If the war lasts until he is sixteen, he will go too." A letter from that city says: A large part of the wealthy population of this aristocratic city were in Bragg's army, under Breckinridge and Cheatham at the late battle, and great numbers have been killed. Out of sixteen hun dred under Breckinridge, thirteen hun dred were killed and wounded! It is said that three-fourths of the ladies of the Episcopal chnrch are in muorning for their dead. Under the last call of the President for 300,000 more troops, the quota as signed Indiana is about 16,000. This quota has been subdivided between the various Districts and counties by our State authorities. The quota for this Congressional District is fixed as fol lows : Tosey ..... 1T5 Vanderburgh 255 Spencer ...167 Pike 118 Warrick 169 Gibson...... 154 Dubois 120 Knox 213 Daviess 143 Martin ...8 Total 1,592 Vanderburgh county, it will be seen, has to raise 255 volunteers to escape a draft. The question is, shall an effort be made to raise our proportion of volun teers, or shall we leave the work to be done by the draft. Were there no effort making in other parts of the State to prevent a draft, we would be satisfied to let it take its course in this county. A little earnest effort, will prevent the necessity of a draft in this county, and the effort must be put forth. We regret to see a spiritbf indifference manifested, on the part of some of our leading men, in regard to this matter. We urge them to .arouse themselves, and place their county second to none in the State for the promptness with which she responds to this, probably the last, call of the President for troops. But, say many, " I am opposed to vol unteering I am in favor of the draft." We have no doubt that a great many are in favor of a draft under the conscript law, as it now stands. Bui are they ure they will be so anxious for a draft as the law will be when the draft is made We are assured, from reliable sources, that one of the first acts of the new Congress which meets in December will be the amendment or modification of the present conscript law. Several exemption clauses including the $300 clause will be stricken out,and the classi fication of enrolled citizens will be chang. ed, so that there will be but one class, including all between the ages of 18 and 45. This change is called for by the fail ure of the present law, as well as by jus tice. We are almost certain that such a change will be made. A draft, under such a law, will, of course, occasion a great many hardships. Substitutes would bring fabulous prices, and none but the very wealthy would be able to procure them. Men in moderate circumstances would have no other resource than to shoulder a musket and bid good bye to their families. There are plenty of young men in Vanderburgh county, who have no fami lies denendinor n v- ..ITV,t, wtio might be pursuaded to enlist, if those having influence over them would only choose to exert it. The bounties offered are most liberal The new regiments can, under no circumstances, be put in the field before Spring. A summer cam paign, vigorously executed, will com plete the conquest of the few States left to the Confederacy, and our armies will at once be mustered out of service, and the boys permitted to return home to meet the smiles of approval from friends, and De nonorea tor meir patriotism. Again: Volunteers are put together in new regi ments. Drafted men are placed in the old regiments. Volunteers receive $302 bounty drafted men only $100. The new regiments will not bo put into the field until they are fully organized and drilled. Drafted men win be thrown into the old regiments, where they will have to come under fire at once, and en dure the forced marches which make lit tle impression upon veterans of three years' campaigning, but which will break dowu the strongest conscript who has been unused to such hardships and fa tigue. Conscripts in old regiments are treated with marked coutempt bv the old soldiers, who enjoy their sufferings, ad spare no pains to make their situa- e learn, says the Uwenauoro Monitor, that while Mr. Clark, a foyai preacher, was holding a meeting near Sacramento, in McLean county, last week, a party of guerrillas interrupted the services, when a general fight took place, in which one man was killed and another had his chin shot away. No particulars. The same paper notices that (klonel John H. McHenry and Malcolm Mcln tire have been commissioned as Colonel and Lieutenant-Colonel of the militia Of Daviess county. The county will be di vided into three battalion districts 1st. Yelvingtcn, Knottsville and Boston pre cincts ; 2d. Upper and Lower Town I and Oakford; 3d. Murray's, Vanover and Curdsville. Each battalion district will be sub-divided into six company dis tricts. A Major will be elected for each battalion aii;. one captain and three lieu tenants for each company. A Scandalous Business. 'An order has already been issued by Stanton al lowing a furlough to all disabled or sick soldiers of the New York regiments, who may at once return to their homes, at the public expense, and remain until the 10th of November next Of course, only such as are of the right stripe will be al lowed to come home, and we further un derstand that thi3 order applied to ailing soldiers in camp as well as those in hos pitals. The object, of course, is to send home every soldier who pledges himself to vote for the Republican ticket. He will be allowed to play sick if his politics are all right Now, we put it to the country if this is not in every way a scandalous business. When he lectured here, some time ago, he could not lift quite two thousand pounds, but daily exercise has enabled him to attain this wonderful strength. Field is laboring with the departments at Washington to have a telegraphic wire laid along the Southern coast, as authorized by the last Congress. On Monday night last, in the town of Mt Pleasant, immediately wesr, of Ra cine, Wisconsin, seven hundred tons of hay, and five hundred rods of fence were burned, it is supposed by a a locomotive spark an aggregate lo3s ' of $6,000. About one thousand acres of prairie grass were also burned, forming a grand illumination. Freedom of the Ballot. In Deer field, Warren county, Ohio, several Val landigham tickets were deposited fn the the box with explosive French matches concealed in them.
