The " Boston (Mass), 'Journal' contains the following sensible and timely remarks, based upon the subject at the head of this article, which we commend to the careful peru sal and active 'practice of our numerous readers: . n,irnjh "Dr. Franklin onre originated out of his eminently philosophical head a plan which stilt exists for making a small amount of n.oney execute a great amount of benevolence, by passing through a succession of hands. That, however, is precisely what most wen can do at this season of the-year by discharging the Rim pie and rbvioa duty of paying up ilteir small ' debts small to them, per Jinps, but large to their creditors of hum ble means. . A five dollar bill started on such an errand would go through , such quick and extended transmigrations as would astonish one capable of marking its 'progress. Given to the washerwo man, it goes to the butcher, the baker,' the candlestiilt maker; divides up among the doctor, the minister and the mnsie-teacher; while some of it lodges in the walls of anew church, or starts for Asia under the auspices of the A. B. C. F. M. And yet it is the easiest thing in the world to shut the gate by closing ilia pocket-book on all this round of just payments Arid .poseiblo benevolence. We keep the money -due till we are dunned for it, forgetting the numerous constituency who uio interested in our being prompt as well aa honest. r When we use tli e phrase to keep square" with the world, we ought to remember that the world is represented in our smallest no less than in our largest creditors.' These considerations are peculiarly applicable at the present time when business is d-all and money comes hard. If the dollar bills are scarcer than usual, each one ought surely to be kept moving rapidly, and doing as much as possible' And this is accomplished by attending in season to the small payments. , These are to society what the rootlets are to a tree it3 constant feeders, keeping it alive and llourishing.even when the tap roots are cut off. There are thousands aronnd us, however, to whom , these Ut ile debts, especially at the close of the year, are all in all. They shrink from asking for their payment, at the' same time that their creditors have no such modesty, but are enforcing their " de mands with harsh and threatening words. After the Fo ty second Con gress a new enumeration is to be' made before tho loth of August," 1870,' and the basis of representation fixed. JThe number called for will embrace all the Southern States, including Mississippi, Texas, Virginia, aril 7 Georgia.; K The next Congress is to have, under the bill, the same number of districts from eaeh State as at present, and; any addition al number which a State may be enti tied to, are to be elected by the State at large. - If it is found under the new ap portionment, that any State has more than it is entitled to, no reduction will be made until the Forty second Con greas. , As the bill comes from the Com mittee of Elections, it will stand a good chance of being passed.' Ballenger h-as left his farm and moved to town, to secure the benefits of our graded school just like hundreds would do if there were houses enough to accommodate the r wants. The citizens are about taking steps to have Economy incorporated. A good thing more offices to fill p Perry township has hut two candi dates. Its Proportion would be about half a dozen. -" Is Ssnatob Phatx. The Philadelphia Iay, in commenting on the resignation of Senator Pratt, pays him the follow ing compliment: Mr. Pratt's explanation is, that the Senate docs not 6uit men of his class; that he 'does ,not feel at home in the Senate Chamber,' that he continually distrusts his own ability; that he is of no use to his constituents, and, in short, that he 'wants to go home.' ' That is a most remarkable caso of modesty in a man 'regarded as a politician, and goes far toward proving rhat Mr. Pratt is a proper man for Senator, for it is always a good sign in a man for him to 'know his own defects. Mr. Pratt is regarded as an able man by bis own people, who had elected him a their Representative in Congress just before his election to the Senate, which occurred without any effort on his part, if not without his pre vious knowledge. Physically, he is the largest man in Congress, and his mod est opinion of himself indicates j that he is one of the best men hi that body. . Professor Cox, State Geologist of Indiana, boasts of having the most com plete laboratory in the West. ....
