Pleasant job, this umpiring busi ness great deal like editing a newspaper. What a fine thing it would be if the names Hartje and Thaw could be kept off the front pages of the newspapers for awhile and the public be allowed to forget the sickening sensations con nected with them. While they are meting out punishment in Russia to the generals who blundered at the front, why wouldn't it be a good idea to hand a few death sen tences to the master blunderers who directed the war from St Petersburg? Spend a few minutes watching a sheet of tanglefoot on a window sill and one is impressed with the utter stupidity of the ily. On every hand lie the corpses of hi? friends as mute warnings of danger, but he blunders into the fatal gum, tempted by the sweet ness, just as though none of his kind had ever met death before. This certainly is a doltish trick, and yet man, with all his intelli gence, is little better. He does not get his feet tangled in sticky flypaper, but he does get them caught in all kinds of alluring schemes, bubble investments, wildcat mines, oil well stock that is so much worthless paper. If he can only alight and get away he gets a taste that tickles his palate and he decides it is worth the trying, in spite of the warn ing corpses of thousands of his kind. FALSE REPORTS. One of the most wonderful things is the way a false report will spread and grow. Yesterday itwaft ourrent gns*ip-i fchls ctty that eighteen or more people had been killed in the wreck at Shevlin. The report was abso lutely without foundation, but it flew from mouth to mouth, and soon everybody was talking it. How the report started no one knows, but it probably had a be ginning not unlike hundreds of other erroneous pieces of rumor. Some excitable person at or near the scene of the accident sends out an hysterical exaggeration over the wire or 'phone, and until there comes a contradiction, everyone believes it. Or it may be that some irre sponsible person in town gets some kjnd of a message telling of a wreck, and saying that it is not known whether anyone is killed or injured. He immediately tells a few friends of a terrible catas trophe, and the list of dead and dying grows with the ,telling. The friends tell their --friends who tell their friends, and o: on down the line, each one ad ding'to the story. PROCEEDINGS of the County Commis- sioners of Beltrami County. Three bids on the construction of the town line road between thee' towns of Maple Ridae and Liberty wer.ei submitted to the board, and ?i? du,y ma i seconded and carried the bid of David LaFevrc for the construction of the road, aa follows: Beginning at the west one-sixteenth stake of section thirty-five, town of Maple Ridge, and running thence due east a distance of one and three-fourths miles to the southeast corner of section thirty-six of said town,was accepted at $450.00 for the clearing of said highway and at the rate of $2.25 per lineal rod for tne corduroying he to furnish the proper bond and contract, On motion of Commissioner Wagner, sec onded by Commissioner Gunderson, the bid of L. Bjorge for road work on the road described as follows: Beginning at the northeast corner between section 32 and section 33, township 149, range 33, and running thence north on the section line four and three-fourths miles between sections 32-33, 29-28 20-21, Town of Turtle Lake (N Vi of) section 17-16, 8-9, 54 in the town of Nebish, and*there ending was awarded the contract for the sum of one thousand four hundred fifty dollars (81,450.00) he being the only bidder, and to furnish proper contract and bond. On motion of Commissioner Wagner, sec onded by Commissioner Olson, Three hundred dollars was appropriated out of the county road and bridge fund to the Towne of Turtle Lake for road improvement in said town. On motion of Commissioner Wagner, sec onded by Commissioner Gunderson, Three hundred dollars was appropriated out of the county road and bridge fund to the town of l\irtle River for road improvement in said town. On motion of Commissioner Gunderson, sec onded by Commissioner Olson, Three hundred dollars was- appropriated out-of the county road and bridge, fund to the Town of Spooner for road improvement in- said town. On motion of Commissioner Olson, sec onded by Commissioner Gunderson, Three hundred dollars was appropriated out of the county road and bridge fund to the Town of JJenville for road improvement in said town. On motion of Commissioner Wagner, sec onded by Commissioner Gunderson, the fol lowing resolution was adopted: "Whereas, there has been presented to the boards of county commissioners a petition of eleven of the land owners whose lands will be liable to be affected and the supervisors of the Town of Northern, asking that a ditch be constructed commencing at a point thirty-two rods north of the southeast corner of the southwest quar ter of the northwest quarter of section fifteen, thence running in a southeasterly direction eighty-one rods to a point thirty rods north west of the southeast corner of the northeast quarter of the southwest quarter of said section fifteen, township 147, range 33, and there end ing and notice of the filing of said petition and that a hearing be had thereon on the 9th day of July, 1906, before the commissioners at their room at the court house, and that all the conditions of law have been complied with Now, therefore, "Be it. Resolved, That an accurate survey of the line of said proposed ditch from its source to its outlet to be made by M. D. Stoner, county surveyor, who is hereby appointed en gineer for that purpose." On motion of Commissioner Wagner, sec onded by Commissioner Gunderson, the report of the committee on a proposed route for a road to be laid out in the Town of Port Hope was read and approved said report being favorable, the said road was ordered laid out and a commissioners' order made and filed of the laying out and establishment of a county road to run according to said committee's re port, as follows, to-wit: Beginning at railroad crossing at Farley, in section twenty-eight, town 148, Range 32, and running thence fol lowing the town, road along