There are strong reasons for believing that men have been enlisted in this town ship and county which have not been properly credited to them. Somo think Guthrie has the inside track The Springfield Republican says there is a well-authenticated story, in pri vate circles, that a few months ago, when the rebel rams wore about ready to leave Liverpool, and our affairs with England were most fearful and threatening, Pres ident Lincoln wrote a personal, private letter to Queen Victoria, on the subject ; and from its reeeption, by her, dates the new and moi'e just policy of the English Government towards us. Gen. Veatch and staff, at Mem phis, are doing a better business in the recruiting line than any of the officers in the Northern States. On the 7th inst he mustered into the service seven full companies, and expected to muster in the same number the next day. Mem phis is being placed on a war footing. The Mt. Vernon Union. We have received the first number of a paper bearing the above name and a better could not have been chosen Which is published in Mt. Vernon, Posey county. It is printed and published by Charles L. Prosser, former proprietor of the Mt. Vernon Advocate. The jion,t&9 its name signifies, is thoroughly loyal, pre sents a neat typographical appearance, is edited with ability, and will do good service in the cause of the country. We cheerfully place it on our exchance list Address of Mr. Colfax. Mr. Colfax, on being conducted to the Chair, as Speaker of the House of Rep resentatives, delivered the following short and elegant address: Gentlemen of the House of Representatives-. To day will be marked in American history as the opening of a Congress des tined to face and settle the most impor tant questions of the country, and dur ing whose existence the relx'-Hion, which has passed into culmination, will, beyond all questions thanks to our army" anil navy and Administration die a deserv ed death. Not only will your constituents watch with the strictest scrutiny your deliber ations here, but the friends of liberty in the ui03t distant lands, will be interested spectators of your acts. In this greater than Roman forum, I invoke you to approach these questions with the calm thoughtfiilness of states men, freeing your discussions from that acerbity which mars instead of advanc ing legislation, and with unshaken reli ance on the Divine Power which gave victory to those who framed this Union, and can give even greater victory to those who are seeking to save it from destruc tion by the hand of the parricide and traitor. I invoke yoir also to remember that sacred truth, which all history veri fies, that " they who rule not In right eousness shall perish from the earth." Thanking yon with a grentful heart for this distinguished mark of your con fidence and regard, and appealing to you all for that support and forbearance,, by the aid of which alone 1 can hope to succeed, 1 am now ready to take the oath of office and enter upon the duties you have assigned me. the Gammon Council of the CUy of Ecauscillc: We hiibjit herewriih a. J Editors Journal : I send you a short account of the part taken by the Forty-second Regiment Indiana Volunteers in the different en gagements, which resulted in driving the rebel army from Chattanooga, and also a list of the killed and wounded. r On the evening of the 24th we were ordered to re-enforce our forces upon Lookout Mountain, who had been fight ing tne rebels. Hurtng the day we reached a point where the rebels had taken their position about 7 o'clock r. m Soon the rebels commenced advancing, and we were ordered into line about 8 o'clock. We were soon engaged, and from that time until midnight a con tinual fire was kept up, sometimes very severe. They attempted to turn our left flank, but were repulsed. After midnight the fire ceased, and they retired. The next morning we were ordered to take pnrt in the assault Upon the enemy's works on Missionary Kidge. 