30 p. m.—Weather Synopsis: An area of
low barometer or storm is moving east
ward, north of the great lakes. A second
depression of, as yet, moderate intensity,
centers in the lower Mississippi valley.
An area of high barometer centers off the
Middle Atlantic coast. A second “high’’
covers the eastern section of the Rocky
mountains. Cloudiness prevails in East
ern Texas, throughout the Mississippi val
ley, and In most sections lying east of
the Mississippi river, with rain falling
in the lower Mississippi valley'.
The temperature line of 3u degrees ex
tends from southeastern lower Michigan,
southwestward to extreme Northern
Texas. North of this isotherm severe
freezing weather prevails.
The disturbance now central in the
lower Mississippi valley will give to this
section during Monday and Monday night,
threatening weather and occasional rains,
with higher temperature. The western
area of high pressure will bring clearing
and colder weather Tuesday morning, or
by' Tuesday evening.

REPORTS OF COMMITTEES.
The committee on finance, to which was
referred the petition of P. W. Meldrim
and John Houston, executors, and Susan
E. Mclntire, for separate ground rent ti
tles, report favorably thereto, and recom
mend that separate ground rent titles be
made to petitioners. The annual ground
rent on the eastern part of lot in question
held by said executors is the sum of $22.50,
and the annual ground rent on the west
ern part of said lot, held by Susan E. Me-

To assess and levy taxes and raise
revenue for the city' of Savannaih;
for the regulation of certain kinds
of business in the corporate and jurisdic
tional limits of said city; fixing penalties
for the violation of the revenue ordinances
of said city, and for other purposes con
nected with taxes and revenue of said city.
Section 1. The mayor and aldermen of
the city of Savannah, In council assem
bled, do hereby ordain. That from and
after the first day of January, 1896, the in
habitants of said corporate and Jurisdic
tional limits of said city, and those who
hold taxable property within the same,
and those who transact, or offer to trans
act, business therein, except such as are
exempt from taxation by law, shall pay
toward the support of the government of
said city, and for thtr safety, benefit, con
venience and advantage of said city, the
taxes hereinafter prescribed.
Sec. 2. Every person and corporation
owning real property in said city, includ
ing improvements, shall pay a tax to be
assessed by council upon the value of said
property by the first day of April, 1896, at
the rate of one and one-half per centum
upon the value thereof, except on such
property as may be exempt from taxation
under the laws of this state.
Sec. 3. Every person and corporation
owning or holding in trust or consignment
household, kitchen or office furniture, pri
vate or professional libraries, watches,
jewolrv plate, musical instruments, bil
liard tables in private residences, stocks
in money corporations, bonds, notes, or
other evidences of debt, money, solvent
debts, stock in trade, and every other kind
of personal property whatsoever, shall pay
a tax at the rate of one and one-half per
centum on the value of such per
sonal property whatsoever owned or
held on the first day of January, 1896, and
if any person or partnership shall engage
in business as a wholesale or retail deal
er in goods, wares or merchandise of any
description whatsoever after the first day
of January, 1896, they shall pay a tax on
the value of such goods and merchandise
(as they mav be possessed of on the day
of the date of their beginning business in
said city), which tax shall be of such pro
portion of said tax as the time left in said
year shall bear to the whole year, except
such as mav be exempt from taxation by
the laws of this state or of the United

cargo, agent or other officer of any
vessel or other person who shall char
ter or’ offer to charter his vessel, or who
shall sell goods or articles of any kind
from any vessel or wharf, personally pur
chase cargo or collect freight, except

