By the Governor of Indiana. The President of the United States, having designated Thursday, the 2Gth day of November, instant, as a Day of Tnanksgiving. Therefore, I, Oliver P. Morton, Gov ernor of Indiana, do hereby set apart said day, and call upon the people of the State to observe the same, in accordance with the proclamation of the President. Let the people thank and praise Al mighty God for the many mercies lie has shown ns daring the past year, and pray him with humble hearts, to still pro tect, guide and bless us and restore the inestimable blessings of Unity and Peace to our bleeding and suffering country. Extensive preparations are beiug made for a large war demonstration at Haub stadt on Tuesday (to-morrow). The fill- C. Railroad will take passengers at half fare perhaps run an extra train. The Crescent City and Princeton Bands will be present to enliven the crowd with their spirit-stirring music. General Car rington will be on hand with one of his best appeals, and everything promises well for a pleasant time. Ilanbstadt is a point convenient for the citizens of Vanderburg, Gibson, Posey and Warrick counties to meet together and make arrangements for filling up I the quotas of those counties respectively f by volunteering. Time is rapidly slipping away. The month of November is two thirds gone, and soon December will be upon us. olunteering is not progressing as rap idly as time is flying, and unless a greater effort is made to raise volun teers, the draft will have to be called in to complete our quota. One mere pull and let it be a strong one. ' We learn from a private note, ad dressed to a gentleman in our city, that Gen. Carrington will certainly b present at the meeting at Haubstadt on Tuesday, to address the people. He will also be in onr city on Tuesday night Arrange ments ought to be made for htm to give a another speech. Dr. Stevenson's work, "Indiana's Roll of Honor," promises to be one of the most exciting and interesting books O O j ever published in this country. Every Indiana family will of course subscribe for one. Soldiers D'Afriqce. Saturday last we had the pleasure of seeing some (40) forty recruits passing through our city for Detroit, Michigan, for one of the color ed regiments of that State. These men were enlisted by Capt H. McClei land, 1st Michigan Colored Regimei t at points below here on the Kentucky shore of the Ohio river, and consist of men whose masters having deserted the country, under whose protection they had lived in peace and prosperity, will now be compelled to accept the terms proposed by the Government through the very instrun ents to which they attribute their grievances n our last issue in speaking of the recent tragedy, in connection with the prompt manner in which the Post Adjutant discharged his duty, we omit ted to mention that he was aided in fer reting out the murderer by our fellow townsmen N. H. Stockwell and Captain Gus. Lemcke, and that they were at tracted by the noise in the saloon, which led them to enter and ascertain the cause of the disturbance. Much praise is due these gentlemen in assisting to bring to justice the culprit. Incendiarism in Sullivan County The Sullivan Democrat of the 19th says on Tuesday night last the barn of Mr. John McKee, who resides one mile north of that place, was destroyed by fire, with aTl its contents. At the time of the burning there wore in the barn, an J the atables connected with it, ten head of horses, a cow, a fine Durham bull, four hnndred bushels of corn, sixteen bushels of wheat, several tons of hay, a wagon, and all his farming implements, the whole of which were entirely consumed. The fire was discovered about 11 o'clock at night, and must have been the work -uf some- aendish incendiary. the loss of property will no doubt ex ceed $2,000, on which Mr. McKee had an insurance to the amount of $1,200 in the Lafayette Farmers and Merchants' Insurance. Mrs. Webb takes pleasure in an nouncing to tbe public generally that she has not sold out the Crescent Citj Hotel, as reported, but is still carrying on at the old stand, on Water, between Main aud Locust streets, aud would still solicit a share of the public patronage A Monthly Charity. A good and patriotic people are hereby informed that an effort is about to be made to raise funds with which to create a sc?wol house for the beneGt of the colored children in the city. For sever al years a school has been conducted, by a most worthy young lady, under the auspices of the American Missionary Society. Her praiseworthy efforts are almost brought to an end, from the fact ; that no room, other than one that is oc cupied at the peril of health and life, can be secured for the purposes of in struction. Is it asking too much of the citizena of Evansville to furnish at least a building in which the children of a long neglected race may meet to be in i structed? They are too often charged I with being ignorant and worthless. Has j this not been because they have