'' Sallnst," the well-informed and trust worthy war correspondent of the Dii palrh, telegraphing from Kesaca, under date of November 29th, states, in sub stancp, that r.he wagon roads are in a horrible condition, that the enemy can not advance without the railroad, that they have no cars, and that tho proba bilities are that no movement in forco upon Dalton and Atlanta will bo made until next spring. With great general confidence in the accuracy of statement and correctness of judgment of this cor respondent, we should, nevertheless, be exceedingly sorry to learn that his opin ions are derived from the General com manding the remnant of Bragg'g army, and that they aro shared by the Presi dent mid War Department at Richmond. To count upon the tardiness of Grant's movements, in consequence of the con dition of tho turnpikes or the railroads, would be suicidal. Grant hag proved that he can do what so lew of onr Gen erals have been able to accomplish fol low up a victory in spite of natural ob stacles; and it is certain he will not per mit himself now to bo stopped, either by mud or a want of cars. These difficol tios are by no means insurmountable. Every one remembers tho sanguine predictions of the impossibility of carry ing on the seige of Vicksburg. Gentle men owning plantations on which (irant'8 army was encamped before Vicksburg, declared that his soldiers would perish for the lack of water, or die like sheep with tho rot, from drink ing such as they could obtain. More over, we were told thav the malarions diseases of the climate would decimate his army, and compel hin to raise the siege. Further, it was stated by the samo reliable operator, who is now at work in Atlanta, cheering ns with the assurance that the Yankees lost at least twenty thousand men in the assault on Lookout Mountain, tha. Grant bad lost quite fifty thousand of the flower of his army in the various attempts to storm the intrenchments nt Vicksburg. How otterly fallacious all these predictions and aaafirtiy n HtQy ed.L -Thy rVufr elusion, without, so far as wo have ever learned, any serious impediment what ever. In spite of water, climate, diseas es and repea'ted repulses, Grant com pelled Peiubortoii to surrender in leas than three months from the day the siege bc8.an-.. Heaven forbid I The railroad from Nashville to Chattanooga is, doubtless, now open, ami trains running all the way through. On this railroad any quantity of cars and twines necessary to stock the road from Chattanooga to Atlanta, may be brought through in less than a week s time. Two weeks more will be all that Yankee activity and ingenuity will demand to omplete tho re-building of burned bridg es. But wo dflubt if Grant will await the arrival of cars and tho completion of bridges. Ho ha plentv of transporta tion, and the. whele North nemnil him to supply horses anc wagons as fast as they be anil down. He has ten thousand men already mounted. He has cannon with out limit, ami inexhaustible ammunition. In front of him is an army, routed, de moralized, half destroyed by captures and by straggling, poorly provided with clothing, very many of its small arms abandoned, and most of its artillery miss ing. Is it to bo supposed that he will wait a whole winter long in idleness, and not avail himself of the snlendid ooaor- tunity to compU-ts the dispersion of dis pirited and weakened foes, and to insure the capture ot Atlanta? It were mad ness to think so. In proof of the false hopes and errone ous conjectures which lured Baagg to his destruction, we need only recall statement made in a letter of " Sallnst' to the'-JJisvatch, written, just beforo the defeat at Lookout Mountain, in regard to Sherman's cor ns. Although the Das- sago of the Tennessee by this corps had been announced in the Richmond papers a week or ten dnys before the battle of Lookout Mountain was fought, "Sallnst" states that it was expected that Sherman would not be able to effect a junction with Grant until February. And while the people of Alabama were boasting that Gen. Lee's cavalry had driven Sher man back, and compelled hin to aban don the route he was taking to reach Chattanooga, it turned out that Sherman under cover of a feint made by Oster haus' division.was marching to join Grant with great swiftness and without moles tation. In view of thesef acts, we should be stow to build hopes upon the enemy's incapacity to overcome bad roads, and conceal bis movements from the not too piercing vision of our commanders. A Suicker and larger brain is needed in eorgia a strategist who bases his plans not upon wind, weather or railroad, but upon the known bravery of his opponent. withheld as above stated, and this :ir rangement has been made and the money advanced by Messrs.