river bank until it intersects the section line eighty rods south of corner of twenty-eight, twenty-nine, twenty, twenty-one thence following the section line between twenty and twenty-one, sixteen and seventeen, eight and nine, four and "five thence east on town line between towns of Port Hope and Hagali to Schulke's Mill thence following town road in sections thirty three and thirty-four and sections twenty-seven according to surveyor's plat in recorder's of fice, Bemidji. On motion duly made, seconded and carried, the petition of VValter Neudeck et al. for the formation of a new school district, with changes of boundaries as recommended, and to comprise the following territory: The south half of section twenty-nine, the south half of section twenty-eight, and sections thirty-one, thirty-two, thirty-three and thirty-four, Towi. 149, Range 33, and the north half of section five and section six, Town 148, Range 33,b granted, and that said district is hereby cre ated and to be known as common school dis trict No. 108, Beltrami county. On motion made, seconded and carried, the board adjourned to meet Tuesday, July 10, at ten o'clock A. M. TUESDAY, JULY 10, 1906-FORENOON SESSION. Board met per adjournment, with all mem bers present. On motion duly made and seconded, the re port of the committee on a proposed route for a road to be laid out in the towns of Langor and Hornet was read and approved. Said re port being favorable, the said route was laid out and a commissioners' order made and filed of the laying out and establishing of a county road to run according to said committee's re port, as follows, to-wit: Beginning at the southeast corner of section ten and running thence south eight rods on the section line be tween sections fourteen and fifteen, and then angle off to the southeast, running down to the mnttlieast corner of section fourteen, thence running east onie-milc -uexwtcii -scutloiratirii teen and twenty-four in Town of Langor (Twp. 15Q, R. 31), and thence running across the range line between range thirty and thirty one, and running east two miles between sec tions eighteen and nineteen, and seventeen and twenty, in Town of Hornet (Township 150, Range 30). The petition of Charley Peterson et al., pray ing forJthe establishment of a highway in the Towns of Durand and Turtle Lake, being pre sented to the board of county commissioners, and after being duly- considered the board de termined that the petition was reasonable on its face and on motion of Commissioner Wag ner, seconded by Commissioner Saxerud, it was ordered that a hearing upon-said petition be had at the commissioners' rooms at the court house in the city of Bemidji on Tues day the 21st day of August, 1906, at ten o'clock a. m and that a committee of two be ap pointed by said board to examine said pro posed road, and that such .committee meet upon the route of said road at the point of be ginning of said road on Monday, the 20th day of July,, 1906, at 2 o'clock p. m., and that notices thereof be issued and posted. The board appointed as such committee Commis sioners J. H. Wagner and Charles Saxerud. The place of meeting to be at a point eighty rods south of the southeast corner of section twenty-nine, township 149, range 33. The bid of Joseph H. Carter for the con struction of a bridge across Gull River in the Town of Taylor was rejected, and the auditor was instructed to readvertise for bids for the next meeting.. Two bids were received for the road work On town line road between the. toiVns of Black duck and Langor. The-board deeming said bids too high, on motion duly made, seconded and carried said bids were rejected, and the auditor was authorized to advertise for bids for said work.to be presented at the next meeting.- ~y On motion duly- made, seconded and carried, the bid of F. A. Chapman for road work in' the Town of-Taylor was rejected and the auditor instructed -to readvertise for bids to be pre sented at the next meeting. -N. motion board adjourned to meet at two o'clock p: m. Oh motion duly made, seconded and carried, the auditor was instructed to. advertise for bids for the construction of a bridge across Ulackduck River at Quiring postoffice, and Commissioners George Gunderson and J. H. Wagner are hereby authorized to let the con tract on the ninth day of August, 1906, at ten o'clock a. On motion of Commissioner Gunderson, sec onded by Commissioner Saxerud, the appli cation for abatement of taxes of H. Stechman, rejected at the meeting of the board held June 7, 1906, was upon reconsideration, recommended to the state auditor for his approval. On motion duly made, seconded and carried, the application for abatement of taxes of F. A. Adams was recommended to the state auditor. On motion of Commissioner Saxerud, sec onded by Commissioner Gunderson, the coun ty auditor was authorized to transfer from the county revenue fund to the incidental fund the sum of Two hundred fifty dollars. Moved by Commissioner Gunderson, sec onded by Commissioner Saxerud, that three hundred dollars be appropriated out of the county road and bridge fund to the town of McDougald for road improvement in said town. TOWN ORGANIZATION. The petition of N. A. Rippy and twenty-five other legal voters of the congressional town ship numbered one hundred sixty (160) north of range thirty (30) west, in Beltrami County, Minnesota, was presented to the- board, pe titioning said board that said described terri tory be organized as a legal township, to be known as the Town of Gudrid, and that said board designate said town and its boundaries as prayed for in said petition, a copy of which follows: To the Board of County Commissioners of Beltrami County, Minnesota: The undersigned, a majority of the male freeholders who are legal voters of Congres sional township one hundred sixty (160) N. of Range thirty (30) W., in said County of Bel trami, which township contains twenty-five or more legal voters, do hereby petition your honorable Board to be organized as a town under the provisions of Chapter 143 of the 1905 Session Laws, relating to Township or ganizations, and that such town be named "Gudrid."
