Richard Owen, has accepted a chair in the State University, at Bloominton, as a Professor of Natural Science. -Mr. Elliott, of Mass., has introduc ed a bill into theHouse of Representatives providing for the establishment of a Bu reau of Emancipation. It is thought it will prove acceptable to all who become acquainted with his provisions. About 30 colored volunteers left Vincennes for Indianapolis on Saturday last The colored regiment now organ izing in the latter city already numbers 400 strong, most of the recruits having been nicked up in different parts of the State, but credited to the quota of Mari on county. The Democratic District Con vention is called to meet at Vincennes on the 8th of January next, for the pur pose of appointing two delegates and two alternate delegates to the State Democratic Convention, and transacting other business that may be deemed necessarv. The Draft The Inexorable Draft. Our suggestion yesterday to raise money additional to that paid by the city for bounties, meets with approval, yet we hear of no one circulating a sub scription paper. We heard several me chanics say they' would" give $10; and we have no doubt $2,000 ould be realized in & few hours, if some good responsi- ble man would but take a paper and vis- j ;. .j . e . . . , ,. , J it the different n ... v . o 1 ments of our city. There are a host of recruiting officers among us, and it is I useless to deny that tuey can assign I their recruits to those townships that pay j best. A few dollars placed in the hands Of some of these officers would quickly raise our quota. It may look unpatriotic for a man to want to enlist in that township- that pays the best , and those who do not go themselves may be disgusted with such mercenary manifestations. We think, however, a man who has made np his Bmind to join the army, is equally patriotic, whether he receives a bounty of $300 or $500. He would be a fool to enlist in a township that paid him nothing when he could receive from 100 to $200 county, by having his name cred- I ited to some other township. It is generally conceded thatju as-1 signing credit tc the various township of this State, no attempt will be made to j go behind the muster rolk As the recruit is sworn in so will he be credited; j and all attempts to have credits changed aftC they are once entered up, will prove 1 of no avail. Oar city pride " demands that Evans villc shall . not be the only city in the State .that : shall prove, delinquent. A I little energy is all that is lacking. Some want little Mac as candidate for President, others insist that the little Napoleon is " played out,"and will no longer draw good houses. These latter are enthusiastic Grant men, regarding him as the only possible hope for the party. They are willing to swal low him, abolitionism and all. It is doubt ful, however, whether General Grant will swallow them. Should he accept their nomination, the Teit would be very similar to that of the recent election in Iowa, when a "allant war Democrat, General Turtle, sacrificed himself in behalf of a spurious democracy to no purpose. General Grant is too shrewd a tactician to permit himself to be sur prised .by the insiduous approaches of those who have always been bitter oppo nents of the war, in which he has achiev ed Tits gtory. - - J6" A large delegation from Dubois county visited our city yesterday to get exemption papers. Almost every dis ease to which flesh is heir to was repre sented. There was also a vast number of widow's sons whose mothers were de pending upon them for support Sev eral of the delegation were here in the pursuit of knowledge and had a great many questions to propound to the Pro vost Marshal not to settle any particu lar case then in hand but that they might be ready for any future contin gency that might arise. Surgeon Ral ston reserves his opinion and most of those desiring exemption go home in a blissful state of uncertainty as to wheth er they will escape the drrft or no. The other day an entire family from Spencer county was in the city, all suf fering from the efFexrts of a consumption that Dr. Ralston, after an examination, "orjohin t see" They said that it run in the family was a family ailing. The Doctor acknowledged it looked that way, but the disease was', not sufficiently de veloped to warrant him in giving them exemption papers. We dare say had he seen them around a dinner table he would no longer doubt the genuineness of the consumption or that it was a fam ily complaint. r . J 1 Packing in Latayettf. Packing has closed here for the season. The aggre gate of onr two houses is 15,556 cattle and 39,157 hogs. The bogs fall short some 20,000 in number, and from fifty to seventy-five pounds ip weight. Yet the amount of packing for a city like ours is large and jerhaps unsurpassed, re quiring a million of dollars. In addition to what wag packed by our houses here, some of our packers went to Chicago during the season and packed there some 12,000 heavy hoes, at an outlar of rzj-' caMirjr' stirrrsssoa. -l-irij. j out. The specials are barren of news. The Herald's dispatch says M;ijor Milford, with a flag-of truce officer be tween Fortress Monroe and City Point, arrived here this afternoon bv special train from Annapolis, with important dispatches for the Government In his annual report, Secretary Chase asked Congress to repeal the provision directing him to make loans for 10 to 40 years, and empower him instead to negotiate the necessary loans at whatever terms he may in his discretion deem best for the public interest. This au thority will undoubtedly be given, and the Secretary will have power to ine $300,000,'0(JD more of the popular five twenty loan. If subscriptions to this loan continue to come in faster than needed by the Department, it is under stood that permission will be given to agents to receive subscriptions payable in instalments as the amount shall be re quired. Five per cent, only is to be de posited as a guarantee, thus savin? to the Government a large amount of in terest. Since Congress refused to pay exorbi tant bounties, it is expected re-enlistments are increasing, and hundreds are arriving here daily. Those who were waiting for an increase of bounty are now coming forward, and in a few wj-. li nt the present rate, nearly all of the Ar my of the Potomac will have re-enlisted for the war. World's Special. Washington, Dec. 29. Not a little disappointment is felt at the failure to effect an exchange of prisoners. Gen. Rutler telegraphed here that he was quite sangnine of completing the ex change. The whole matter now reverts to Gen. Hitchcock and Meredith. The rebels still permit private donations of provisions to go to cur prisoners, but will receive 'nothing from the Govern ment. Times' Special. Washington, Dec. 29. The War De partment has under consideration im portant questions relating to the draft, which will shortly be made public. The quotas of the several States are being arranged o as to avoid difficulty in the future. Each State will be officially in formed oi the number of men it is ex pected to raise, and the time fixed for the enforcement of the draft, which will not be later than the middle of January. Prom New York. New York, Dec. 30. It is not bolieved here that Secretary Chase will issue more legal tender notes, though it is stated that bolh committees of Congress have expressed the opinion that it will have to be done. It is understood that it was his intention yesterday to call for a loan. From Cincinnati, The Great Sanitary Fair to flout on Saturday. Cincinnati, Dec. 30. On searching the lmrl 10,000 navy revolvers were found secret ed therein.
