England Regaining Lost Ground President Wilson’s act in making a political speech on the Fourth of July in Independence Square, under the very shadow of Independence Hall, has caused wide speculation as to whether the old time Fourth of July oration is to be supplanted by faction al political debate. For more than a century, statesmen, lawyers and di vines, on the Fourth of July, have recalled our colonial difficulties, the colonists’ defiant Declaration of Inde pendence, their suffering and valor in the camp and field and their final tri umph, then the organization of our government, its defense, perpetuation, its growth and standing among na tions. This year, however, at Independence Square, Philadelphia, where the Con tinental congress declared that the seaboard our own and not Great Brit ain’s, President Wilson defended his act in giving to Great Britain equal rights with Americans in the Panama canal, the prize of the western con tinent, and which cost more than the value of all the colonies in 1776, and made a political speech defending his policies. Chinese Labor and Argentine Beef Our national administration is car rying this brotherly love business entirely too far. It is getting so our little half breed and yaller brothers are getting the edge on our own fam ily. The advertisement for beef sup plies for the navy and army recently published carried the statement, “Ar gentine beef preferred,” and now the contract for constructing a big navy dock at Hawaii has been let to a Chi nese firm because their bid was a few dollars less than the American bid, owing to the difference between the American and Chinese labor. As the contract was for considerably over a hundred thousand dollars, it means quite a loss to American labor in the islands. Charity begins at home and it will be well enough to play the brotherly love to all nations game when there are no longer any hungry Americans. Just at present there are several millions of them that need work to earn food and clothes for their families, and every contract awarded to foreigners is so much tak en out of their mouths. What It Costs to Get Rich Quick Carefully compiled statistics show that last year the American people lost $717,000,000 in various get rich quick schemes. Most of this came from people of small means and went to the fraudulent land promoters, bo nanza stock dealers, and various other swindlers who are offering the public a to make a fortune in a short time and with a small in vestment. These promoters make a specialty of dealing with people of ymmll means who have from SSO to $6,000 to invest. The returns they would receive from the average lo cal investment would not be large and n smooth talking schemer glibly promises them a chance to dou ble their money in a couple of years, usually has little trouble in getting it in return for a handsomely engrav ed stock certificate worth just as much as it is printed on. It will be noticed that such schemes usually deal with lands or mines in Mexico, or some place at a distance. Of course very few of the investors ever hear any more about their money. Recently some of the states have been looking into these swindles and are tufting steps to protect their peo ple. Kansas, especially, has taken the lead in thin matter with her fam ous “Blue* Sky Law,” so called from the fact that that is usually about all such people have to sell. Under this law, before a promoter can offer stocks for sale to the people of that state, he must appear before the state hnnir otaminpr and prove to him that there are some tangible assets back of the scheme. If it is mine stock the promoter must prove that the mine really exists some place besides in his mind. If it is land in Florida, he must prove that it is in Florida and not the Gulf of Mexico, the Everglades or some other place where it will have to be measured in bucketfulls. This law does not handicap the honest pro moter, and protects the small invest or, who not investigate such prop ositions himself. ALFRED WESTFALL, Colorado Agricultural College,.