shared M opportunities of proper education? j The State nobly takes care of her white children, but makes no provision for the poor black? Let Christians, then, and the patriotic and humane, unite in making some pro vision whereby the children of our col ored people may be taught the rudiments of knowledge, and the principles of vir tue, industry and religion. At a meeting of the ministers of the city, held in the Library Room, on Sat urday, Nov. J4tb, It was resolved to com mend this to the consideration of the people of Evansville, and particularly to the members of our different churches. THE VERY LATEST B Y i .. - - . , From New York. No fears for Bnrnilde's Safety Washington Meade Occupies Itladl. on Court House Ilia Cavalry in Lee's Rear Banks' Operations on tbe Rio Grande. New York, November 21. The Post's Washington letter says the War Depart ment has advices from Burnside up to to day, and it is stated in official corres pondence that no fears for his safety have been entertained. The Army of the Potomac is still moving southward. It occupies Madison Court House to-day, which looks very much like a flank movement Pontoons went down last night Our cavalry has already, it is said, got in the rear of Lee's forces. No doubts are felt in the minds of intelligent men as to the result ot an engagement between Meade and Lee. There was anxiety at the War Depart ment respecting Burnside, but it is no longer felt 'lhe Post's New Orleans correspond ent says: Gen. Banks entered Browns ville on the 5th with a small force. The rebels had burned the old United States barracks there, a large amount of prop erty, and part of the town, plundered all they could, and fled on the 4th. Our prospects are good, but Banks needs 10.- OOO o- 1-3,000 ro-o troopo. The people are generally favorable to the Union. The Mexican General, Cobaz, who was a refugee in Brownsville on the 6th, was called upon by the civil a.tthorities to organize the citizens to arrest the plundering of the rebels, and to put out the conflagration. After the entrance of General Banks, with his force, he advanced to Matamo ras and drove out Ruiz, who was favor able to us, and sought refuge in Browns ville, and Cabaz hoisted the French flag. On the following day Cabaz was at tacked by Ruiz's party and shot Ruiz was again reinstated, but was agaiu ferced to flee by Cortemas, who is sued a pronunciamento, re-establishing the Mexican Constitution of 1857. Governor Fermo, of Juarez's Govern ment, is to take command. Ruis is again in Brownsville. Cortemas has shown his friendship for the Uniou in loaning three very valuable steamers to General Banks. On the night of the 7th another invo lution was expected in Matamoras, but it failed to come off. Part of our forces were kept in readi ness that night to cross and protect the American consul's residence. BY LAST NIGHT'S MAIL. Sucessful Efforts of Gov. Morton to Relieve onr Richmond Prisoners. Washington, Nov. 29. Gov. Morton has just completed arrangements through our agent, J. W. Monfort, for the speedy find safe distribution of supplies to Indi ana soldiers in rebel prisons. A letter from Robert Ould, rebel Commissioner, says: " Any provisions you may send to City Point for Indiana prisoners will be faithfully distributed, under such regula tions as our prison authorities may fur nish, such regulations relating solely to the benefit of the prisoners. The provis ions can be sent to my care or that of Brig. Gen. Wilder. We have now begun scattering our prisoners over the coun try, owing to the refusal or tne r ederal authorities to make exchange. This action will alone be good reason for not directing your provisions to any one of your officers. Signed. Rob't Oci.d." The great point gained in this arrange ment will be understood at once, and now the friends may rest content in the knowledge that these prisoners will be well supplied with every Heedful comfort. R R. S. From Washington. Washington, Nov. 20. The Star of this evening says, we learn through re cent correspondence up to the 17th, from Richmond, between Robert Ould, the rebel exchange commissioner, and General Meredith, which has reached this city, that the rebel authorities are faithfully executing their promise to give prisoners in their hands the food and everything our Government had for warded to Richmond. Our hospital department here, under Acting Surgeon Burns, has come for ward to add medicine to the stores thus furnished to our suffering heroes in Richmond by the Government The rebel authorities will not permit our viovernment agents to accompany the goods within their lines, substituting rebel commissaries in their stead where the flag of truce boats meet. Washington, Nov. 20. The rebel au thorities, in correspondence with our own at Fortress Monroe, deny that they are now treating Captains rlynn and Saw yer in any way dinerent irom any other Union prisoners held in Richmond, ex cept that they are kept separate from their companions.
