Bills as follows were allowed: John Wymond, for 20 bushels coal for office $2.80; Edward Harvey, fixing two gutters to cistern at School house $5.00; Martin M'Gary, for two days work at crossing foot of Locust street $3.00; Ja cob Straub & Son, for a pick, hatchet and shovel $3.50; Rusch & Scbul, nails for Ingls Street Bridge 83c J The Mayor reports Loupons paid of bonds of this city issued to the E. L & C. S. L R. 11. Company: To the Connecticut Mutual Life Insur ance Company, on 15 Bonds, 6 Coupons each,.90; Coupons ati$35.00... $3,150 00 Interest to date 294 50 Premium on Draft 4 30 $3,448 80 To James Goodwin, of Hartford, Con necticut, on 3 Bonds, 6 Coupons each, 18 Coupons at $35.00 $634) 00 Interest to date 58 90 Premium on Draft 90 $689 80 To State Bank, Hartford, Conn., on 3 Bonds, 5 Coupons each, 15 Coupons at $35.00 $525 00 and on 2 bonds, 6 Coupons each 12 Coupons at $35.00 $420 00 Interest to date 86 75 Premium on Draft 1 30 $1,033 05 And said report was ordered to be re ceived aud entered on the minutes. Ordered that the Mavor be authorized to remit to New York, $2,345 00 to pay 67 Coupons due November 1st, 1863, on Bonds of the city issuad to the Evansville & Illinois Railroad Company, and that said sum of $2,335 00 be al lowed for that purpose, and for premium or draft $2 94. The Journal Company ask permission to connect a drain from the cellar of their premises with the Locust street sewer. Ordered that all persons desiring to do so, have such permission, provided they make the connection, at their own expense, and upon such a plan as may be approved by Bedford & Allen the contractors, and provided that the con nection be made at or near the top of the sewer, and provided, also, that said Bedford & Allen signify their consent to each connection in writing. Ordered that Cook & Rice have per mission to lay pipes to Canal, to connect with their Brewery, by way of Sycamore street. Councilman Hoelscher moved for a bridge across the canal at Second Av enue, and Councilman Cook for one at Walnut street, such as lately constructed at Ingle street The ayes and noes being called on the motion, were as follows, viz: Ayes: Councilmen Birkenbnsch, Overell, Hoel scher and Cook. Noes: Councilman Dean. So the motions were agreed to and Councilmen Birkenbusch and Schmutte, were added to the Committee on Bridges to make contracts for the construction of saidjbridges, and said committee wasjfur ther instructed to get up a plan with es timate of cost for a bridge across canal at Pine street. The river is receding very slowly at this point, with 27 inches to Cairo and 2oi to Louisville. The news from Cincinnati to-day is more cheering, 5 feet eight inches being reported in the channel and rising, and a rise of considerable importance report ed iu all the tributaries above. At Pittsburgh the river is swelling very slowly, with about four feet in tho channel. The weather again indicates rain, and the usual indications of a good rise pre vail. The Colossus exchanged trips with the McCombs at French Island Sunday evening, and returuej to this city yes terday morning. She left at an early hour for Louis ville. The Cordelia Ann arrived from Rum sey yesterday morning, and her officers report a bad break iu the locks at that place, which will close navigation on that river for some time. The Cordelia Ann is loading for Nash ville, and will leave forthwith. The Colonna continued to load yester dry morning on government account, and probably got off last night for Nash ville. The May Duke arrived about noon yesterday from Cairo, and, in order to allow shippers an opportunity to get their shipments ready, lies over till noon to-day. Captain Josh. Throop is in command of the gallant Armada, and, notwith standing a serious detention on her first trip last week, has made pretty good packet time. Remember the May Duke to-day, and give her a "gallus " trip. The Silver Wave, thoroughly repaired, was sold to B. F. Beasley and others for $18,000. The W. W. Crawford has been sold to Dacey & Able, in Memphis, for $10,000. The Black Hawk has been sold to par ties in New Orleans for $20,000. The Delaware was due last night from Louisville, but may probably not get off on her return until this morning. Her accommodations are among the best. Captain Henry Scott, of this city, and W. H. Thompson and Robert Smith, of Paducah, sold their neat little new boat the Mattie to parties in St. Louis last week for $15,475 cash. Captain J. B. Ford has sold the Dili gence to parties in St. Louis for $20,000, including repairs. Five-sixteenths of the Clara Dolson was bought by Mrs. M. E. Bofinger for $12,000. Horace Halton bought one-third of the Polar Star and one-third of the Ari zoaia the former for $5,000 and the latter for $3,000. A despatch from Cairo to the Missouri Democrat of Saturday, says : Steamers in port preparing to load for the South, were suddenly brought to grief this morning by a military order prohibiting the further shipment of pri vate freight south of Cairo. As there is no Government freight here, and the boats are not ordered to go elsewhere, they have no alternative but to lay up. The Diadem has done so, and the crew of the Henry Von Phul, who came down to take her out, went back home, as thev could get nothing for her to da The General Anderson had received some small lots of freight yesterday, before the order was received, and as she had a fair passenger trip on board, she concluded she would wait lor the train this evening pick up what people she could, and go to jueiupuis auyuow, ireignt or no ireigui.