sion merchant and pay the tax herein

nance stated and enumerated twenty-five

Merchant tajlors, thirty dollars.
Every circus, with or without a men
agerie, for each and every day perform
ing in the city, five hundred dollars; itin
erant shows, one hundred dollars per week
or any part thereof; flying horses, twenty
five dollars per week; other minor ex
hibitions, ten dollars per week, or any part
thereof.
Dealers or vendors of goods, wares,
merchandise, drugs and small wares, sell
ing or introducing the same for sale by
means of public exhibitions, one hundred
dollars per week, or any part thereof.
Hand organs, or strolling band of musi
cians, five dollars per week.
Every person, company or corporation
engaged in the business of operating or
running a theater for theatrical exhibi
tions, three hundred dollars per annum.
Every theatrical troupe, minstrel troupe
or other troupe acting or performing in
any public hall in this city other than a
theater, shall pay five dollars for each
performance.
Persons or partnerships running a grist
mill, thirty dollars; if worked by horse
power, twenty dollars; every person run
ning a flour mill or flour and grist mill
driven by steam, fifty dollars.
Bread or cake bakeries carried on by

ties. to he approved by the mayor, con
ditioned to comply with the ordinances
of the city of Savannah, and the rules
and legulations governing the water
works department of said city, and to
answer over to the mayor and aldermen
or the city of Savannah for all damages
the city may sustain by reason of negli
gence or default of such plumber or gas
titter In negligently closing or leaving
open excavations in the public streets;
and no person shall do or perform the
work of a plumber or gas titter without
first taking out said license, under pen

merchandise, passengers or baggage for
hire, by means of wagons, dravs, trucks,
carts, omnibuses or carriages of any de
scription, or of letting carriages or other
vehicles for hire, shall pay u tux ac
cording to the number and character of
vehicles employed In such business, viz.:
Every person employing one-horse cart
or wagon, six dollars; every person em
ploying one-horse dray or truck, otght
dollars; every person employing one
horse cab, hack or buggy, or vehicle of
any description not otherwise specifically
mentioned, six dollars; every person em
ploying one two-horse cart or wagon,
dray or truck, twelve dollars; every
person employing one two-horse cab,
hack, buggy, omnibus, carriage or vehicle
of any description, eight dollars; every
person employing one three-horse
truck, eighteen dollars; every person em
ploying one four-horse dray or truck,
twenty-five dollars; every person employ
ing one four-horse omnibus, thirty dol
lars; and tho tax to be paid by any per
son employing more than one vehicle of
the same or different kinds shall be ac
cording to the number of vehicles em
ployed at the rates above specified.
Keepers of sale and feed stables,
fifty dollars; hut nothing herein contained
shall authorize the keeper (ft such sale and
feed stables to sell any live stock of any
other person without first paying the
brokers’ or dealers' tax as required un
der this ordinance; every keeper of a pub
lic or livery stable, fifty dollars; every
keeper of a feed stable only, fifty dollars;
and in addition thereto, as a part of the
same tax, according to the number and
character of any vehicles employed in
such business, either by letting for hire
or in the transportation of goods, pas
sengers or baggage, at the rates above
specified for taxes to be paid by persons
engaged in the business of transporting,
etc., for hire.
Person employing or using one or
more vehicles of any sort to be drawn
by one or more horses or mules in con
nection with any business In which he
may be engaged, for the purpose of deliv
ering goods sold by them or in any other
manner, shall pay, in addition to tlie
specified tax required of them for such
business, and as a part thereof, a grad
uated tax similar to that hereinbefore
required of persons engaged in the busi
ness of transporting, etc., for hire, ac
cording to the number and character of
such vehicles, and at the same rate.
Hucksters, Including dealers in ice,
cream, fruit, small paint shops, venders
of small wares, and keepers of a cook
stove or cook shop, ten dollars.
Persons selling from push carts or other
vehicle*, except country cart* selling
their own produce, one hundred dollars;
upon payment of said tax the treasurer
shall furnish a badge, which shall be
placed in a conspicuous place on such
push cart or vehicle.
Street dealers In poultry, for which a
badge shall be issued, bn dollars.
Manufacturers of patent medicines not
engaged In the business of a druggist,
thirty dollar*.
Agents, a<torney*-at-law. or other per
son* negotiating loans on real estate, *ev

