hundred and Thirty-ninth and Fir and One Hun dred and Thirty-ninth and Hemlock. Mrs. E. V. Walton and George W. Lew is, whose teems as members of the li brary board had expired, were reap pointed. F. G. Proudfoot was award ed the contract for paving Wegg ave nue from One Hundred and Forty- phalt, and also for the laying of the twenty-one miles of sidewalk which the city ordered recently. Remon strances were received and placed on file from C. Frick, the East Chicago company, the Lake Shore railroad, the C, I. & S., McClintick-Marshall Con struction company, A. C. Honore, In diana Harbor Belt line, C. W. Hotch- kiss and several others regarding the putting through of the extension of Parish avenue (Dickey place) to Whit ing. The report on benefits and dam ages for the proposed Tiighway was ac cepted. It was agreed to do nothing in regard to the payment of damages un til the property owners benefited had paid in. This they were given sixty days to do. The matter will probably be taken to the courts. The fire and police committee reported having in spected the fire and police alarm sys tem placed In the city several years' ago and which was never used. New science equipment is being in stalled on the third floor of the high school building. A chemistry table Ac commodating sixteen pupils, a chemical hood, two physics --tables, instructor's cases and some new apparatus make up the outfit. It will make a fairly complete science laboratory. The commercial department is more popular than usual and Is being well cared for by Miss Mercer and Mr. Stewart. There are yet many children entering and the enroll ment will likely exceed 2,000 for the first month. Parents should realize the necessity for getting the children In at once. Each day's delay puts the pupil just so much behind his or her class. Experience shows that the great ma jority of pupils who fail to make prop er progress in the schools, are Irregu lar in their attendance. - Ample provision has been made by the board f education for the increased numbers. The addition to the McKln ley school relieves the situation on the East Chicago side. It is necessary for all north side pupils, above 4B grade and all "Wallace and Stieglitz above the 5A grade tO'go to the McKInley. The superintendent has even found It neces sary to transfer several 4B boys who live south of 144th street rrorh the Har rison to the McKInley. The renting of a room on Alexander avenue enables the board of education I to provide for all Oklahoma pupils up I to the fifth grade. All the rooms have been furnished at the Washington building, which will provide room for the overflow at the Lincoln. All sevens and eights were placed in the Washington and the board finds it necessary to send the majority of the sixth grade there,-also. In addi tion it will be necessary to change the lines for fourth and fifth grade pupils In order to take care of the smaller children in the Lincoln. Wayne Statistical compilations show that there has been an increase of 62 per cent, in total bank deposits in Ft. Wayne in the last five years. The gain is $4,544,086. as against $7,725,740, or 2 4 per cent., for Indianapolis in the same period. Work on the big sidewalk contract will not begin in earnest until spring, tut when it does begin it will be rush ed forward with all possible speed to completion. At the last meeting of the city coun cil the engineer was ordered to draw plans and specifications for the pav ing of Northcote avenue from One Hundred and Forty-first to One Hun dred and Forty-first street.
