The New French Iron-Clads We hear that the new French iron-clads on their trial trip were caught in a storm, and that they rolled dreadfully, the sea washed over them continually and the guns could not be tried. It is evident these vessels could not cross the Atlantic. It may perhaps be of interest to our Southern contemporaries to learn these facts. must be obtained in another. The most liberal bounties are offered to induce men to volunteer. A draft is resorted to "ith great reluctance. But if miserable party leaders will use their position to uiscourage volunteering, and thereby r.iake the draft a necessity, upon them will the people lay the blame. They will be held to a strict account. They j will find that they have made political j nanitftl but not for their' "side. Too! late, they will discern another instance j of the engineer being hoisted by his own petard. Obviously, it i3 the interest of all par ties to encourage volunteering. The draft must of necessity occasion hard ships, which may be avoided by the en couragement of volunteers. Counties and cities ought to aid in the good work. There should be no fears about making liberal contributions to add to the amount paid for bounties. Those who don't co to war can afford to be taxed, and are willing to pay it- Let us have, then, a " long pull, a strong pull, and a pull altogether,"to raise the quota of our County and State. A New Paper. Wearied by the persistent misrepre sentation of the unconditional union sentiment of Kentucky by the Louisville Democrat and Journal, the Union men have determined to establish a paper that will more truthfully reflect their views. A prospectus has been issued, which we publish in another place. The capital of the new concern will be be tween $30,000 and $150,000. It is the desire of the originators of the enter prise to make the paper first class in every respect. The first number will be issued on the first of January, anil we have faith to believe it will be the har binger of a new era in the politics of Kentucky. While the prospectus does not fully set forth the character of the new paper, we are assured it will sustain the true interests of the many, instead of pander ing to the desires and opinions of the few. Its Unionism will be of the correct stripe. It will not hold its allegiance to the government subordinate to its alle giance to slavery. It will not, as have the Journal and Democrat, bow down and worship the nigger as a "divine in stitution " ordained of God for the com fort of man. On the contrary, it it is decreed that the extinction of slavery is necessary for the preservation of the Government, it will say amen to the blow that rids us of the incumbrance. Kentucky has long had need of such a paper. The dissemination of doctrines the opposite of those taught by the Jour nal and Democrat, would have developed a Union feeling more healthy than that A Jfotc from "Tom." The guerrillas who have recent 83"Those who voluntarily enlist within the next few weeks, in any of the old or new cavalry, infantry, or artillery com. panies or regiments, will be entitled to the large bounties of money, etc., offer ed by the Government. Those failing to enlist may have to go as conscripts when the time to draft rolls round, and then they can whistle for their bounty. Be wise in time: 'tis folly to delay. Discouraging Volunteering. The Vincennes Sun of Tuesday even ing contains three leading articles on the subject of raising volunteers under the last call of the President. We need hardly say to those acquainted with the antecedents of that paper that each arti cle is manifestly intended to prevent those over whom it has influence, from volunteering. It insists that none should enlist but those endorsing the policy of the Administration. That the "Union Leagues" alone should fill up the ranks in response to the appeal of their Presi dent It can't see that the late call "offers any additional inducements" for the democrats to volunteer. " Once," it ays, " the President and Congress de clared that the war was prosecuted solely for the purpose of restoring the Union, and with no intention of inter fering with the institutions of any State. Then ' copperheads ' filled up the ranks. They were willing, and are still willing to fight for restoring the Union. But you have declared that the war is waged for something else. You have assured the Administration and the people of the South that you will not have the old Union or the old Constitution. You de mand modern improvement.' Chief among these is the absolute destruction of slavery, the confiscation of Southern property, and the reduction of the States to vassalage." If the ranks of the army were ever filled up with copperheads, we do not re member the time. The votes of the sol diers from those States granting them communications, have been receiving warmer attentions from the Union cav alry and mounted infantry than they bar gained for. Col. Scully, on Friday last, with portions of the 1st Middle