It will be seen that the Doctor's prolific causes for exemp tion have been whittled down more than half Something serious has got to be the matter with a fellow now to " get out of the draft." The only successful way for able-bodied yonng men to avoid it i8 by volunteering. This, too, is the more honorable. JUa?" A more horrible chapter or cru elty was never written than that appear ing in this morning's Journal. That our noble volunteers should be treated as were our exchanged prisoners who lately arrived at Annapolis, is enough to set the whole North on fire with indignation. It is remarkable that the Administrrtion would so long tolerate such fiendish out rages without retaliating in a manner that would compel a change in the rebel tactics. Our government has made arrange ments, we are pleased to learn, to fur nish our prisoners with rations and clothing oue installment of which has already been received. This, we are con fident, is the first instance on record in which a great nation at war, furnished the rations for prisoners on both sides. Not only are rebel prisoners in our hands well fed and comfortably provided for, but Union prisoners at Richmond are also fed and clothed by the same munifi cent Government The moral effect of this noble generosity abroad will more than equal any inconvenience occasion ed in putting it in practice. The 91st Regiment Indiana Volun teers. We learn that this regiment has been raised to ita full number of com panies, and consequently a change has been made in its heia omcera. uieut Coleuel John Mehringer, has been pro moted to the Colonelcy, Major Charles H. Butterfield to Lieutenant-Colonel, and Captain' James M. Carson of company A, to Major. Three companies of this gallant regi ment are in Tenneesee, under command of Lieut-Colonel Butterfield, cud the balance of the regiment are with their gallant Colonel and Major in Kentucky. The health of the regiment is good. One death bas oocured latelv. that of private Dalyrimple, Company 1). We also learn that an order has been issued directing that the sick and wound ed in the Nashyille Hospitals be trans ferred to hospitals in this city. That the change will be a good one for the boys, we doubt not. Our hospitals will be filled and we know the sick and wounded will be well cared for. Roll os the Ball We are informed that an enthusiastic war meeting was held in St Wendall, Smith township, Po sey county, on Tuesday night The au dience were addressed by Capt M. W. Pearse of MtVernon,and Dr. A. A. Mc Reynolds of Cynthiana. Both gentle men, we are told, made patriotic speech es, urging the citizens of Smith township to stand by the Government, fill up the armies, and crush the rebellion. The speeches were well received, and it was anticipated Smith township would make an effort to raise her quota of volunteers. We trust the gooil work will go on, until the last man called for in the First Con gressional District will be at his post, not ai drafted man, but as a volunteer. News Items. The New Albany Ledger of Monday says: A drove of 1050 of the poorest cattle we have ever seen driven to market pass ed through this cty yesterday. They werevpurchased by contractors for the Army of the Cnmberland. It will take pood teeth to masticate the carcasses of the aforesaid. The Noble County Journal says that -lr. I'. Bragg has given General Wheeler the command of all his cavalry, estimated by Southern papers at 35,000. Salt is becoming very scarce at Nash ville, and commands almost any price. Saturday some sales were made at $14 per barrel of five bushels, and at $20 per barrel of seven bushels. The Indianapolis Rolling Mill Compa pany expect soon to employ about 600 hands, when the various furnaces now being constructed are completed. Buckwheat is shipped to Chicago from Rochester, N. Y., where it is ground and sent on farther west. The frost cut off the buckwheat crop in the Northwest The Columbus Union is the title of a well conducted, loyal paper, just started in Bartholomew county. It should be well sustained. How to Send Letters South. Let ters sent to prisoners or others within the rebel lines must not exceed in length one page of a letter sheet, and must relate to merely personal and do mestic matters. They . must be signed by the writer's name in fall. They must be sent with five cents enclosed (in coin) if to 20 to Richmond, and ten cents if thejULEQ- 1 .1. . r-mrr. tTiry must he sent enclosed to the Command ing General of the Department of Vir ginia, at Fortress Monroe. If not so di rected, they will be returned to the dead letter office. The letter for the prisoner must not be sealed. Military Items. About three-fourths of the 2d Indiana Cavalry are enlisting in the veteran corps for three years. The Paymaster paid off the 2d and 4th Indiana on the 9th inst, up to Octo ber 31st A detachment of the 3d Regular Cav alry, being the advance of Sherman's Corps, arrived at Decherd, Tenrr, on the Sth inst. The balance of the Corps is between Athens and Elkton, moving slow but sure. A recrn'uing party for tl.e 2d and 4th Indiana Cavit' v will leave on the 12th for Indiana to n t ruit for the regiments. Captain Burnett, Lieuts. Enochs, ,Depen heck and Woods, and a sergeant from each company, go from the 2d. Captain Austin, and Lieuts. Nugent and Wil liams go from the 4th. The Republi can of this evening declares that it is expected Gen. Meade and Lee will have a battle before the end of tho week. The impression is confirmed somewhat as we learn, directly from tne front to day. It is understood Gen. Meado ad vanced not only to the Rapidan, but that he is to cross it before the close of the week and obtain a battle if possible. The army is in excellent condition, es pecially the cavalry. The promptitude of the Government in paying the soldiers, has a most saluta ry influence. A Richmond paper has the following: Mobile, November 12. To General Cooper: The following dispatch from Missis sippi, dated 10th, was received yesterday from Col. Harry Maurey, commanding loth llogimcnt Cavalry: " We dashed in yesterday above Bayou Sara, plunderipg a party of Yankees 300 strong, and drove them to their iron clads, with great slaughter. We brought off their wagon trains and 200 piisoners from under tha broadsides of the gun boats. Only three of our men were wounded. Ned Darxey." Late from Charleston. New York, Nov. 18.