1 he attack was made about 4 o'clock r. m . and after an hour and a half s hard fighting, our men succeeded in driving them from the mg could withstand their impetuous charges', and the rebels were sent flying Kito the valley below. On the 20th inst., our briirade com menced the pursuit of the enemy on the I U T - -I fill . " 1 . : inuggoiu tioau. tnat mgnt we over took their rear guard, capturing many oi tneir stragglers, and compelling them to tnrow a number ot pieces of artillery into the Chicamauga river. On the morning of the 27th we reached Rin- goia, wnerc our advance had a very se vere engagement. Our skirmishers were engaged for some time, but the enemy finding we were preparing to charge up the hill ou which they were posted, re tired, we remained at that place until Sunday morning, when we commenced falling back, arriving at our camp about uarK. uur success has been complete ami a terrible blow has been struck. Our boys are in fine spirits, and under the leadership of our gallant and accom plished commander, Lt Col. Mclntire we are ready to again carry dismay into the ranks of the eiiemv. Under above caption tho Toledo Blade discusses the Presidential ques tion, us it begins to take form in the pub lic, mind, for the campaign of 186-L We so fully appreciate the reasons as signed for, nnd the ftppropViatencss of Mr. Jjincolu'8 re-nomi nation under the circumstances, that we gi.-e below the Blade's conclusions under Its 2d, .. i uud 2d. He has been tested through nearly three years of the sorest trial that any man was ever subjected to, hearing re sponsibilities never belore thrown upon human shoulders, and has borne hiinsclt with a degree of fidelity and success which excites a most universal surprise. Judge by the administration of any pre vious head ot our own or that ot any other 2-overnment. his management of his trying duties stands without a paral lel, 'fhe mistakes to be enumerated only make more conspicuous the general success, and thewotidor is .that they are so few. In continuing the "Government in his hands, the people have a Chief Magistrate they know. Another mijht be bel ter, but he also might bo worse, with the chances largelv in favor of the latter result It would, at best, be ex changing a certainty for an uncertainty. j. 'ainoun rebellion was enter declared that Abraham Lincoln should ., ..-.-. 7 4 l .1 .: u e ..we. iD ji fc.oni.t aiiu nit; iiituuiiii oi the national voice and of the national authority can never be perfect until they do submit, not only to the constitutional head of the government, but to Abraham V J . . T TIF, . i.i.m'.i.n as sven. wneti ne is recog nized as the Chief Magistrate of the Union from California to Maine, and from Minnesota to Texas the scheme of tho rebel leaders will be overthrown. The integrity of the nation was assailed in him, and can mostjeffectually be vindi cated in him. This consideration has and should have great force with the peofle.tl Ww .WJ x.T '! 4th. By settling down upon Mr. Lin coln as his own successor, the people see that they wHl allay any rivalry among the Cabinet or other aspirants, and thus save the divisions and jealousies certain to arise in a selection from others. Al ready the public have seen indications in this direction, which leave little doubt that the peace of the loyal people, if not the efficiency of the public service, would be seriously jeopardized by throwing open this question, always so engrossing and exciting. To avoid this evil, is cer tainly an object worthy of thought at a time like this. We give these as some of the consid erations which have led to the coinci dence of sentiment already referred to in regard to the next Presidential term. Others have had their nfluence, but these a-e prominent. Whether or not the course which they now point out will finally be adopted, may depend upon events yet to transpire. Indeed, it is not the proper time for the people lo commit themselves too strongly to indi viduals or to particular lines of policy. The ever-changing course of things amid which we live admonished us to hold ourselves in constant readiness for what ever may be found best. And yet, there can be no harm at any time in recog nising and discussing the eurrent of popular sentiment, especially in regard to great practical questions upon which all will 3oon be called to act, in the exer cise of the highest prerogative known to freemen. Serious Riot in Jeffersonville The Military Called Upon to Supposs 1t. We learn that the usually quiet little city of "JefTerf onville was made tho scene of a most disgraceful riot on Tuesday night, in which several men wore seriously, if not fatally, injured. It seems thai a number of Irishmen in attendance at a wedding, which took place in the house of Mrs. Carrol, near the depot, and hav ing imbibed pretty freely durino- the evening, became boisterous, and entered into what is commonly termed a " free I fignt ' m which knives, pistols and other deadly weajKms were called into requisi sition. Several policemen repaired to the scene of the disturbance, and, in their efforts to suppress the rioters, were terribly beaten, run! finally overpowered by the wedding guests, who, true to their Irish instincts, ceased lighting between themselves and turne.d upon tjie ofiicer.