he himself shall have paid all taxus re
quired of him l>y this ordinance; provided,
however, that any transient person trans
acting, or offering to transact, anv of the
kinds of business mentioned in this pan -
graph, selling or offering only to resident
dealers or manufacturers in the specific
article or commodity sold or offered by
him or her, and not bringing into or keep
ing in the city any stock for purpose of
delivery, shall not be required to pay any
tax or license fee.
Every person, company or corporation
required by this section to pay a specific
or business lax shall take out a license
or receipt, which shall state the business
or occupation in which such person, com
pany or corporation Is authorized to < n
gugc, anil which shall be exhibited to tl;e
city marshal, or his deputy, at any time
upon demand. Ami If any person, com

Sec. 6. The occupant of any premises
where u dog or dogs is or are kept shall
pay for every dog so kept an annunl li
cense of one dollar. Upon payment of
tills license a badge shall be issued to ihe
person paying the license for the dog;
and every dog found running at large
without such badge shall be impounded,
and if not claimed In forty-eight hours,
shall be disposed of.
Sec. 7. The value of real property to be
taxed under the second section of this
ordinance shall be ascertained by means
of tie* assessments provided for by the.
ordinance of the city on that subject, or
any ordinance amendatory thereof; (lie
value of personal property to be taxed
under tlie third section of tills ordinance,
the particulars and character of the busi
ness for which a tax Is required under Ihe
tiftli section of this ordinance, and the
number of dogs kept, as provided for in
tlie sixth section of this ordinance, shall
be ascertained by means of the returns
hereinafter prescribed.
Wee. 8. Every person and corporation
owning real property In said city on Ihe
first day of January, 1896, shall pay taxes
upon such real property upon the assess
ment thereof us udopted by council. Every
person and corporation owning or holding
In trust or on consignment, personal
property in said city on the first day of
January, IXA6, lialde to he taxed under
the third ami fifth sections of this ordi
nance, except stocks in bunks and bunk
ing associations organized under the laws
of tills state or of Ihe United States, shall
make a return thereof to the city treas
urer within twenty days after that date;
and all returns of personal property shall
bo inspected as soon as they are made by
a person or persons to lie designated by
finance committee of council, who sliull
carefully and critically examine the same
and If he or they find, or have cause to
believe, that such return Is not properly
made, so as lo show Ihe umounl of per
sonal property owned by tho person or
persons, or corporations making tho re
turn subject to luxation, then ho or they
shall forth wit Ii proceed to assess the said
personal property of suld person or cor
porations at it* true value, as near
as can be ascertained by him or them, and
as soon as the same is made, he or they
shall send a copy of the sumo to the
person or corporation whose return is
thus corrected, and the person or corpor
ation whose return is thus corrected, shall
have the right to appeal from such cor
rected return to tilts committee on as
sessments of the city council within ten
days after mulling of the notification of
the correction of said return; and. sutd
committee shull hear such return us soon
as nmy be convenient thereafter,
notifying said uppeliant of the
time and place of hearing said appeal;
and alter hearing such appeal the suld
committee oil assessments shall fix the
return of said person or corporation at
such sum us may. In their opinion, tie
correct and Just and stiall immediately
notify such party of the sum so fixed
by them; and the said person or corpora
tion may, within four days of the rendi
tion of such Judgment, appeal therefrom
to the mayor and aldermen of the city
of Savannah, where such appeal shall
lie heard and determined os other ap
peal cases are heard and determined by
the mayor uml aldermen of the city of
Savannah, and the Judgment of the mayor
and aldermen of the city of Savannah
shull be final ami determine the amount