Tennessee Infantry, mounted, ' and 3rd East Ten- nessea and 7th Kentucky Cavalry, sur prised a party of bushwhackers while in the act of burning a bridge on the North Western Railroad, capturing a Lieuten ant and two men. At Duck River the rebels fired on Scully's advance from ambush, while the Federals were in the middle of the stream-, when the rear of our cavalry wheeled to the left, surround ed the ambush, Killed seven and cap tured all the rest except one. Among the killed was Capt Nix, an infamous bushwhacker, who was in command of the party. Hawkins fled precipitately with the rest of his command, but Scully, return ing by way of Franklin, picked up 60 prisoners, who all claim to belong to Wheeler's mounted scouts, one of them being J. O. Griffith, ex-publisher of the Nashville (MM and American, the or gan of Gov. Harris. One New York, Nov. 4. A Folly Island letter of the 29th to the Herald, speak ing of the re-opening of the bombard ment on Sumter, says: "from an our sources of information we judge the in tention of the enemy to be the erection within the battered walls of Sumter of a sand battery, similar to Wagner, but, un like that work, secure from approach by sap or parallel. The present services ot Gen. Gillmore, it is believed, are to pre vent the success of Beauregard's plan, and if necessary to level the foundations of Sumter to the water s edge. Moultrie and Johnson have so far directed their shots against battery Gregg, but the ac curacy of their fire has been entirely de stroyed by the guns which we have turn ed upon them. On Tuesday the nre ot one neavy rifled gun between Gregg and Wagner was directed at the spire of St. Michael's Church, in the city of Charleston, and at least three shots exploded in the city. Whether they caused any injury is not yet known. It is generally believed that our batteries will succeed in utterly de stroying Sumter, and drive from it the garrison now holding the ruins, de serters from the enemy acknowledge a fear amonp- the rebel soldiers that we will vet eet into the city. The Louisville Journal says the vaunt of the "chivalry" of being able each oue of them to whip his weight in Union men has long since been disproved, and it begins to look as if the facts would show a reverse state of the case. On the night of the 15th all, nine bushwhackers came to the house of a sturdy Union man in Lincoln county named Kirkpatrick, arrested him, and started away with him. When they had proceeded about two miles he per suaded them to return to his house and get some supper, and especially some whisky. The last article carried an irre sistible argument with it, and they went back, obtained their drink, and some thing to eat was ordered, and, while it was being despatched, Kirk contrived to send off for help. As soon as the rob bers had satiated hunger and thirst, they were anxious to start again, and Kirk, by every ingenious device possible, de layed their departure, and listening anx iously for the footfall of friends, but finally they waited no longer. When preparing to start, there were six of them at the back of the house and Massachusetts Turned Abolitionist. Boston, Nov. 4. Returns from 200 towns give Anderson 32,819 majority. Newark, Nov. 4. The Democrats have carried the State by a maiority of 250 less than at last election. The Leg islature will be about the same. the privilege of voting don t indicate that be captured wit a struggie, glanced the copperheads have filled up the ranks to any great extent. Nor will they, if such papers as the Vincennes Sun and State Sentinel can prevent it. If our State fails to furnish her quoia under the last call, by volunteering, the respon. sibility will rest on those papers who have done all they could to discourage enlistments. They may think that a draft will afford them a chance to make a little political capital to prop up their sinking party, but the political capital to be made out of such operations may be estimated in the light of the New York election. The only effect their abuse of the conscription Jaw had in that State was to increase the Union majority. So will it be in Indiana. If they prevent the State from filling her quota by volun teering, the draft must follow, and they will have to shoulder the responsibility. Late and Interesting from Tennes see Hawkins' Guerrillas dispersed. Washington, Nov. 4. The following has been received here: Chattanooga, Nov. 3. To Major General Halleck : Major General Granger reports from Nashville tbat he sent a detachment of cavalry from that place under Colonel Scully to pursue Hawkins' and other fuerrillas. He overtook Hawkins near 'incy, and routed and pursued him to Centerville, where he made another stand. Scully routed him again and pur sued him until his forces dispersed. The rebel loss was 15 or 20 killed and 60 prisoners. Our loss was slight. Serious Moo in New York. Several policemen were injured, but they finally succeeded in quelling the riot and arresting many of tne ringleaders.