--. They ev dently regarded then as in truding upon their " inalienable right to demolish each other in. time of war." After the cflicers were disabled, they re sumed the original fight, ami it was pro gressing in a spirited manner, when a company o Gel been called upon, arrived rtnH took part in the engagement, and it was soon brought to a termination, the "invalids mastering the situation. The leading spirit of the: rioters belongs to this city, nnd was shockingly bruised and cut One of Ike officers, Mart. Howvil, was very seriously injured, and several of the Irishmen were badly beaten. We were unable to learn the names of the parties arrested. Lou Jour.. V2th. TnE SECRETARY OF THE TREASURY has not yet given notice of any intention to withdraw this popular Loan from sale at par, and until ten days notice is given, the undersigned, as "General' Subscription Agent," will continuo to supply the public. The whole amount of the'loan authorized is five hundred millions of dollars. Nearly four hundred millions have been already Biibscrilied for and paid Into the Treasury, mostly within the hut seven months. The large demand from ahcoad, and the rapidly increasing home demand for use as the basis for circulation by National Banking Associ ations now organizing in nil parts of the conntry, will, in a very short period, absorb the balance. Sales have lately ranged from ten to fifteen mil- ... 11- weeKiy, irequeni iy exccttti i tig uiree millions daily, aud as it is well known that the Secretary oiiue treasury nas ample anil uuiailiiig resources in tho Duties on Imports and Internal Revenues, and in the i mi- of the interest bearing l egal Ten der Treasury Notes, it is almost a certainty that he will not find it necessaiy, for a long time to come, to seek a market for any other long or per manent Loan, the interest and Principal of which are payable in GOLD. Prudence and self interest must force the minds of those contemplating the formation of Natioual Banking Associations, as well as the minds of all who bar- idle money on their hands, to the prompt conclusion that they should loss no time in subscribing to this most popular Loan. It will soon bo beyond their reach, and advance to a handsome premium, as was the result with the "Seven-Thirty " Loan, when it was all sold, aud could no longer be subscribed for at par. It Is a six per cent. Loan, th Interest and Prin cipal payable in COIN, thus yielding over nine per cent, per anunm, at the prosent rate of premium on coin. The Government requires all duties on imports to be paid in coin ; these duties have, for a long tlmo past, amounted to ever a Quarter of a Mil lion of Dollars daily, a snm nearly three times greater than that required in the payment of the interest on ail tne o-'Jti s and other permanent Loans. So that it Is hoped that the snrplns Coin in the Treasury, at no distant d.iy. will enable the United States to resume specie payments upon all its liabilities. The Loan is called 5-20 from the fact that whilst the Bonds may run for twenty years, yet the Gov ernment has a right to pay them oaf in Gold, at par. at any time after five years. The interest is paid half-yearly, viz: On the first days of November and May. Subscribers can have Coupon Bonds, which are P ivuble to bearer, and are (50, $100, $500, and $1008o or Registered Bonds in same deqpmina tions, and in addition 5,000 and $10,000. For Banking purposes, aa tor investments of Trust moneys, the Register Bonds are preferable. These 5-20' s cannot be taxed by States, cities, towns, or counties, and the Government tax on them is only one and a-half per cent., on the amount of income, when the income of the holder exceeds six hundred dollars per annum ; all othor investments, each as income from mortgages, railroad stock and bonds, etc., must uav from 3 to 5 per eei, i. tax on the income. Banks and Bankets thronghoat the conntry willcontinne to dispose of the Bonds ; and all or ders, by mail or otherwise, promptly attended to. The inconvenience of a few days' delay In the delivery of the Bonds is unavoidable? the demand being so great; bat as interest commences from the day of subscription, no hex is occasioned, and every effort is being made to diminish the delay. JAY COOKE, SUBSCRIPTION AGENT, 114 8oith Tin si. St., PaiUDzu-Hia. Philadeirbio, Nov. 26, IS.-:. WThe above Bonds are for sale at par at the Branch Bank In anms to suit purchasers. BOOTS & SHOES.
