We have often heard of men concocting plans to raise the wind, but Capt. John B. Hall, of the middle wharf boat, has hit upon a plan to raise the water. He has constructed a wind-mill to pump out his wharf boat. We do not know how it will work, but as experience 13 a good schoolmaster we presume he will learr in time. The Mystery Solved. Some misap prehension may exist in the minds of! our readers in relation to the notice in yesterday's paper that a portion of a woman's skeleton had been exhumed in the excavation in Locust street The word 'skirt," added to "skeleton," wi 1 probably elucidate the matter somewhat. Rebkl Outrages in Kenton Col xty, Kt. We learn from the Cincinnati pa pers that, for a week or two past , the loyal people of that portion of Kenton county lyiug south of Independence have been kept in constant terror on accoun of the presence in their midst of a gang of outlaws, who seem determined to kill all men who have been consipcious in their devotion to the Union cause. The dwellings of a number of Union men have been attacked, recently, by parties supposed to be in the interest of the re bels, and, although no one has been in jured, so far, the people in that section are daily expecting to hear of some bar barous murder, similar to the Wiletuan affair, is Pendleton county. A few nights ago at soldier was shot at while riding. along a road, near Inde pendence, and many other circumstan ces oave occurred to warrant the belief that there is a regularly organized ganir of rebel guerrillas mid murderers inflat ing the upper portion of Kenton county. Funeral of General Lytie-A Grand Pageant. Cincinnati. Oct. 22. The funeral of General AV. H. Lytle, killed at Chica- mauga, took place this afternoon, after services in Christ's Church. Flre In Cincinnati. Cincinnati, Oct 22. A fire this after noon, in the provision store of Mr. Flo rer, on Sycamore street, near Front, ex tended to Geo. F. Davis & Co.'s, next door. The former was destroyed, and the latter badly damaged by fire and wa ter. Insured. From Arkansas. Pap Price Again in T rouble Mutiny Among the Rebels They Fall Back from Arltadelphia. Cairo, Oct. 22. The Memphis Argus has Little Rock news to the 11th. All was quiet there. On the 26th nit, Kirby Smith visited the rebel army at Arkadelphia, and find ing Price's forces demoralized, relieved him from command, and placed General Holmes in his stead. The men have harbored hard feelings against Holmes ever since the battle of Helena, and consequently after the placing of Holmes over Price's army, both officers and men swore they would not submit to the change. The streets of Arkadelphia are crowd ed with officers and men in confusion. Between Saturday afternoon and and the Thursday morning following, from 500 to 700 men deserted. The whole command of the trans-Mississippi are estimated at less than 20,000 effective men. Owing to the disaffection on the part of the men, to prevent desertions, the army removed further south. The com missary and quartermaster stores have been removed farther south on to the Rio Grande. Gen. Smith's headquarters are at Mar shall. Shelby had crossed the Arkansas river in the direction of Missouri, to look after a number of Missourians who had deserted. He had SOO well mounted men. Col. Cloud had went in pursuit. Nothing has been heard of him. Since the defeat of the (.'on federates at Helena a better feeling had existed between Price and Holmes, but after the supercedure of Price by Holmes the ani- ! ge mosity had increased, which had result- ' ed in a cWilenge to fight a duel. The j -difficulty was settled by friends of the j two officers, and they are the best of friends again. The reconciliation had a good effect on Holme's command. A strong Union feeling begins to mani- j fest itself in Northern Texas. About the time the news of the surrender of Vicksburg and Port Hudson secret or- i ganizations were formed, a number of j men holding situations under the Con- j federate Government becoming mem- 1 bers. At the August election Morgan, the j Union candidate, was elected for Con gress in a Congressional District com- 1 prising nineteen counties in the State. From Vicksburg. Skirmishing on the Blaek Water Rebels Brought to Grief. Chicago, Oct. 22 A special to the Tribune say,-: a skirmish took place i about the 13th on Big Black, eighteen j miles below Vicksburjr, with West Ad- , ams' rebel cavalry, numbering 200 Our loss one killed. Rebel loss fifteen killed and wounded. The rebeis were driven beyond Port Gibson. A Vicksburg letter of the 13th, says : We shall, in all probability, have a Provisional Government established in Mississippi in two or three weeks. Col. Markland. of Ky., is spoken of as most likely to fill the gubernatorial chair. A letter says important movements are on the tapis, and in two weeks there will be no armed foe on the soil of Mis sissippi. From Tennessee. The train from Nashville to day put back from Lebanon safely, but no cause is given for its re turn. A special to the Journal from Knox- ville says the rebels attacked Colonel Woolford yesterday beyond Philadel- phia, Tenn., and captured his battery of mountain howitzeig, ft&lp0ni0a ot his wagon train. Oar loss was aoout 100. We took about the same number of pris oners, and drove the enemy back beyond Philadelphia to-day. We still hold all our ground in the N. E. part of the State. Loyal Tennesseeans are flocking to Burnsides standard faster than they can be armed. The greatest activity prevails in mili tary circles. Kauroad Uamasres No Sew from Meade's Army. Washington, Oct 22. It is calculated I that the damage done to the Alexandria ' I & Orange Railroad will be repaired in i ten days. Accounts from the armv of the Potomac to-night sav that it has been ascertained that a line 0f rebei infantry were engaged with Gen. Kil oatrick's cavalry, near Bucken Mills, on :onday evening. A brigade of rebei sharpshooters dismounted and partially drove our cavalry in to the belief that they were attacked by infantry, Gen. Lee's army, with the exception of Gen" Stuart's CavalrV. Official Report of General Burnside -The Enemy Driven from the State Six Bridges, Three Locomotives, and Thirty-Five Cars Destroyed. "2b Major-General Halleck, Washing ton: "Knoxville, Tenn., Oct 17. On the 8th inst the enemy held down as far as Blue Springs, and a cavalry brigade of ours held Bull's Gap, supported by a small body of infantry at Morristown. I accordingly dispatched a brigade of cava'ry around by Rogersville to inter cept the enemy's retreat, and with a con siderable body of infantry and artillery moved to Bull's Gap. On Saturday, the 10th inst, 1 advanced a cavalry brigade to Blue Springs, where they found the enemy strongly posted and offering stub born resistance. " Skirmishing continued until about five o'clock in the afternoon, when I sent a division of infantry, who charged and cleared the woods gallantly, driving the enemy in confusion until dark. During the night the enemy retreated precipi tately, leaving their wounded in our hands. We pursued in the morning with infantry and cavalry. " The interceptingjforce met them at Henderson's, but owing to a misunder standing withdrew and allowed them to pass with only a slight check. "The pursuit was continued until evening, when I withdrew most of my infantry, and returned to this place. Gen. Shackelford, with his cavalry and a brigade of infantry, continued the pur suit, the enemy making a stand a', every important position, but has driven them completely from the State, capturing the fort at Zollicofier, and burning the long railroad bridge there, and five other bridges, and destroying three locomo tives and about thirty-live cars. His ad vance is now ten miles beyond Bristol. Our loss at Blue Springs and in the pur suit was about 100 killed and wounded. The eneaiy's loss was considerably greater.