lect the taxes due thereon; If the returns
of personal property, as made l>y the
person or corporation, shall be accepted
by tlie person or persona so designated
by the finance committee of council, lie
or they shall Indorse the same as ac
cepted, and hand the same to the city
treasurer, who Bhall assess thereon tlie
taxes to be paid by the person or corpora
tion making such return. Hut In the
event there is no appeal from the assess
ment so fixed by the person or persons ap
pointed to examine and correct the same,
and no appeal from the assessment fixed
by the committee on assessments, then
the said assessment so fixed shall he the
amount upon which the city treasurer
shall assess the taxes to be paid by the
person or corporation making such re
turns. The president or acting president
of any such bunk or banking associa
tion, located in said city, shall, within
twenty days after the first day of Jan
uary, 1896, make a return to the city
treasurer of all stockholders In such bank
or banking association holding stock
therein,con the first day of January, 1896,
whether resident or non-resident, with
the place and residence of and the num
ber of shares held by each, and show
ing the market value of such share!). Ev
ery person liable to taxation under the
fifth section of this ordinance shall make
a return of the business In which he is
engaged, and of the number and char
acter of vehicles by which his tax Is to
be graduated to the city treasurer "with
in twenty days after the first day of
January, 1896, and every person com
mencing to carry on any of the said kinds
of business or increasing the number
of his vehicles, or commencing to keep
and use vehicles, after the first day of
January, 1896, shall make a return there
of within fen days after so commencing
or Increasing. Every person having a
dog or dogs on the first day of January,
1896, shall make a return thereof to the
city treasurer within twenty days after
that date, and every person bringing a
dog or dogH into the city after that date,
to be kept! here, shall make a similar re
turn within ten days after so bringing
In such dog or dogs. And all such returns
of persons or corporations shall be in
spected by a person or persons desig
nated by the finance committee as soon as
it is practicable to do so, and if he or they
find, or has cause to believe, that such re
turn is not properly made, then he or they
shall forthwith proceed to correct such
return, and after he or they shall have
corrected the same, he or they shall at
as early a day as possible, notify the per
son or corporation of such corrected ?)-

except real property, but shall be on oath

association shall be made by such presi

if any person required to make any such
return shall refuse or neglect to do si®

theless, that any tux upon property as

quarterly, at tlie option of the taxpayer,
computing from the first day of January,
1896* but In the event that any quarter’*
tax is not paid when the same is payablo
then the treasurer shall issue an execu
tion for the amount of the tax for tho
year remaining unpaid, os hereinafter pro
vided. But any person or firm commenc
ing business in this city after July 1, 1896,
or running after that date vehicles for tli®
transportation of goods, wares, or mer
chandise or passengers, which were not

such business has commenced, or such
vehicles have been rur„ he or they shall
be taxed one-half of the yearly tax as

section, shall include street railway cars.
Sec. H. If any person or corporation!
shall refuse or neglect to pay any tax re
quired by this ordinance within thirty
days after the Bame shall be due and
payable us above provided, or shall neg
lect or refuse to pay any double tax as
sessed, us above provided for. twenty
days after notice has been served on
such persons or corporations of such as
sessment. the city treasurer shall lssua
executions therefor and for the further
sum of one dollar for costs; and the city
marshal shall proceed with such execu
tions in the same manner as a sheriff
does under the executions from the supe
rior courts of this state, subject to tho
provisions of the act of the general as
sembly of the state of Georgia, passed
Feb. 27, 1877. Every person or corporation
who shall pay his or Its taxes on real or
personal property, or both, promptly with
in lifteen days after the first of April,
July, October and January, the time here
inbefore specified for the payment thereof,
shall be entitled to a deduction of Id per
centum of the amount thereof, and tho
city treasurer Is hereby directed to make
such deduction upon receipt of the tax:
and every person or corporation who shall
pay any other taxes required by this ordi
nance promptly within thirty days after
the same shall become due shall be en
titled to a deduction of 10 per centum of
the amount thereof, and the city treas
urer Is hereby directed to make such de
duction upon receipt of the tax.
Sec. 12. Every person transacting, op

16 years, a duplicate of which license,
signed by the person or persons taking out
the same, and expressing his or their as
