Washington City, Dec. 1, 1863.
Editors Journal:
On Monday next Congress meets.
The contest for Speaker is growing warm,
with Colfax haying the inaide track.
Wr. Washburn of Illinois, Mr. Colfax's
competitor, is not making a captions op
position, and, indeed, it is hinted he may
withdraw in favor of Colfax.
It nay be regarded almost certain
that Indiana's favorite son will be placed
in the Speaker's chair. Certainly no one
is better entitled to this distinguished
honor, and the House could surely make
no better selection.
It is certain Gen. Meade will not go
into winter quarters. Onward is the
word, and the already tumbling, totter
ing Confederacy will be hastened on to
speedy dissolution. I notice your sug
gestion to call out 100,000 troops, to push
on to Richmond and relieve our starving
prisoners, is meeting with general assent;
the motion has been seconded by several
papers in Pennsylvania, in New Jersey,
in this District, and elsewhere.
I !earn, semi-officially, that, no more
contrabands will be allowed to come
North. General Thomas is strongly in
favor of the plan of leasing out the plan
tations of rebels, and allowing the les
sees the privilege of hiring the necessary
hands to work them. All the capital of
Butternut demagogues, as to the North
being flooded with ''free niggers," will
thus vanish into thin air. The many
prophecies of these patriotic (!) gentle
men will thus come to nought. The
'peace-upon-any-terms" men can now
have peace upon the terms as laid down
in the Richmond Enquirer. Certainly,
the Administration cannot refuse now to
accede to propositions so reasonable and
just Doubtless they are the same terms
proposed to our Government through
Fernando Wood, and for refusing to en
tertain which, the Administration was
roundly abused by all the Butternut poli
ticians of high and low degree. I copy
them from the Intelligencer of this city:
1st Recognition by the enemy, (the
United States) of the independence of the
Confederate States.
2d. Withdrawal of the Yankee forces
from every foot of Confederate ground,
including Kentucky and Missouri.
The succeeding "terms" demand their
(the rebels' ) share of the navy, as it ex
isted before the war; the cession of all
right to the territories lying west of the
Confederate States, to the Confederacy ;
an equitable settlement, on the basis o'
their absolute independence, of the pub
lic debt and public lands, and the advan
tages accruing from foreign treaties!
Well, it is a relief to know we can have
peace on terms so just and reasonable;
but, as the soldiers say, " I can't see it."
Presidential speculations are rife,
though to me exceedingly premature and
ill-timed. I have no doabt, when the
proper time arrives to discuss such mat
ters, there will.be a remarkable unity of
sentiment among the people-, and that
the right man will be chosen for the re
sponsible position. Suffice it to say, the
almost universal feeling here is for Mr.
Lincoln, and should he desire or consent
to a re-election, there is little or no
doubt of his election.
Gov. Bradford, of Maryland, has is
sued certificates of election to all the
" Radicals," or Emancipationists, recent
ly elected from that State to Congress.
For the first time in the history of this
country we have radical emancipation
ists representing Slave States in Con
gress! Surely the world moves, and tru
ly the expression, "revolutions never
go backwards, " is being verified.
The demand for Government Securi
ties is still far beyond the ability of the
Government to supply them, and no bet
ter evidence is wanted of the confidence
of the people in the speedy suppression
ot the rebellion than the enormous de
mand for Government Stocks. The
"Ohio politician," as the Wall street
bankers termed Gov. Chase, has outwit
ted them all. As a financier and states
man, no man stands higher than Secre
tary Chase, and few men to-day have a
stronger hoi J on the affections of the
people.
On to-morrow, at 12 o'clock,
the crowning section of the statue of
Freedom will be raised to its place on
the Capitol. The American can now
point to this representative of the genius
ot our nationality and teel that from
the lofty dome, the Goddess of Lib
erty looks down upon Free Soil and
Free Men! Occident.
Tbe Youngest Soldier In tbe Army of
the Cumberland.
Last evening at the Caledonian supper,
General Rosecrans axhibited the photo
graph of a boy who he said was the
youngest soldier injthe Army of the Cum
berland. His name is Johnny Clem,
twelve years of age, a member of Com-
Eany C, 22d Michigan Infantry. His
ome is Newark, Ohio. He first attract
ed Rosecrans' attention daring a review
at rtasnvme, wnere ne was acting as
marker for his regiment His extreme
youth (he is quite small for his age) and
intelligent appearance interested the Gen.
eral, and calling him out, he questioned
him as to his name, age, regiment tc.
Gen. Rosecrans spoke encouragingly to
the young soldier, and told him to come
and see him whenever he came where he
was.
He saw no more of Clem until Satur
day last, when he went to his place of
residence the Burnet House and found
Joonny Clem sitting on his sofa, waiting
to see him. Jonny had experienced
some of the vicissitudes of war since last
they met He had been captured by
Wheeler's cavalry near Bridgeporr. His
captors took him to Wheeler, who saluted
him with
" What are you doing here, you d d
little Yankee scoundrel ?
Said Johnny Clem, stoutly " General
Wheeler, I am no more a d -d scoundrel
than you are, sir."
Johnny said the rebels stole about all
that he had including his pocket book,
which contained only twenty-five cents.
" But I would not have cared for the
rest," he added, "if they hadn't stolen
my hat, which had three bullet holes it
received at Chicamauga.
He was finally paroled and sent north.
On Saturday he was on his way to Camp
Chase to his regiment, having been ex-

young soldier had chevrons on his arm,
and asked the meaning of it lie said
he was promoted to a corporal for shoot
ing a rebel Colonel at Chicamauga.
The Colonel was mounted, and stopped
Johnny at some point on the field, cry
ing " Stop, you little Yankee devil. "
Johnny halted, bringing his Austrian ri
flle to an " order, thus throwing the
Colonel off I i i guard, cocked his piece,
(which he could easily do, being so short.)
and suddenly bringing it to his shoulder,
fired, the Colonel falling dead with a bul
let through his breast
The little fellow told his story simply
and modestly, and the General determin
ed to honor his bravery. He gave him
the badge of the " Roll of Honor, "
which Mr i. Sannders, wife of the host
of the Burnet Honse, sewed upon John
ny's coat His eyes glistened with pride
as he looked upon the badge, and little
Johnny seemed to have grown an inch
or two taller, he stood so erect He left
his photograph with Gen. Rosecrans, who
exhibits it with pride. We may again
hear from Johnny Clem, the youngest
soldier in the Army of the Cumberland.

President Lincoln's Little Speech.
Of this speech the Springfield, Mass.,
Republican says:
Surpassingly fine as Mr. Everett's ora
tion was in the Gettysburg consecration,
the rhetorical honors of the occasion
were won by President Lincoln. His
little speech is a perfect gem; deep in
feeling, compact in thought and expres
sion, and tasteful and elegant in tjvery
word and comma. Then it has the merit
of unexpectedness in its verbal perfec
tion and beauty. We had grown so ac
customed to homely and imperfect
phrase in his productions, that we had
come to think it was the law of his utter
ance. Bat this shows that he can talk
handsomely as well as act -sensibly.
Turn back and read it over it will well
repay study as a model speech. Strong
feelings and a large brain were its pa
rents a little pains-taking its accouch-ment.
