To the People of Indiana: The near approach of winter, and the high price everything of prime necessity bears, .induces me again to call the i attention of the people of the State to the important duty of making liberal j and timely provisions for the relief of J the families of our brave soldiers now serving in the field. The increased i price of living, if no other reason were urged, ought to be a sufficient argument for the immediate adoption of proper j measures for relief. Notwithsanding ! the partial loss of crops, and the scarci- i ty 01 taoor, ine general tnntt and pros perity are universal. A kind Providence has dealt mercifully with you under all your burdens, and His voice appeals to : every heart, asking that from your plen ty you will minister to the needy and destitute. The absent soldier whose i family or dependent ones at home may be unprovided with food and cloth ing, needs, and must have, that encour- ; agement which will assure him that they wall not suffer. This is but the simple i duty of our people, an obligation which I know, from past experience, will be promptly and faiithfully ;met. An efficient working committee in ' each ward and township should at once be selected, with such assistants and sub-committees as may be necessary, who can easily ascertain tie number of families within their limits requiring aid, and estimate the quantity, kind and cost of all supplies needed during the win ter. Contributions can be taken up ac cordingly. In this work the Township Trustees and officers of the various Churches will doubtless lead a willing hand. Especially do I desire that the Ministers of the Gospel should present this subject to their respective congrega- i tions, to co-operate, as far as possible, in carrying out the general plan of relief. Washington, Oct 20. The Navy De partment has received information that the steam ship De Soto, during the lat ter part of October, when in the South West Pass, received information that a steamer had been boarded by a band of rebels and carried out of the river. After a run of thirty-five miles, she was captured and proved to be the Le viathan. She is a new and very fast screw steamer, was amply supplied with coal and provisions for a cruise with a picked j crew. Captain Walker he feels the greatest j satisfaction in announcing that success j as when the Boston, a mac hp nferior ves- i sel was carried, off some months since soon fell upon her track and had oppor ttttuty of witnessing the desolatation she j spread in her path, blackening the sea in her wake with the charred re- ' mains of many fine ships. The Leviathan and her desperate band ! has been sent to New Orleans. Admiral Lee telegraphs from New-! port News that the Newberne had arriv- j ed from'Beaufort with 5,000 bbls Turpen tine and crude turpentine. The Nansemond had driven ashore the Venus, one of the largest and swift est of the blookade runners. - She is to taiiy destroyed. From Cincinnati. Roiterans's Reception Hla Speech to the People. Cincinnati, Oct. 26. General Rese crans arrived here about 11 o'clock this ! morning, and was escorted to the Burnet j Honse by an immense crowd of citi- ; sens. The General was enthusiastically wel rnmed throughout the entire line march. i Judge Storer introduced him to the crowd, and said that his fellow-eitizeus appreciate the work he has done for the . country, and assure him of their nn- j shaken confidence. While he has never dishonored his native State, the State has never forgotten him. Alluding to his removal from the army of the Cumberland, he said that the peo ple would require the records upon which Ikat action was based. While he felt flattered by it he could not forget that tie heart of the people .s not go out to individuals alone. Some friends of mine in New York, he said, are very solicitous about my health. The army of the Cumberland thinks I am well enough, and S3 I am. As for the quantity of opium I have taken consult my druggist The New York and Washington papers have said that Gen. Crittenden and Mc Cook intend making charges against me. They have assured me that they regret exceedingly that such false stories have been circulated. He said since the battle of Chicka mauga, he had received a letter of ap proval from the President for his action ; in that affair, and said whatever charges ! might appear in Eastern papers against ! him, he was satisfied that the Govern- ment was in no way responsible for it ! He expressed his readiness to do what ! ever the Government required of him. 'At the conclusion of his speech cheers were given for Kosecrans and the army j of the Cumberland. Rosecrans' welcome throughout was j earnest and hearty. From the Rappahannock. Rebel Army again Advancing A Battle not Improbable Our Caval ry Roughly Handled. Special to Times. Washington, Oct. 25. E. A. Paul sends the following to this Bureau: Headquarters Army Potomac, I Oct 24, 1863. , The enemy's infantry recrossed the Rappahannock this morning upon two pontoon bridges, near the Orange & Al exandria Railroad bridge, and driving back Gen. Gregg's cavalry division, which lost heavily. There was a short engage ment with two brigades of our infantry, one belonging to the 2d corps, and the other to the 3d corps. The enemy were occupying a line, the left of which rested near Beverly's Ford, crossing the rail road near Bolton Station, and exteudiug toward Stafford Court House. Colonel DeEvan's brigade of General Buford's command had a severe skirmish this morning near Bolton Station. The enemy shows only infantry to the front. Among the killed in General Gregg's command is Major C. F. Taggart, 2d Pennsylvania cavalry, formerly of (Jen. Kilpatriek's staff. Major Taggart was shot through the knee, which was so bad ly shattered as to render amputation ne cessary. D th ensued ia a short time after the opnration was performed. The bark Ura nia, from the Cape of Good Hope Au .'urt 28, St Helena September 11, has nrrived here, and reports that the bark ; ea Bride, of Boston, was captured by I the Alabama, in sight of the harbor of Sable Bay. She also reports the capture of the bark Anna Smith, of Boston. The Florida aro! Tuscaloosa were cruising on the coast. Semmes had de clared he would hang Capt Cooper, of the Urania, for flying the stars and Stripes in the port, while anchored near j the Alabama. Nashville, October 25. There is no news of importance from Chattanooga. Hooker's force has crossed the Ten nessee river, and fighting was reported yesterday. The telegraph line was cut this morn ing, but is working now. River rising with five feet on the shoals. No arrivals by the river. General Rosecrans left for Cincinnati at noon. SECOND DISPATCH. Chattanooga, October 24. THE TAX PA T Kits OF VANDERBURGH County are hereby notified that the Tax Im plicate for 1863, containing a list of taxes for State, County and other purposes, has been re ceived by me from the Auditor of said county, and that I can be found at my office, in the Court House, for the purpose of receiving the revenue. The taxes for tne year 1863 are as follows : Far State purposes, 20 cents on each SI' 0 valua tion, and T5 cents on each taxable poll. For Military Debt Sinking Fund purposes, 5 cents on each $100 valuation, as aforesaid.
