From the London Herald (organ of the Aristo
crats), October 27.
The Elections In Ohio and Pennsyl
vania. The partisans of Mr. Lincoln, here and
in America, are jubilant, of course, over
the result of the State elections in Penn
sylvania and Ohio. Those Slates are
generally reckoned among the doubtful
ones. The democratic nartv h alwara
to reduce its opponents to despair.
As neither the government organs
in America nor the federal advocates
here are likely to afford any explanation
of the means by which this result has
been achieved as they are certain to
treat it as a bona Jide declaration in fa
vor of the republican policy of proscrip
tion in the North and extermination in
the South as they will inevitably claim
it as a condonation of the past tyranny
of the administration, and a sanction for
similar usurpation? in future it may be
as well that we should point out briefly
its real significance, and the method by
which it has been accomplished.
In the first place the States in ques
tion are under martial law, the Habeas
Corpus act having been suspended
throughout the North with an especial
view to these elections. This fact alone
deprives the republican victory of all
moral s'gnificance. Who values a vote
given, like those of Kentucky or Mary
land, under the most violent form of
compulsion! In England the scrupu
lous jealousy of the constitution removes
the troops beyond the boundaries of a
town where a poll is to be held, so that
the civil power may not be strengthened
by military support aaainst the libertu
of the electors ; in the Northern States
military force is applied for the express
purpose of forcing upon the constitu
encies candidates agreeable to the ad
ministration. We do'not think much of
the significance of a French election;
but elections in France are patterns of
popular freedom in comparison with
those jnst held in Ohio and Pennsylva
nia. Again, every man who is seen to
come up to the poll to vote for the demo
cratic candidate and, the ballot not
withstanding, it is almost always known
in America how a map does vote is a
marked man, has proclaimed himself
the enemy of a power which has render
ed itself despotic, and is pretty sure, in
one way or another, to pay its debt of
vengeance. His republican neighbors
may harrass him at their pleasure ; he will
have no protection from a law which is in
terpreted either by federal courts martial
or by Judges who are the mere creatures
of tha Administration rr J. bo fi;
tarv age he may feel pretty sure that the
! next conscription will, somehow or other,
include bis name. If he gets into any
I dispute with a drunken soldier, or has
! his f;mn plundered by marauders from
some u ei-in an regiment, it will be sulh
e'ent for the culprit to say, " He voted
for Woodward or for Vallandigham,"
aud the complaint will be dismissed, not
merely without redress, but with menaces
and insults. In the cities there is a regu
lar reign of terror, and a man of any
note who takes an active part against
the administration does so at the risk of
imprisonment, banishment, or ruin, and
with the certainty of malignant official
and social persecution. Not satisfied
with all this, the Federal government
has went so far as to insist that the votes
of the soldiers in the field shall be count
ed; that is, that some twenty, thirty, or
forty thousand votes shall be placed at
I its absolute disposal; for what soldier
would dare to vote against the candidate
of the Government? An officer who did
so would lose his commission; a ser
geant reduced to the ranks; a private
would huve his life made a burden to
him. It is not long since a Federal
General boasted of having reduced to
the ranks a non-commissioned officer,
whose only offfnse was that, on being
ijupstioned by his superiors, he hnd avow
ed his disapproval of the policy of the
administration. Finally, in Pennsylva
nia at least, the control of the ballot box
es was in the hands of the Republican
candidate, and scrutiny was of course
impossible. Under these circumstances
it is as impudent for the Federal govern
men to boast of its victory in Pennsylva
nia and Ohio as for the whigs to exult in
the return of of the Duke of Somerset's
candidate for Totnes. In either case the
election is a mere mockery. Every j
man who voted for the opposition did so
at the risk of ruin; and a number of j
! votes, sufficient to turn the scale, were !
j held by men absolutely dependent on
' the mercy of the victorious party.
This is the country which is fighting
for human rights and the extension of
political liberty. This is the countrv
wnicn wages ah internecine war on be-
half of justice and freedom with a nation
which has not, in the midst of invasion,
found it necessary to suspend the writ ef
; habeas corpus, or allowed military neces
! sity to interrupt the course of civil law.
j In the South the press is free; in the
North several papers have been sup-
j pressed, and even in the Empire City the

f the Federal cause. In the South no
State has for a moment been deprived of
; any portion of its rights; in the Morth,

fal kind, their sovereign status being en
tirely ignored and their local govern
ments overthrown at the point of the
bayonet In the South no man has been
' imprisoned or banished without legal
j trial; in the rorth imprisonment and
I exile at the pleasure of the administra-
tion are habitually inflicted upon its lead- j
ing opponents. And yet there are Eng- ;
lishmen besotted, ignorant, or dishonest
enough to tell ns that the defeat of the i
North would be a heavy disaster to the !
cause of human liberty: that the subiu- j
i gation of the South and the extension of j
' the iron tyranny under which Maryland
; and Kentucky are now suffering through-
out the area of the Confederate States, i
! is an event for which all lovers of free
' dom ought to pray. Are these men in
I possession of their senses? are they ar -
j rant hypocrites or merely frantic fanat -
i iesl Are they really persuaded that
martial law and the suspension 01 tne

ecutive are the symptoms of a free gov
ernment, or have they been so long devo

State Convention shall be held, and a
number of places have been suggested but
Lafayette seems to have the preference.

selected and the day arrives for holdinc
the Convention, let Democrats of Indf-
ana rise in their might and go forth to
save the proud fabric reared by Washing
ton and the patriotic few of '76. Let
the Convention be the largest ever held
in the State. Let us go prepared to
counsel together in peace if we can.
Let us seek peace let us have Dcaee
but let each and every Democrat in In
diana resolve to die before they will sub
mit to such treatment as they received at
Indianapolis last May. Let them go re
solved that no armed soldiery shall dis
turb their deliberations and that no
threatening cannon shall be trained up
on them to overawe and deter them.
Let them resolve that they will die free
men rather thau live slaves, and if it is
necessary and we cannot meet as free
men to counsel together without being
disturbed, insulted, abused and assaulted,
let us fight Fight for our homes, our
firesides, our country, our constitution,
our families, our honors, our all.
