The Meeting Last Night. There was a rousing meeting at Mozart Hal last night, and to say the audience was pleased would be but a tame expression All were delighted. The Directors of the great steam ship company have taken formal proceedings in bankruptcy to wind up the company, in order to stay various actions and en sure equitable distribution of assets. England was startled by an earthquake early on the morning of the 6th, which was felt in all directions. No damage was done. The two secession associations at Man chester have been amalgamated into one under the title of the Southern In dependence Association; the main ob ject being to procure a recognition of the South. Lord Whordcliff is Presi dent. The course adopted by Archduke Max amillian concerning Mexico disappoints London speculators in Mexican securi ties. A considerable decline had taken place. It is reported that Spain is amoug the powers that are to recognize the new Mexican Empire. Paris. The bourse was dull and steady at 67f 75c. The Polish question is still unchang ed. BY LAST NIGrHT'S MAIL. Presidents Proclamation. Washington, Oct. 17. The following proclamation has been issued: Whereas, The terms of service of part of the volunteer forces of the United States will expire during the coming year; and, Whereas, In addition to the men raised by the present draft, it is deemed ex pedient to call out 300,000 volunteers to serve for three years or the war, not, however, exceeding three years ; now, therefore, I, Abraham Lincoln, President of the United States and Commander-in-Chief of the army and navy thereof, and of the militia of the several States when callerl into actual service, do issue this, my proclamation, calling upon the Govern ors of the different States to raise and have enlisted in the United States service, for the various companies and regiments in the field, from their respec tive States their quotas of 300,000 men. I further proclaim that all the volun teers that are called out and duly enlist ed shall receive pay, pension and bounty as heretofore communicated to the Gov ernors of States by the War Department through the Provost Marshal General's office by special letter. I further proclaim that all volunteers received under the call, as well as all others not heretofore credited, shall be duly credited and deducted from the quotas established for the nexi draft. I further proclaim if any State shall fail to raise the quota assigned to it bv the War Department, under this calf, then a draft for the deficiency in said quota shall be made in the State or dis tricts of said State for their due propor tion of said quota, and -the said draft shall commence on the fifth day of Janu ary, 1864. 1 further proclaim that nothing in this proclamation shall interfere with exist ing orders, or with those which may be issued for the present draft in the States where it is in progress, or where it has not yet been commenced. The quotas of the States and districts will he as signed by the War Department, through the Provost Marshal's office, due regard being had for the men heretofore fur nished, whether by volunteering or drafting, and the recruiting will be con ducted in accordance with such instruct ions as have been or may be issued by that Department. In issuing this proclamation, I address myself, not only to the Governors of the several States, but also to the good and loyal people thereof, invoking them to lend their cheerful and effective aid to the measures thus adopted, with a view to reinforce our victorious armies now in the field and bring our military oper- : tiong to aaprosperous end. thus closing forever the foundations of sedition and cruel war. Seward, Sec'y of State Washington, October 18. Through- out the whole day there has prevailed ru- ; mors that "he rebel army had crossed the Potomac and was marching on Washington. The frequency of such rumors has caused them to be disbelieved, but there u serious reason to believe that Lee with an augmented army is . moving in that direction, and will cross that river to at tack Washington on the north if not pre- : vented. Gen. Meade is massing his troops in ; that direction, and a battle may be ex pected within twenty-four hours, but no apprehensions are entertained as to the result. The sudden movement of the army has shut in a number of guerrillas be tween it and the defenses, and steps are being taken to capture them. The information from the Army of the Potomac to-night is to the effect that re ports came in from our cavalry yesterday evening that the enemy had massed a force at Manassas. There were vague reports that the enemy was straightened for supplies, and having signally failed to secure them from General Meade, has again turned his attention and face towards the lower Shenandoah Valley, and to our posts on the Baltimore and Ohio Railroad. Rebel infantry pickets made their ap pearance last night in the vicinity of Chantilly, which indicates the presence of a heavy rebel force in that vicinity, but General Sedgwick drove them back to Frying-Pan from his front Later information up to noon to-day gays that our cavalry reconnoissance went out as far as within a mile from Bristow, and found nothing but a few re bel scouts. Rumors continue to multiply to the effect that a rebol column was moving toward Point of Rocks or Harper's Fer ry; but after careful inquiry by private parties no information has been obtained to confirm these reports. The following was received at head quarters to-dav, dated Clarksburg, Va., the 17th: General Sullivan reports that his cav alry scouts from Martinsburg yesterday encountered a detachment of Gilmore's rebel cavalry, and captured the whole force, 39 in number, with horses, equip ments, &c. The Herald has the following dispatch: Headquarters Army of Potomac, October 17. j There was a renewal of artillery firing on our extreme right to-day, continuing only a few minutes. The main body of the enemy has dis appeared, and nobody knows where ex cept General Meade and his confidential military counsellors. Even the regular brigade of cavalry, advancing beyond our front, failed to find them in any consid erable number. At seven o'clock this evening all was quiet in front. Attack of the Rebels, under BUI Jackson, on our Outpost at Bull town, Braxton County, Va., on the 13 th. -Governor Boreman yesterday received the following dispatch from General Kelley: Clarksburg, October 14, '63. A rebel force, estimated at 1,000, tin- der command of Colonel William L. .Jackson, attacked our outposts at Bull town, Braxton county, yesterday morn ing, at four o'clock, and after a severe fight, lasting until four P. M., were re pulsed with heavy loss, and are now re treating, pursued by our cavalry. Oar force consisted of detachments of the 6th and 11th Virginia regiments, numbering about 400 men, commanded by Captain William H. Mattingly, of the 6th, who, I regret to learn, is dangerously, if not mortally, wounded. Our other casual ties are, however, but trifling, as our men fought under cover of breastworks. B. F. The Rebels, under Jackson, fell back last evening to Salt Lick, five miles from Bulltown. Maj. Howe's 4th Virginia cavalry, and Capt. Harrison, of the 6th Virginia Infantry, routed them from there this morning. They fell back toward Sutton. The Reb el loss is greater than first reported.
