It is probably a good guess by somebody at tho President's ver sion of the matters discussed. Wheth er it is anything more will have to be determined by other than intrinsic evidence. So far all that has ap peared shows that the President acted tor the best in reference- to the Mc Uarrahan business: Cincinnati (21st) Special to tne World.J On Thursday last President Grant tad an interview with a gentleman prominent in official circles on the 9tfLJ?ot of the Uox-MoGarrahaa claim. Tne President desired him to make public tho foHowin; statement: It is stated on the highest authority that there never was the slightjst dis agreement between the President and Secretary Cox on the Mctiarrahao claim in the administration of the In terior Department. Not a word passed on the subject of tLe claim, except that when the Cabinet was organized, in March, 1S0:, the President then said to the Cabinet, and particularly to Secretary Cox, that be supposed his claim would be brought before the administration in some form. lie wanted thus 'early to anoouueo his views to them, not believing either claimant had well-grounded titles, but believing that loth were tainted with fraud, and that the Government really owned the land, lie did not want the Administration to have any thing to do with it, but to lot the oourt and Congress settle tho matter. He then and there, in the presence of the Cabinet, directed Mr. Cox to decline to consider the claim until Congress and the court made it impreative for the Administration to act. From that day to the time Secretary Cox wrote his first letter of resignation, he (Cox) never as much as intimated to the President that the time had ar rived for the Administration to act. Having these facta in mind when he wrote Secretary Cox from Locg Branch, and assuming that the Sec retary did not intend to act until he had conferred with him, tho President, nevertheless, feared that he might commit himself to Eome line of policy which Commissioner Wilson might seize upon 3 a pretext to compromise the Administration in favor of some one or other of these fraudulent claims. The very nature of his com munication to the Secretary shows he never distrusted him for a moment. He had his orders fully sixteen months before, and the President could not suppose he would disobey them. lie had good reasons, in the shape of writ ten evidence, todis rast Commissioner Wilson, and warned the Secretary ac cordingly. The Secretary's second resignation cut oil the explanation promised. The prudence of the Presi dent is commedable. The temper of Secretary Cox was unlortunate. He should not have committed himself to ono of these parties without con sulting the President or his Cabinet, since he says in his latter that '"it is a measure of so much administrative importance one of the greatest likely to coma before it" so that he could not withdraw from it, when requested by his superior, without showing in subordination and bad temper. Second The subject of managitg the Department of the Interior was never discussed by the President and Secretary, and the former never in terfered in any respect, either by him self or throngh others. He may have read it in the newspapers of the clay, but ho was not advised of what the Secretary was doinj. He certainly did not interpose any objection to the mode of filling offices in the depart ment. At no time did he express a single view in respect to the aseis ment of clerks for electioneering pur poses. He did say to Assistant Sec mrit!Lt'tbtb. thought the clarks " wght to ssermittej t0 g0 home and vote, as was u,, t cartaiiiug their pay; but he tuel": on the subject. lie very property thoueht there should be no discrimt nation against those clerks in favor of those in other departments, more especially as there were, acoording to report, more Democrats appointed by this Secretary than by any other. The suggestion was bcn&oial to both Democrats and Ilepublicans. Never having read the Secretary's second letter, except to see that it was another resignation, when it was pub lished he was as much surprised as anybody else to find upon what ground the resignation was put. There is biK one way of explaining or reconciling these two letters. Having received no answer to tho first, and remember ing the early and first stand the Pres ident took against these two claimants, and the order he then gave ignoring both, he knew he could not stand on that letter, and therefore resorted to the civil service expedient, lie knew the President had never interfered with him, but recollected some news paper sensationalist had written that Senators Cameron and Chandler had, alter seeing the President, complained of tho Secretary's mode of administer ing tho office; and this might do to justify his new reasons for resignicg - These are authentic facts, and the public must judge of the Secretary's - sincerity and merits.
