RAILROADS FEAR EX PERT Probe of Capitalization Like#/ to Ur lute to Light I‘atofui #’«dU About ltecent High Finance IHsaJa The rttilroodH of the United State* are awaiting with grave concern the Impending investigation the government will make into their capitalization Not that they expect a finding that they are overcapitalized, but they anticipate developments which will show indefensible methods of financing, of Issues of millions of stock and liabilities against which no property was acquired, aud as tonishing acts on tiie part of man agers designed to extend their power and ( to give profit -to them* selves snd to those immediately sur rounding them. A state of things so evil will be disclosed, it is claim ed that congress rwlll be forced to pass without delay a measure pro viding for effective control of fu ture isauee of securities. So far gs the legislation is concerned, it will be welcomed by the established roads. What they object to. how ever, are the revelations certain to be made In connection with poli cies they pursued In order to ac quire control of many of the lines (they have molded intothelr systems. If ,the Investigation be as thor ough as the situation calls for it will appear that the display of "high finance” in connection with the Chicago A Alton railroad was bj no means an Isolated case. The Sam# methods were observed with respect to. many other railroads. It Will be claimed, however, that theca methods are now obsolete and have been so for ten years, “ow ing to a high degree of conscien tiousness among financiers.” It Is doubtful If this be .true. Thus the proposed Investigation will demonstrate the necessity of the control of future additions to three great advantages to the peo rallroad capitalization to Insure pie. They are: Prevention of the passage of rail road properties Into a ferw hands through baleful methods of high f loanee. Prevention of suppression of com petition through the acquisition of control of the competing lines by e tslngle system. Prevention of higher rates which lines Indulging In indefens ible financing would have to Im pose In order to meet the obliga tions the watering of htock creates. The Investigation will be made by a commission which will be ap pointed by the president under the provisions of the lfann law enairt • d during the cloalng days of the last session. The president is un derstood to have fixed tentatively upon five men who will be desig nated to conduct the Inquiry and k formulating instructions under which they will act. In addition to a renomination for his present place, very well, let him go forth and ee ure it, demand It, if he will, sub nls right. But why put the state to> the bother and the expense of an "uxtry'' session of the legislature early In August for no other pur pose than to aid his political aspir ations and the ambition of his back ers and their publications? In the first place, when Gover nor Shaft ot h calls an “axtraordln sry session” of tbe legislature for the declared purpose of having a co-ordinated branch ad government do something It refused to do In regular session, he is violating the spirit of the constitution. He is doing an aot never contemplated by the framers and the adopters of that Instrument, and in his heart he knows H. Nothing ••extraordin ary has taken place since the reg ular session adjourned by limita tion; there has been no insurrec tion in this commoufwealtli, no cry ing need for money, no Important measure declared uncunstiiutionai by the courts, nothing whatever of a public nature to call for the meet ing of the legislative branch in ‘•extraordinary” session, nothing but the political necessities of a faction of the Democratic party. In less than five months from the time of convening the ** uxtry” the regular session of -the Eighteen th General assembly will be ready for business. All of the ’’Seven Sacred Shafroth Paramounts” can wait tbe interval without spoil ing; and even were they to be passed by the “uxtry” most of them would be ineffective or worse than useless. The state is not under suspense for the passage of a “di rect legislation” amendment -to the state constitution, which if sub mitted to a vote iu ail probability would be voted out. And there is no guarantee that the legislature will do aught at the ” uxtry” but draw its per diem and mileage and adjourn in time to prevent the ap pearance of a vigilance committee. The Seventeenth General ansean- ! bly was given every opportunity to pass the “paramounts”'■and It re fused to do so, for thevery good reason that it was elected for a dif ferent purpose; and nobody know* this better than “Honest John” -him self. If he wants to make the Dwn ocratlc platform of two years ago an Issue, and he failed to do this In his last camiiaign, let him have the coming state convention de late again for the measures and let him go out and campaign for them and It successful In his mis sion, he will have something to -row over and can rest assured that he will hav'* a legislature that will do .his bidding. In the -meantime the people of Colorado enter solemn protest against the ”uxtry'' and agaJnat the proatitutJon of a legislature to the political aims of Mewtrs. Shaf rotb, Patterson, Thomas and the rest of .the Alarmists. No aatlnfartlon can be taken from tbe recent election in Denver by the “-dlrent leglslatlonlaU.” If the voters had had a square show at the charter amendments they would have voted down every one of them; as It was tbe “initiative, referendum and recall” amend ments were adopted by less than one-fourth the total vote. That election was a fluke. —Ex. These thirteen years years uf Republican supremacy will stand in history as a period of prosperity, progress and growth unequalled in the history of nations. We believe that the Tariff bill recently enacted la In accord with the Republican policy expressed in its last national p lad form “to pre serve. without excessive duties, the marked against foreign compe tition, to which American manufac turers, farmers and producers are entitled, bud also to maintain the high standard of living of the wage-workers of this country, who are the most direct beneficiaries of the Prodectlve system.” Since the passage of thad bill the wagee of employees in this country have been Inrreated more than five hundred millions of dollars per annum.
