The foregoing shall become effec tive October 10. 1518, but Federal Foci Administrators may permit wholepaie and retail dealers to dis pose of stocks then on hand, if satis fied they were purchased in good faith. Green etraw stacks are proof of wasteful threshing. Where stacks have started to urn green it is an indication that the wheat, -which should have gone to the flour barrel, is sprouting and has been wasted. County food administrators are re quested to report all green stacks in their Jurisdiction in order that the "slacker" machine may be located and repaired before it is responsible for still greater waste. Many farm ers have reported their great satis faction at the saving effected by the execution of the program of the grain threshing division, which called for improved machinery and greater care to prevent wasted grain in the wago&a and about the separators. Beet sugar growers should, have a higher price for their product, based upon prevailing sugar quotations, the food administration believes. The administration will endeavor to se cure a fair price for beets in order to maintain production. Soft drink manufacturers will be permitttd a 50 per cent, sugar sup ply, as compared witii their 1917 con sumption, after Norember 1. The food administration intends to con serve materials used in the bottling business, other than sugar, and will limit the latter very radically. Official announcement has been made of the continuing policy of the food administration to support a 115.60 per hundredweight for hogs. The packers have agreed to stand by the policy which is intended to guarantee pork producers of a fair return, corn and feed prices considered. Fair price lists have been reportel from thirty-three counties and the organization is being perfected in other counties of the state. On eight staples the variation has been from no per cent. In th retail prices ot milk from 10 cents to 15 cents; to a 20 per cent, difference ia the prices ot a 13 ounce loaf of bread, which range from 8 to 10 cents. In other instances there was a slight varia tion, usually explained by differences In freight rates. The fair price pub lication is the method adopted by th food administration to indicate ta the consumer about what should be paid for staples, which may be the subject of profiteering in unlicensed retail stores. The new regulations will differ from th Id ones in that many are to be manda tory and will be enforced through sources of supply. In the meantime every county administrator has been asked to nominate an active hotel and restaurant chairman to assist In the enforcement of the regulations. Enlarged demands from General Pershing for material, resulting from the progress of the American and al lied forces on the western front, in France, have necessitated the tempo rary withdrawal of many ships fro a the grain carrying trade. This con dition has caused a corresponding curtailment of ships from interior points, and has filled the seaboard warehouses and terminal elevators, checking the enUre grain movement. Yet the food administration is posi tively announcing that there ia no occasion for farmers accepting less than the guaranteed price of wheat.
